CITY OF MELROSE FINANCE COMMITTEE CALENDAR● FEBRUARY 16, 2016 Aldermanic Chamber Committee Meeting 7:30 PM The public should take notice that the Melrose Board of Aldermen may, on certain occasions, have a quorum in attendance due to standing committees of the Board of Aldermen consisting of both voting and non-voting members. ▶ 0:02 Scott M. Forbes: Good evening. It is 7 30. Welcome to the Committee on Finance. My name is Alderman Scott Forbes. I'm the Finance Committee Chairman. With us tonight, we have members of the Finance Committee, including Alderman Tramontozzi, who also serves as Vice Chair. Other members of the Finance Committee include Alderman Zwirko, Alderman Bright, Alderman Mortimer, President Kahn. Non-voting members of the Finance Committee that are here this evening include Alderman Lemmerman, Alderman Boisselle, and Alderman Medeiros. And before we get to public participation, I would just like to remind everybody that this meeting is being recorded. You can view this on MMTV or click on the City of Melrose website in accordance with our Massachusetts general open meeting laws.

We've got a motion to open public participation made by Alderman Mortimer, seconded by Alderman Zwirko. All those in favor? Aye. Opposed? This is the portion of our meeting where anybody from the general public can approach the table and speak on behalf of the one item we have on our agenda. Seeing nobody willing to come forward. I'll just suspend the rules. What's the item? Come forward, please. Mr. Chairman, maybe if you read the order. I will read the order before you. It is order number 2016-86. It's a transfer of $3,600 from account number 19122-543102, workers' comp benefits, to account number 011522-520500, human resources expenses advertising.
▶ 1:46 Scott M. Forbes: Motion to close public participation, Mr. Chairman. We've got a motion to close public participation made by Alderman Mortimer, seconded by Alderman Zwirko. All those in favor? Aye. Any opposed? Public participation for the Finance Committee is concluded. We do have the one agenda item before us. I've just read the order. Marion Long could not be with us tonight, but we do have an email. I will read that for the people watching at home. It basically says that order number 2016-86 requests that $3,600 be transferred into the Human Resources Advertising Account in order to pay for job announcements. Of this amount, $585 is required for existing invoices. The remainder will be used for upcoming job advertisements.
▶ 2:29 Scott M. Forbes: To date, we have advertised for 13 positions, most of which were vacated due to retirements and rest due to employees voluntarily leaving our employee. All these positions are budgeted. They are not new positions. For the remainder of fiscal year 2016, we anticipate advertising for five to six additional roles. ▶ 3:16 We need to bear in mind, as we approach budget time, it appears that we had 13 vacant positions during the course of this fiscal year due to retirement or attrition. And I think it's important for the public to know that the administration filled every position. And it also indicates that it's anticipated that five or six additional vacancies look like they're going to transpire during the course of the year. And it looks like the intention is to fill all of those positions. So it looks, just so everybody knows what the game plan is here as we go forward. It looks like there's no loss of any positions due to attrition during this year that the administration has been filling every vacant position and intends to continue to do so.
