As I hunkered down over the weekend, I worried about those who did not have the luxury of staying home in a warm space during our historic and record-breaking cold snap. I was especially concerned about the members of the Melrose Fire Department. The recent small town Secrets investigation on NBC 10
▶ 19:15 documented summer temperatures in the high 80s inside fire headquarters as well as having inadequate heat in the building frequently. During the time of during the time. Of the interviews with Ed Kalina and Bob Driscoll, the fire station had no heat at all. The media disclosure about the deplorable conditions of the station including rats sewage plumbing and overall structural Integrity of the building in which our public servants of the fire service work must be handled immediately. Put off Solutions. Any longer is a dishonor to the men and women who put their lives on the line for the rest of us. Unfortunately it often. Takes shocking facts to be wildly known in order for governments and politicians to do something.
▶ 20:05 The negative publicity about the Brazil Street and neighborhood trauma the Citywide rat and sanitation nightmares and the recent Melrose teachers contract Fiasco. Seemed to meet motivate the city to act. Melrose was shamed into responding. The state of the Melrose Public Safety buildings in general and the Fire Department headquarters in particular is a moral issue. I implore elected officials as a budget process begins to use arpa funds and free cash to fund a temporary alternative building now. Finally, I challenge Paul Broder to look at fire headquarters when he pulls into his designated parking space. If the mayor's truthful he will not be able to say that the building is a safe place for anyone.

▶ 22:08 mini Grant. So this is a grant that we received. It is for 12,000 dollars. It is between the timeline of January and June. It is specifically to help address. It's kind of a tool for us to improve health inclusion in our communities. The focus is going to be on those with physical disability. And so anybody with mobility issues are priority is to help kind of augment the work by the commission on disability with this grant. It's to help access to specific areas and where we're working very closely with David Hoff to make sure that we don't overlap in those efforts. Some of the examples that we have put forth are schools work sites Healthcare Healthcare organizations and Community organizations, like YMCA and other
▶ 23:01 ones that just farmers markets and Community Gardens. This grant is meant to help do an initial assessment. It's a successful effort between four communities Melrose Wakefield Stoneham in Linfield. We're going to be working with each Community to kind of identify needs. This is kind of a phase one Grant and once we complete this assessment and put some of this money towards addressing some of the the issues that we've identified through the Ada assessment. The next Grant will be applying for will be a larger sum. It'll be more of an more of an application based grant Thank you, Mr. Troy anyone from the console would like to ask questions? So this is really more to assess locations where we could do something for People with disabilities and then go and apply for that Grant later on to try to actually address those with the planning in Mind Correct. Do you think that 12 Grand is going to be enough to do the assessment as is or do you think you need to come back for more money? No, the $12,000 should be enough for our initial assessment. We've we've kind of already written up a draft budget for each Community it total so roughly 3,000 maybe a little bit less for each community. So we have a little bit left over we've we've

▶ 27:19 Wakefield Hospital. They support us in a lot of our efforts to better the community. Most recently. They came out with the community health needs assessment for this year. So it's a great great partnership to have they've also given us a grant for twelve thousand dollars. This is year three of the Melrose Wakefield Healthcare Grant last year a lot of our programming addressed kind of access in terms of language. We were able to purchase pocket talk handheld translators also able to contract with translation services to work with some of our residents that are not English is not their primary language. We also were able to provide networking meetings. So we have a very robust Social Services Program here in the city, but for this
▶ 28:05 program to be successful, we need them to be connected to our immediate communities in the area. So we've been able to host a networking meeting for Melrose and wakefields a lot of our providers Housing Authority Council on Aging lots of our different Community Partners all come together for these meetings. It's three times last year. We had over 30 local service providers and we were able to come together to kind of share ideas what we're seeing especially with new developments such as the community behavioral health health services line that just came out as an example. So we're able to kind of trade ideas between these networking meetings and really stay connected for our providers. We also had ESL family nights in
▶ 28:45 partnership with some of our school districts. We're hoping to expand that further to provide resources, you know, if there's you know, there's warm clothing needed or examples such as flu clinics. We can also provide the same time. We will kind of get these services to populations that may historically have challenges accessing these programs or not know of them. We're trying to make it so it's more accessible that way. We're also looking into better ways to support our social services position. We're looking at different softwares software to make their processes more streamlined and more secure. We're looking at things like intake Q which is a data intake system and we're looking for different ways to kind of support their work.
▶ 29:25 for this year three our Our priorities are to support new immigrant residents. We want to connect them to Local services and we want to look at how their impacted by different social determinants of Health. We're going to work more closely with the food rescue and food drive. We're also going to look into different legal housing legal services to provide them employment services and Behavioral Health needs. We're also hoping to improve our community connections with our English learning new residents and provide trainings and more networking lunches for our providers and our school school Partners as well. ▶ 30:10 Manjula Karamcheti: I'm going to sneak it in under the questions section. I just want to appreciate for a moment the work that you're doing through these Community Health Grants. It is clear that your group is looking to support historically marginalized populations to do Outreach to English language Learners to immigrants, and I just I feel like you your department is a model for that and I just wanted to note it and appreciate it. It was great work happening. thank you counselor councilor William I would like To Echo what counselor cameronchetti said and also make a motion to recommend to the full Board second. by counselor Well, bye counselor sonella on discussion. I would like to ask a couple of questions as well.
▶ 31:02 Maya Jamaleddine: You mentioned that you will be working with the school directly to outreach. How many language do we? Do we have? And what is it that we're missing from, you know first? So the free languages that we have are the languages that we've identified that are of most need Portuguese and Spanish Mandarin as well as Haitian Creole. These are languages that we identified as areas of Need for our schools. And so ways that we can kind of improve our capacity both for our School nurses and for you know, guidance counselors social workers those that work in the school that provide social services that social services our goal with the pocket talk handheld translators was to make you know, as to help that immediate

But also we understand that translation services live translation services are also very important to work with families to communicate information effectively. So we're going to continue that work that's not just the purchase of the high-end Health translators was a kind of one-time thing, but the translation services will continue into year three as well. We've been doing is effective to reach out to be able to reach. This population people that are mostly effective and disconnected with the community services. I think I think we've I think we've we've done a lot to try to reach these populations, but I think we have more to do I think just speaking with you know,
▶ 32:35 Maya Jamaleddine: not specifically with this grant but I think speaking with some of our community groups such as food food rescue and food drive, they've identified that there are definitely neighborhoods within our within our city that are somewhat not landlocked but not able to access, you know transportation bus routes do not go through those neighborhoods. So I think we we still have a lot of work to do those areas that are hard to identify and things that we should still strive for so I think they're still work to be done there. I agree with you. I also wanted just Are getting a lot of like a big number of immigrants from Turkey, especially after, you know, the earthquake earthquake that we have and all what's
▶ 33:14 Maya Jamaleddine: happening abroad and also from the apani community. So I would encourage to include those two languages if possible. I also wanted to name that Probably because we always focus on the food security, which is very important component. But there is also a lot of other services that immigrants don't are not connected to those resources. One of them is understanding the system. So I hope that we can focus on that as well. Absolutely. This is specifically an environmental health inspector support Grant. I believe it's five $5,000 this first round. So essentially this is more of a initial survey Grant. We you know, as any environmental health program that keeps up with the the current practices. We want to make sure that the way we conduct food inspections housing inspections that we are keeping up with a different with the changing housing of food codes. So this grant allows us to go out and hire a consultant to come in and kind of do an internal audit of our of our inspection reports of
▶ 35:15 our most kind of all of our condemnation orders anything that we've issued as a board of health in the last three years and basically kind of do an assessment to see where we're at in comparison to the other communities where we at in terms of FDA standards and continue to move towards Move towards that process the state has a standardization process for inspectors. It's Fallen by the wayside in the last couple years. I'll just do the covid another lack of funding but now it's coming back. So we're able to have our inspectors go back to that standardization process be trained and standardized and housing and food. And so we know that their work will be up to the standards that were required.

So last time when we came before the council, we received a lot of really good feedback on kind of how we should be viewing this public health public safety education fund a lot of the principles that we included last time the education piece the marijuana toolkit the recovery coach and a lot of the other programs aimed

Next is appropriation. 2023 - 12. mwra the Water Project funding and we have Mr. Mr. Coy yes from DPW good evening Council. So yeah, so this is for mwra loan for the construction of water mains on Knoll Henry Trenton
▶ 38:14 Street with the possibility of adding in Reading Hill. It's a 688,000 10 year no interest loan with loan payment starting next year in fiscal year 24. For 68,800 per year. We expect this loan plus leftover money from previous loans and interest accrued to cover the costs of Trenton now in the first part of Henry. We've added in the second part of Henry from novel to Richardson and reading Hill as at alternates to the bid that if the bids come in at lower prices will make will assess the where we are with the water Enterprise Fund in terms of revenues to see if we can add in more work this year or we'll decide to just push that off to next year and delay the rest of those the project where replacing these
▶ 39:10 water mains in Trenton because there's an undersized main at the End of the Street towards Washington and we've gotten a lot of complaints about low pressure and like the last five or six houses. Now Henry and reading we're doing because it was recommended for replacement as part of our cep and they also have the poor and poorest roadway conditions as part of that project something to note National Grid has completed or is in the process of completing upgrades of the gas Mains in those streets from Iron to plastic Mains and then we plan to pave those areas the three areas a year after the water main construction is complete which is consistent of our multi-year roadway and utility program and that should be it.

I know it says in here that the construction would begin in the spring of 23 and continue throughout the 2023 construction season, which I'm assuming is probably like November early December based on the weather. Do you think the project will be completed in that time frame? Yes. So what for the funding that we get this year whatever we decide to do. I don't expect construction of the three main areas to be much longer than a month and a half once we get started. It's a fairly smaller project compared to the last couple of years. So it should be
▶ 40:40 Jen Grigoraitis: fairly quick and as long as we don't have supply chain issues and everything, it should be fairly fairly smooth process and then the following year will be the paving. Yeah, okay, and then related to that because it says 2023 construction season here. Do you have a sense of when we could anticipate seeing the 2023 construction schedule? Like the whole entire construction schedule usually get a spreadsheet that kind of lists out the projects and you know, I think it's helpful, especially when things are multi-year sure. Okay, so I don't know the answer to that. I'm actually surprised. It doesn't exist already. I just yeah, it might so I'll follow up with with Vonnie and Elena on that and and make sure

Of course just related to the timeline. I'm particularly interested in the the paving piece and many a couple of the roads on here. I've sort of gotten a lot of calls and complaints and concerns from residents in regards to the state of those roads. So just so more so I'm able to respond. Why is there a year wait until those roads are paved particularly on some of these streets because these residents have been waiting years already. Yeah. So the reason we wait a year is when you are digging trenches in the roads and you fill that back in and put the temporary pavement on we want
▶ 42:12 those trenches to go through a full freeze thought period over the winter so that if there's going to be any additional settlement because the the contractors can only compact it as best as they can. So we want the, you know water to get in there freeze thought allow any additional settlement so that when we go to pave it that that doesn't happen further and then need the road to be repaved. So it's it's kind of a preemptive of let's let things settle out before we pave it and not have you then see like kind of a ditch in the road where the old trench work was done. That makes good. Yeah, it's unfortunate because we wish we could do. Right away. Although I will say and I've seen in some cases just the temporary trench makes
▶ 42:57 the road so much better already because it is it ends up being a smooth trench compared to all the potholes and whatever ends up being there. Can you talk a little bit about the communication plan that you have for the the residents that are going to be impacted by this absolutely. So whenever we do any sort of projects but these in particular we send out a paper notifications to all the area residents that are going to be impacted directly on

We then invite the particular council member of that Ward we host a neighborhood meeting and we explain to them kind of the timeline. What work we're doing when the road will be paved because that's always a big question and then we try you know, and then we basically start with the schedule and keep everyone updated as far as how when the progression of the of the project work. So for instance if we're going to be doing doing work in front of their houses will you know will knock on doors and say you might not be able to get in and out of your driveway for the next. Few hours. So but we the biggest thing is those neighborhood meetings, you know,

Absolutely, so as part of our notification process on those notifications specifically it does say that if anyone needs any additional assistance for one reason or another to contact us so that we can coordinate with that and that gives us the ability to if someone needs to access their driveway to go to any medical appointments
▶ 45:18 or to have anyone come and go so that we can coordinate with the contractors on that to make sure that The Trenches are filled as quickly as possible in front of those houses access is kind of open as much as possible things like that. So we do we do coordinate and give the residency ability to to notify us as as they can and you mentioned it's going to be about a month and a half to be completed give or take from like and that's from like that's the whole entire project. So each Street will be so we usually do one street at a time these streets. The longest one is 1200 feet. We can usually do about 300 feet a day. So that's really four days of main construction. And then you go back and do all the individual Water Services connection.
▶ 46:05 So depending on how the contractors kind of stage everything it could be the water main in one street water main and another Street water main and other Street and then come back and do Services throughout so it it could feel like a longer time but it's not constant construction the whole entire time. It's like four to five days once and then another four to five days. Is and you know coming back for the water services and is it full day of work? Yeah, they work seven am to usually three 3:30. Sometimes they go a little bit late but usually usually they don't want to work late. So usually they're out of there by that like depending on if they need to like button something up they'll you know work until that's close so that there isn't a trench open by
▶ 46:48 the end of the day, but I mean I've never from in my experience. We haven't really stayed much past 5:30 6 o'clock compared to but it's usually seven to three Thirty. So we're gonna hopefully go out to bid mid-march, I think or mid to early March and then we'll have about a month bid opening process probably award it in April so we could technically start in the mayish time frame. We might not start that early depending on if we are, you know, trying to get more funding for the rest of the project or whatnot. Partially there was also some where we had to go back forth once or twice. But if that could be part of the response as you put this out to bid on how they're going to manage the equipment particularly if they take several days off, you know if there's a holiday period that would
