Joining me tonight are Vice Chair Stewart Voting members, councilor mig Lee Orelli, and President Grigoraitis. Also non-voting member, uh, with us is Counselor Ella. This meeting of the Protection and Licensing Committee is being recorded live on MMT V and will be available online at the city website, www.cityofmelrose.org. Tonight we have a public hearing before us for a request to grant a special license to House four Dogs at 2 0 6 Beach Ave. At this time, I will entertain a motion to open the public hearing, Motion to open the public hearing. Uh, if there are any members of the public that would, would like to speak to the special license for two to house Ford, Ford Dogs at 2 0 6 Beach Ave, please come forward and state your name and address. License number 2023 dash 16, which is a request for a special license pursuant to Article two section 93 dash five of the City of Melrose Code of Ordinances to House four dogs at 2 0 6 Beach Ave Melrose Mass. Um, I will entertain a motion to suspend the rules so we can hear from the applicant. Mr. Chair, before I make that motion, can we just do all in favor on closing public comment? Sorry. All in favor? And some of the counselors may have, may have, uh, some questions. But if you can just state your name and, and address. Yes. Good evening, everybody. My name is Annabel Shields. Live at 2 0 6 Beach Ave Melrose. Um, I would like to, uh, request a special license to have four dogs. I have had four dogs for probably about 10 months now. Not knowing that I was in violation of anything, because I came to get my license and, uh, I was told that I needed this. Not a problem. I've always had a three dogs. But when my other dog died,
▶ 4:14 about a year ago, somebody approached me and asked if I'd take two dogs in, and I did. Voila. I have four. So they're all small dogs. They're all licensed. I have kept up their, all their shots and everything. I have them groomed right next door, a pristine pet. Um, and I have had neighbors I think, send in, um, some information saying that there's no issues with the dogs. There's no complaints about noise or anything like that. It's, it's the number, I guess that's in question. So I am re asking if, if, if I could have my special license. Any questions or what the, do what kind Of dogs? I have, um, Japanese chins and I have, um, uh, uh, a chin mix. And I have a, a, uh, what do you call it? Like,
▶ 5:06 Mark Garipay: what did I say? Bri bijon. Frie and, uh, dawon. They're all small. Oh, little ones too. Yeah. They're all, all the little guys. Yeah. And one of 'em was so ferocious, went after a Turkey this morning. Oh. So it was the smallest one. But, uh, and I was nervous coming here today, but I understand the rules, um, and I just wanna make sure that I'm doing everything correct. We appreciate that. Uh, Mr. Chair, I'll make a motion to recommend to the full counsel. Uh, motion to recommend to the full council was made by Council Vice Chair Stewart, do I have a second? Second, second of a council. Miglia. Elli. Uh, just before we continue on, I just wanna make one clarification, uh, in the paperwork, um, there is some wording in there that says, uh, kennel.
