▶ 0:01 Good evening one and all. Welcome to the meeting the Melrose School Committee for this 27th day of August in the year 2019. For the record let me state that this meeting is being recorded and broadcast locally via MMTV on our local government channel. As is our custom let us stand as we are able for the Pledge of Allegiance. I pledge allegiance to the flag of the United States of America, and to the republic for which it stands, one nation, under God, indivisible, with liberty and justice for all. Thank you very much. First order of business this evening is an executive session. The school committee does have need for an executive session this evening. We will be returning to public session immediately following our executive session.

▶ 2:40 evening the committee acted as follows the committee approved the executive session minutes for June 25, 2019. Excuse me. The committee also approved an agreement with the Teamsters Union Local 25 Administrators Unit by which we restored the following positions at the secondary school level. Director of English, Director of Global Languages, Director of Mathematics and Business, Director of Science and Technology, and Director of Social Studies. The foregoing positions will be compensated in accordance with the current collective bargaining agreement. The agreement approved by the committee in executive session also provides for a new K-12 art music coordinator position. Additionally, the agreement provides that the position of director of wellness,

▶ 3:22 athletics, and co-curriculars will continue to be responsible for overseeing the K-12 health and wellness and physical education disciplines while also overseeing athletics and co and extracurriculars at the secondary level. This position will be placed at level 1B of the classification plan and salary schedule but will also receive an additional annual stipend in light of additional services and responsibilities associated with this particular director position. Finally, the agreement approved by the committee also provides that the responsibilities of our assistant principals will return to their original and now current job description and further that these positions will be compensated in accordance with the salary schedule and the current

I would be remiss if I didn't note that the much needed restoration of the aforementioned positions and the creation of a new K to 12 art music coordinator position was made possible by our community's passage of the property tax override last spring and along with the restoration of previously cut teaching positions in the addition of new teachers to meet our growing enrollment as well as more adequate compensation for all of our educators all goes a tremendous distance in putting our school district on an even keel and on a true course for student success and well-being our community certainly has our thanks as a school committee for making that possible does committee have any comments or questions with regard to

▶ 4:46 that seeing none we move on next on our agenda is the report of the student representatives I see that our student representatives are at home preparing for the first day of school we'll look forward to seeing them at a future meeting next on our agenda is the public comment portion of our meeting this is the portion of our meeting when members of the public are for the opportunity to address the committee on matters before the committee or otherwise within the authority jurisdiction of the committee without objection the public comment period is now open are there any members of the public who wish to address the committee seeing none without objection the public comment period is thus closed

▶ 5:24 next on our agenda are the announcements of the superintendent of schools madam superintendent okay thank you mr. O'Connor we are ready buildings are ready staff is ready we just had two full days of professional development staff came back very enthusiastic again everybody is very grateful for the new opportunities and resources that we have as we go into 1920 tomorrow everybody will come at their appointed times with the exception of KK comes about 20 minutes later we think it's a little bit much for the incoming babies on the first day especially when you consider some of our schools are over 400 kids so they come a little later after it's died down and their teachers welcome them and get them accustomed to the routines of the big buildings the I've been in touch

▶ 6:15 with sergeant Gawk and chief Lyle they we will have four extra offices working Wednesday Thursday and Tuesday we will have somebody extra on the Parkway as we do every year offices will be available both a.m. and p.m. officer Applegate and Officer Meehan who are school resource officers will respond to all elementary schools to provide the safety talks over the first two weeks I also want to take note that we now have I think they're called RRFs we have the flashing lights now in four places and some of you remember the one we put in on the parkway last spring we now have one that is going to be installed at Gooch at Simmons and we have installed Upham at Gooch Franklin at Vinton and West Wyoming at Lincoln and then we have flashing lights at

▶ 7:13 Vinton at Orris the chief will be sending information to families and schools to explain to children these are not pedestrian walk lights there is no red light involved all it does is flash flash flash real fast to warn cars to slow down that there are pedestrians in the area I will tell you because I travel the parkway every day there is often a state police officer there who watches very careful that people pay attention to that so we are ready to go for the first day other information I want to update you on is we try to give you today the most current information I think Diane uploaded it as close as four o'clock and it's already inaccurate so you have new numbers in front of you with the ECC we will be opening according to this document at 4047 I

▶ 8:16 will tell you it's 4049 as a five o'clock and we expect that people will continue to register this week often people don't know that we open before Labor Day and so they come this week thinking they are doing the right thing and sometimes we have people registering next week because September 1 is often a move-in day on leases or purchase and sales so we will see people next week we are quite full as you can see from these numbers we are working hard to balance class size that means we cannot make everybody happy and will if my understanding is correct superintendent will also be discussing enrollment expectations on our policy and planning is that right yes okay great so you have numbers in front of you to refer to but those are the

▶ 9:14 numbers for opening tomorrow the last thing that I wanted to update you on is you all know Mary Ann Farrell will be retiring in October we have a search committee at which you have miss McAndrew as the school committee representative we received 21 applications for the position they did an initial screening, although the posting is open until the 13th. The search committee consists of Ms. McAndrew, Mr. De La Russo, the City's Chief Financial Officer, Tricia Savage, the Purchasing Coordinator for MPS, Kim Candelieri, the Assistant to the Director for Finance and Administrative Affairs for MPS, Michael Tracy, Principal of the Winthrop, Donna Rosso, Principal of the Franklin, and Patty White-Lambright, the Assistant Superintendent for Pupil

▶ 10:06 personnel services is chairing the search committee they will be interviewing their first set of candidates tomorrow night and the interviews will continue through the 13th just for those of you who are new to this position this is a position the school committee votes on I bring a recommended candidate to you and then you vote on it very good thank you for all of that superintendent any comments or questions for the superintendent seeing none we move on next up is our consent agenda which this evening consists of the following items the school committee regular meeting minutes of July 30th 2019 a Melrose high school field trip request a band chorus and orchestra trip to New York City in April of 2020 thirdly the August 2019 personnel report next the FY 20

▶ 11:03 July monthly budget summary and finally one warrant FY 20 school s 2 0 0 0 3 in the amount of two hundred and seventy thousand one hundred and twenty four dollars and sixty two cents are there any items which any member wishes to remove from the consent agenda miss McAndrew I'd like to remove the field trip please that will go to educational programs and personnel there any other items which any member would like to remove from the consent agenda seeing Seeing none, is there a motion to approve the balance of the items on the Consent Agenda? Thank you. okay good evening and welcome to the educational programs and personnel section of the meeting the first order of business under epnp is we have a field trip request from the consent agenda is there a motion to approve so moved motion to approve by mr o'connell seconded by miss driscoll is there any discussion okay seeing no discussion all in favor any opposed any abstentions all right we have one abstention and five in favor and one absent motion to approve on the failed trip passes with five in favor one absent and one abstention all right

O'Connell second by miss McAndrew discussion miss McAndrew thank you just a quick question on the Hoover School nurse what happens when a school opens with a nurse position she's staying on until we get the replacement so and at the Horace man we have the other half for a drop share who's filling in but I did not want to have them improved so there's just conferring there's someone there right there is somebody there and I would also like to note that the addition of a nurse that is now shared between the middle and the high school in accordance with state regulations we

O'Connell seconded by Jen Razzie Thomas would the superintendent like to speak to this item yes we received this application I would say after the close of the school year and while they did send us materials the materials did not suffice to meet our requirements with the procedural requirements as you know sometimes you have policy and then the superintendent is charged with fleshing out more procedural requirements so we

▶ 15:09 sent them a letter miss Lindquist sent them a letter with our procedural requirements they sent back quite full materials which I believe are all here in the package and we do believe their intent is to eventually have a full elementary school I would ask miss Lindquist to come forward and address this further the information on the curriculum because it was pretty lengthy and the superintendent reviewed it and felt like it aligns with state frameworks right we included all the other procedural requirements with the state requirements and their policies and procedures which I thought was important for you to know since these students will be going to school within the district within the city of Melrose anyone has any questions

McAndrew thank you thanks for putting all this in um just so I understand they're asking to add it's already goes up to grade 1 and they're asking to add grade 2 for this year with 11 seats 11 additional seats and just so I understand the law requires our approval because the school operates in Melrose but those are not necessarily Melrose students correct okay thank you the comparison I would give you is several years ago there was another private school in Melrose until it moved I believe to Winchester and so it's open to anybody within the area who wants to transport their child but they've been operating the grade one since 1984 so now they're moving the grade one up to two and I think they plan on adding a grade each year up to six there any

▶ 17:09 other questions do we thank you sorry have we ever had any issues with the school that we know of in the community that's caused any problems or no actually not many of the Montessori pre-k kids come to us eventually you know to the parents make a choice to send them to our K you know as you know our ECC schools about half of our incoming K the rest of our incoming K goes to many schools in the area Montessori being one of them given the fact that we have such limited numbers of seats I think it's great to have more seats available for different types of education and no rose I mean we don't object to this certainly you know Montessori is a philosophy that many people feel fits best with their child and as I often tell parents it's their

▶ 18:10 job to make those choices that will work best for their child I'm a defender of public school I believe in public school but I also understand that it's not meant for everyone and parents need choice any other questions seeing no further discussion all in favor passes unanimously and that concludes the portion of the meeting EP and P Thank You mr. Abrams key next up is policy and planning with miss Crisco Thank You miss Lindquist Thank You mr. O'Connell first on the policy and planning agenda for this evening is the strategy overview and I will be asking superintendent to speak to that when she has scrolled through yes thank you I finally got to it so as most of you know my my practice is I do a three-day administrative retreat in June we do some professional

▶ 19:21 development and we do planning for the next year and every year we review the last year strategy overview what we accomplished what we feel we need to accomplish and we design a new report for this year going into the meeting this year I used a different approach I use what's called a tuning protocol protocols are often used in educational circles as a way to generate problem-solving conversation and so we used a tuning protocol on the last one which I felt was a little lengthy and at the end of the day the there was about 40 people again present and we came away I think with a more concise and a more highly focused strategy overview the work continues on personalized learning social-emotional learning building cultural proficiency across the district

▶ 20:16 Jennifer McAndrew: and building professional collaboration so that is what you see in front of you the principals have begun to share it with their staff they will use it when setting goals for educator evaluation this year and we will have that through line that we try for every year questions for the superintendent on the strategy overview miss McAndrew this is just a comment thank you I just wanted to call out and commend the among the many priorities that jumps out from this document the focus on cultural proficiency and increasing those skills and prioritizing those skills for educators and also in reviewing resources for bias and culturally responsive communication strategies I think is needed and important so I just wanted to call that out and thank you

▶ 21:19 any other comments from the committee seeing none we will move on to the enrollment expectation for the fall of 2019 which is about 20 minutes away oh yeah all right 30 30 give me a little time here so I had one of the office help reformat it so that the Franklin K lives with the other case so that's the first difference you'll see when you see that you can see when you look at the we're at 338 today all the other classes are up as well I have asked secretaries again that if you know of children who have withdrawn please tell us as soon as possible I have had no response and what will happen is over the next couple of weeks we will see who does not report and then our numbers will begin to settle down for the October one count but as I also told you earlier we will

▶ 22:28 also continue to see enrollment over the next 10 days so at some point you have to take account for the state's purposes and that is October 1 so we are hoping that some of these numbers fall a little bit not that I don't want the children here but I am concerned that when you look at Horace Mann when you look at Winthrop Roosevelt we are really stretched to the limits in K and then it's interesting to see where you see that in the upper grades Horace me and across all grades except possibly grade four and then you see that surgeons reflected in grade three except at the Winthrop where you see it in grade excuse me grade two and then at Winthrop you see it in grade three and four for a lot of it it reflects where the housing turnover has been over the past several

▶ 23:23 years in the city and for the past couple years Horace me and has been the hottest neighborhood I'm sorry to those of you who are Roosevelt Lincoln or one of the other districts but and that's why they have stress to the having the most stress right now the other thing that is important consideration is first preference is given to siblings and we have many young families and that is also what is happening and impacting enrollment especially at K you're seeing siblings getting those seats lastly as we talked about three of our buildings now have special programs where those students have to be placed regardless of where they live in the city we have three schools with EL education the Roosevelt has children with significant special needs challenges and the Lincoln

▶ 24:16 has a program for children with social emotional challenges so some there are some families that when they move in they are placed at a school because of the students needs not because of any other reason at the middle and the high school you can begin to see we hit we told you we had about two more years with lower enrollment at the middle school you can see that in grade eight is at 263 grade 7 moves up to 272 grade 6 moves up to 291 and then as you look and if you scroll back up to the lower grades you can see what's coming to the middle school the high school is a little bit more dynamic we do lose some children to private and parochial between 8 and 9 but we also have a number of children moving back in just today we registered a student coming

▶ 25:11 back from the voc we have students coming back from other surrounding schools so that so you get to a k-12 enrollment of 3766 and when you add in the Franklin enrollment of 281 we're at 4047 on this sheet and as I told you two more children registered and late this afternoon and we will expect to see more tomorrow and Thursday yes very good questions for the superintendent on enrollments mr. Ozzie Thomas so is this the largest kindergarten you've ever enrolled right now by one and this year last year at this time I was at 337 so how are we doing in comparison to the studies that we received back last year enrollment studies I think well with the new enrollment study we're pretty on track but it's

▶ 26:17 only one year and don't forget we did the two studies so you basically had a range how much is it helpful that that override passed in terms of planning for what's continuing to happen with enrollment the override helps and again it is I know you can't the override doesn't change space challenges right so the main concern is we added the override funded two more specialists because at the elementary school you all know that we need more specialists because when the kids go to specials art music digital literacy library now PE that's when their gen ed teachers have their planning periods their collaborative time all right so that's how the schedule works at the elementary school so we were actually able to add three specialists we were

▶ 27:16 able to squeeze out three specialists because as we work the numbers we realized oops this is getting away from us again so we actually were able to squeeze out three so that helped my concern going forward is again adding teachers so it depends where it falls off so let's say the high school needs less teachers in the future and gives me one more teacher at the elementary or when all of a sudden at the elementary i don't need 15ks i only need 14ks that gives me another teacher for the middle of the high school that's how you work your ftes if we had a huge surge all of a sudden another huge surge i don't know whether we would be able to hire all the teachers we need or have all the space we need

▶ 28:03 Margaret Raymond Driscoll: um you know there are some concerns about when is this going to peak thank you other questions for the superintendent on enrollments i just had um two quick things one is um you've had um you've presented to us a couple of different times on our students who really are off campus much of the time so those students are included in this number do you see those numbers increasing decreasing or staying about the same so again a lot depends on as you know as we improve our approach to personalized learning and give the high school kids more options we still have to see how that plays out we have a number of kids who do mhs online because they are pursuing serious artistic or athletic interests but that's only a handful of kids we

▶ 29:07 have we have some seniors who really don't need to be on campus all day so we try to give them a schedule that allows them that flexibility they may only need four courses for graduation they may be doing work-study so we try to do that option for seniors the kids who are taking college courses they're often they're in and out of the building but not enough to have an impact yet what really has an impact is the kids who are taking blended learning courses or courses with the academic facilitator who may be not taking a seat in the class instead because they're taking some sort of individualized program but you see that that's a high school option very good so in the future when we have enrollment reports I'll probably be asking that again so it'd be great to

▶ 29:59 Margaret Raymond Driscoll: follow that especially since it aligns with our strategic overview the other piece is that I think what we often see as you noted is that we have students who haven't registered yet we have students who have left us and we don't know yet right and then we have the month of a few weeks in September and then we have the October count at which time we may see some more students coming back in is that correct so yeah I understand what the point you're making so it's it's an it's an interesting situation sometimes when students leave some of our public competitors for lack of a better term they are not returning to us until after the october one count why is that important because the october one count is

▶ 30:51 the number the state uses for your chapter 70 money so sometimes you have a little bit of an influx after october one who's from students whose careers are not successful at other choices so we will be getting a report on that after october one when you present us the october one counts correct very good thank you any final questions seeing none that concludes policy and planning for this evening thank you mr school that brings us to finance and facilities with miss mcandrew good evening everyone uh welcome to finance and facilities we have one item on our agenda this evening which is the update on our summer programming and skills classes superintendent do you want to talk about this yes so again for background information we stopped doing a high

▶ 31:54 school credit recovery program many years ago it must be six years ago I would defer to Mr. Driscoll's memory on that one and we refer students who need credit recovery at the high school to other programs whether it's a community college or Woburn High runs a very big program and then we accept it from there it was not a cost-effective for us what we kept was a middle school program for students who needed skill building and every year that program has diminished this is not credit recovery it's skill building and as you can see we had absolutely nobody this year and my recommendation would be that we do not continue with this going forward luckily we had not hired anybody obviously there is not an interest there is a great deal of interest in students without borders

▶ 32:52 many of our students without in with it which is a integrated class in the sense that I have both students who are on an ESY an extended school year program plus general ed students it's a it what can I tell you it's just it's a great program it's a wonderful program for the kids that are in it if you're entering the sixth grade it's a great way to become comfortable with with staff and with the campus and the buildings for some of our students it gives them great social structure over the summer and for a lot of kids it's just plain fun we lost money this year because what we've discovered is as miss chernisky explains to you she runs these programs is parents are getting more savvy about which week to send their kids and they're sending them on the weeks that have the more expensive

▶ 33:43 field trips so it's sort of like a loss leader you know that's the best way i can explain it we also saw an increase in some field trip costs and probably the biggest problem is we have not raised the tuition on this in six years so that is a consideration for the committee come next winter thank you um are there any questions from the committee mr. Ozzie Thomas I'm wondering just what the cost is per week just to give us a lot of numbers I okay I couldn't I would I can't tell you that off the top of my head I would have to ask her for the cost per week maybe next year you know yeah obviously I don't really need to have that but it would be good to have a comparison of like where you've been and then we're probably where you need to go and to write it

▶ 34:39 making it exactly I think we charge the same cost for each week you know because I think when this program originally started especially for your ESY kids they get it in the program anyway sometimes parents pay if it's not in their IEP but you know that a lot of kids came for the six weeks originally the five weeks originally you know and now you know families are more involved they have other options so that's why we're discovering they pick and choose which weeks to send the kids to so it's not unusual for a student to go to let's say soccer camp one week and then the next week show up at students without borders yeah we just be interesting because I know parents are always trying to figure out exactly what to do with their kids if they're working parents

▶ 35:26 they have to work through it straight through the summer exactly it's so complex and just to have a comparison to the cost per week here versus like we do with the other program yeah like it just is good for us to understand yeah competitively and fairly what are we charging and obviously an increase not having increased in six years means a lot it's great that we didn't increase that maybe we should have done it two years ago I don't know but you know thank you are there any other questions I did you have another one I'm sorry Thomas um the student the other program that you mentioned at the beginning was not special education no real thing summer skills no that's no that was purely voluntary it's purely voluntary if your skills aren't up to what you

▶ 36:15 think they should be or your parents don't think they should be and you'd like a little boost over the summer that's what that was kind of like group tutoring yeah okay thank you good analogy and if I can just follow up on that last point so would educators ever recommend students for that I think they have when they're concerned but it's not necessary to be promoted and because you're not concerned with credit recovery at the middle school there is no motivating factor okay thank you so it sounds like we should look at the tuition going forward when that comes up are there any other questions on this topic seeing none that concludes finance and facilities thank you Thank You miss McAndrew and that brings us to the announcements of the chair under those

▶ 37:25 announcements we have two items the first is the wrong agenda of included the updated rolling agenda in the packet for the committee's review and I would like to just briefly bring the committee's attention to two upcoming events first of all on September 8th we have the Victorian Fair we will have a booth at the Victorian Fair as we always do and as is noted in the notes here member participation is requested in two hour blocks and if you could each contact me individually to tell me when during that day you'd be available to help staff the booth secondly I just would like to draw the committee's attention to the next item on September 14th this is a Saturday meeting we have scheduled it's our biannual retreat meeting it's scheduled for 10 o'clock on

Ozzie Thomas a few weeks ago I had the pleasure of going to a friend of Melrose Metco group that's in the early stages of forming ed Schultz has been tremendously persistent and patient regarding building up this this group and Amy Jackson the Mecca director has been wonderful working with them and has given them some good ideas about how to begin to foster friendship and trust with the parents of the Mecco students who we can then hopefully have them join some of the join the group and direct the group as to what they really believe is in what will make each student in the Mecco program have the best possible experience going to school in Melrose so it's a great little group they are working hard and they're going

▶ 40:24 to be at the Victorian Fair in two different locations at the with the UU church table and I forgot the other one I think it's the white people facing racism and I forget which group that is which table that will be but look for them and let people know that if they want to help get this group off the ground they're already doing a great job they're going to go into Boston at the next meeting in Boston for the Melrose Mecco parents that meet there terrific thank you for that any further liaison reports anything further madam mayor thank you if I could just take a moment of personal privilege I think it would be remiss if we did not publicly thank John Shana for all the work that he has done through the years for our schools preparing our schools getting them ready

▶ 41:15 Gail Infurna: for September and he's always the man behind the scenes in anything that the schools does he does yeoman's work he is moving on to Linfield in the water and sewer department and we certainly wish him well we will miss him all his knowledge he has such institutional history here in Melrose but as many people may know I did hire an interim and he's been working with John this week so I think he'll be ready to hit the road and and certainly thank you to john and his crew um that are always doing the work also so we really thank them thank you john the best well said uh anything further in that regard just like to echo the mayor and saying thank you to her to him i think from what i've heard from superintendent taymor he's been a great

▶ 42:10 partner and and we know that the schools look great they're well cared for and that's really under his purview so it seems to have been a remarkably productive and constructive relationship that's fair to say he understands education he understands our needs he was often able to anticipate our needs and really was a great problem solver thank you very much and thank you on behalf of the committee to mr shena we can't really thank you enough all of that said uh is there a motion to adjourn so moved made by mr obramski seconded by miss driscoll any discussion seeing none all those in favor and the motion to adjourn passes with six in favor and one absent and we are adjourned
