▶ 6:03 Gail Infurna: communications from his honor the mayor order city officials order 2016-2 acceptance of a map see plan for health grant motion for immediate consideration alderman Makati Margolis asked for immediate consideration is there an objection seeing no objections alderman Makati Margolis suspend the rules to bring forward the appropriate city officials alderman Makati Margolis is looking to suspend the rules is there a second second invite alderman Mortimer all those in favor of suspension of the rules say aye all those opposed the rules are suspended Alderman McAteer my goals with you could we have miss clay the here so this is actually mass in motion grant funds we were informed this is the mass in motion grant right for this no no the MAPC

▶ 7:05 healthy mental healthy food yeah that's mass in motion okay so we were informed at the beginning of the fist this fiscal year that with the state budget not being done at the end of you know by July 1st we ended up getting information about grants late not when we would normally have them in advance so we were informed after July 1st that we were getting an additional ten thousand dollars for our mass in motion grant which is active living and healthy eating and the money is for actually the healthy eating part of it to help businesses with distribution of getting healthy foods for their businesses not for the grocery stores there they have their distribution but for more of the convenience stores and it's only for this fiscal year is there any further

▶ 8:06 comments from the members Alderman McAteer-Margolis Thank You Madam Chairman Madam President Pro Tem we're not sharing this with any other communities are we actually we are this is Melrose and Wakefield all of our mass and motion money is Melrose Wakefield and I do I have been seeing that we have several new eateries that have been designated as healthy establishments does this grant cover expanding those types of yeah take out fast food if you will yeah it will we're gonna be using some of this money to higher pace for some interns we've been well because of where we're located we have a lot of great schools right near us and a lot of graduate programs in public health right near us so we've been really fortunate in recruiting some really great public

▶ 8:59 health interns over the last few years and Kara has done a great job with them and so we have one actually right now who's for the whole year so we would use some of this money for stipends for for interns because it's a really great incentive because there's a lot of internships out there but most of them are not paid and we have the opportunity to give them a small stipend then it it helps and then increasing CARES hours two hours a week to help supervise the interns but only during the course of this grant and one final question this does not require any match on the part of the city no match no thank you also thank you Alderman Medeiros did you have your hand up yes thank you Madam President you said this helps with helps the stores obtain distribution

▶ 9:51 can you explain that a little bit more well sure I can't get into the details because Kara does the details and I really just do the big-picture stuff but the different grocery the different convenience stores all use different distributors and they have very specific delivery times and we're dealing with fresh produce. You know, it can't be once every two weeks because then you don't ever have fresh produce because things have turned. So part of it is working with other communities. For example, with our original Mass in Motion grant, when we were talking to the Shell station, example we found out that all the shell stations in Massachusetts and pretty much the East Coast use the same distributor so it's really not efficient

▶ 10:40 for a shell station to be doing something on their own it makes way more sense to be working with all the shell stations through corporate with their distributor working with the state to help do that so be kind of the same thing with all these other independent ones to help coordinate using the same distributors so they can just sorry come through town all at once and come more frequently because it'll be more worth their while instead of just going to one place they'd be coming through to hopefully five or six places and then again with the produce they need to come more often otherwise you have fresh produce and then no produce for a while and then fresh booze and no produce and And, I mean, is there any, does this, do we get into, you know, recommending certain vendors

▶ 11:31 Monica C. Medeiros: over other vendors? No, no, no. It's just helping coordinate. We don't recommend. And I know, like, we see the publicity come through in the e-mails that, you know, this market has become a healthy market, and sometimes it's in the newspaper. Aside from, you know, the publicity aspect, is there any kind of benefit to the stores for becoming a healthy market other than just knowing that it's doing good? Free advertising. I think that's a big thing because most of these convenience stores don't do any advertising. You know, it's just you happen to drive by it kind of thing. So they're getting free advertising through the newspapers and the mayor's blog and, you know, all the other Facebook that we use.

▶ 12:15 and also there's a sign on them that they're a healthy store too so it's it's free advertising and does anybody go back and see if they're continuing to do it oh yeah oh yeah yeah that's a really good job for our interns no we definitely follow up and continue with them and you know we we do follow up we ask how is it going what are your problems you know what are barriers you have is there something we can do to help you so it's an ongoing relationship it's not just we've designated you and then we walk away no thank you thank you thank you Alderman Grosselle these public interns that you were referring to are they coming from the nearby colleges we get a lot from the BU School of Public Health

▶ 13:01 okay are they getting is this part of their work study or credit that they're getting sometimes they need to do an interp internship for their degree and sometimes they just want to be out in the field so kind of part and parcel some some are using it for course credit and some are not using it for course credit some use it as a summer job and as I said some just really like doing being out in the field while they're getting their degree a little bit of everybody okay so this is not a salary that you're giving them it's basically a stipend that's a stipend cover costs and so forth the stipend to entice them to come here thank you thank you we have unpaid internships to recommend for passage thank you madam president in the information that we received attached to

Lemmerman: the agenda it says that the budget will pay for staff time of coordinators corner store grocery store owners and interns and you addressed interns and coordinators is there a financial incentive for these corner stores slash grocery store owners it's sort of the way it reads it sounds like they're no I mean we don't pay them to do it okay we their incentive is additional business in additional advertising for their business okay so it's really don't have time coordinators and interns but not no no okay great all right and they apply they apply with us we actually do outreach to them okay yeah we approach them and we've been you know doing it a little at a time and getting through great yeah okay great well thank you I think it's a great program you know

▶ 14:37 we're constantly seeing that the new listings of people that are jumping on this and it's important I think to create that kind of groundswell right this was all part originally of a Middlesex County grant that we were invited to join because we were a regional health department Melrose Wakefield because we really weren't big enough on our own so the other communities that are involved are places like Somerville and bigger communities but but we are involved now too which is great so once we got that original grant like a lot of the grants that we have once you get the first one it gives you openings the state doesn't always reopen and have all new RFRs because that's a lot of work they continue to give more money to the people that already have

▶ 17:38 Gail Infurna: rear of the building place in a 24 by 36 hand vault over the over the existing trench and then from that vault trench in about 200 feet to the rear of 423 across the park a lot to the rear of the building um right so that pub that's your presentation yes okay i'm gonna um ask you to step away and see if there's anybody from the public which i'm not sure if there's anybody from the public here to make any sort of statements no no all right mr fitzpatrick come on down again um at that time at 8 0 5 we'll declare the public hearing closed and now we'll open up for questions from the board alderman Boisselle in your plans you have the vault in the parking lot uh but you have two lines coming out to 423 and 441 main street are you

Boisselle: doing two lines at the same time no the one going to 441 that's the existing uh that's the existing conduit so we'll be intercepting i kind of highlighted this here so we'll be coming off that vault yeah going to the rear of four so the one with the 200 feet is basically the new line yes okay now is there any infrastructure underneath this area that you have a problem with um not that i know but we won't know until you know we call dig safe and have it all marked out okay and you applied to the engineering department for the appropriate permits yes okay thank you very much thank you madam chair i'll say to alderman Boisselle are there any further questions alderman Tramontozzi yes thank you uh there is a memorandum from

Tramontozzi: city engineer andrew street who talks about that there is a city culvert associated with an outlet to el pond in that area have you seen that memorandum uh dated june 19th i don't think i have that okay because um he um he has incorporated some information i think that would be important uh says comcast and the designated contract will be responsible strict adherence to all requirements um as i said forth within the street opening permit including permit fees insurance bonding requirements and then he goes on to talk about the installation of the proposed cover will require crossing a city cover associated with the outlet to el pond is covered as a main trunk line draining the largest watershed in mero so we don't want any

Tramontozzi: uh problems with uh any uh interference with uh or any covers that drain that water yeah so um this will be in i'm going to ask that the memorandum be incorporated into the permitting requirements uh in that uh it would be uh strictly adhered to okay because you're going to be you're going to be digging yes yep do you know how far down you're going to be digging approximately two feet okay and then you're gonna two foot cover we'll put our pipe and have a two foot cover and then you're going to be paving uh to to the specs required by the city engineer and um and you know we'll maintain the trench for the life of the trench you know if there's ever a problem we'll come back and do any repairs that need be okay all right good thank you okay i'll set you now

▶ 21:14 Mary Beth McAteer-Margolis: um thank you madam president i i too um am concerned that you're not aware of this um requirement um of the of the culvert the drainage culvert that comes from el pond you were not made aware of that i'm not aware of it no okay um it's a it's a significant um undertaking to maintain and avoid that i believe so um i'm hesitant to personally approve this without having you speak and look over the plans with the engine with the city engineer um it's the main culvert that we use to drain el pond when we we have a whole system and is extra water that's coming in so i mean if it's a matter of just meeting with the the town engineer i mean we could certainly do that and agreeing to the requirements that are stated

▶ 22:12 Mary Beth McAteer-Margolis: therefore they're in okay now i mean we did the line to 441 main street and i don't think there was any problems so so you're just doing are you just um excavating in the parking lot area is that where you are you're not in the street at all no okay and you're not going on the sidewalk along that stretch no there's like a grass area in the rear of the parking lot right um that's where our existing trench is and that's where we'll place the vault and kind of it's almost like a straight shot right to the rear of the building yeah i i don't know for sure but i think that's partly where the culvert is so you may have encountered it before without okay or before i don't know when you did 441 so so could i get a copy of that or sure okay right right yep um

▶ 23:03 Mary Beth McAteer-Margolis: and so will the parking lot be inaccessible to the public during that time well i mean probably a portion of it no we'll have to do men working signs cone off the area police detail if need be um when would you anticipate that work starting i'm sorry when do you anticipate the work starting as far as the time during the day or no like next week or if oh no i mean this tonight once it's approved then i go back and i let them know it's approved um financially it's approved with comcast so it's kind of whenever we get the approval we can go ahead and do it you know know so within within a short period within the next few weeks you would expect to be doing that I could sure yeah it's the whole area is fairly

▶ 23:54 disrupted there if you've driven by it because of all the other road construction there so in my mind it would be nice to see that it was done like concurrent with that so that when the rest of that work is done you're not impacting them yeah I mean whenever it's good whenever it's good for the town I i mean we don't have to do it we'll do it whenever it's you know available and how many days do you think it would take to do it i'm thinking it's probably a day to do the saw cut for the trench a day of trenching laying the pipe and back filling and probably another day of um patching resurfacing you know depending on traffic and problems with parking it might be another day I mean typically a job that size we can finish up in a few days thank you okay right for the

Wright Jr.: time thank you with regards to patching what exactly will the process be because what we don't want to see is a patch that ultimately creates a dip will will your trench be dug in such a way that you'll either cover the conduit with a hard surface of some type and then cover it with soil that will be compacted or how exactly it's kind of whatever the town specs are so I mean if you if you require flow fill would do that if it's gravel then it would be compacted gravel then whatever the town requires for finish as far as asphalt so I guess I would ask that we amend the order to include a condition that it be that the fill and patching be to the satisfaction of both the city engineer and the Department of Public Works second the motion sure I don't have the letter in

Tramontozzi: front of me is it in there it is in the point of information yeah number seven talks about all the unsuitable material encounter during the excavation removed and backfill shall be installed on maximum 8 inches lips and it's no specified in that memorandum I think engineer Street does a pretty good job job in outlining his his specs and his requirements so we will make now move that did you have any comment that's what I was gonna I was gonna make this I was gonna say a lot of these questions that we're having here are things that have already been covered in the memorandum I'm sure mr. Street and mr. Shanna have looked at this they're the experts they know what's right for the paving they're gonna work with you and I'll make that motion yeah so that we

Boisselle: include his memorandum in the record and includes the concerns about uh compacting the crushed stone um and any other things that the experts uh who run our infrastructure have so i'll make that motion and i think we might have one more speaker i think alderman Boisselle did you have another question jim what you may want to do is get a copy of that letter right away before scheduling because they're talking about excavating test pits also doing video uh inspections before and after the construction and so forth so it gets a little more involved in what you're discussing at this point and also it also talks about uh double shifts doing the construction i'm not sure if comcast does that aspects but you might want to be aware of those especially number
