With us tonight, we have Alderman John Tramontozzi, who serves as Vice Chairman. We have Alderman Jackie Bird. We have Alderman Peter Mortimer. And we have President and ex-officio member Alderman Donald Conn. Non-voting members here tonight include Alderman Bob Boisselle, Alderman Jennifer Lemmerman, Alderman Monica Medeiros, and Alderman Garibaldi. inferno and before we open up for public participation i do want to say that this meeting is being recorded in accordance to massachusetts general open meeting laws on mmtv motion open the floor for public participation second the motion to open public participation

Good evening, how are you? Would you like to make a quick comment? The request is to fill in for someone that's going to be going on vacation. So it's a transfer and we have the money within the budget. I'm not going to be able, the office right now, we're very busy, so I'm not going to be able to go to the seminar down the Cape. Forbes: alderman byrd all those in favor aye any opposed motion is recommended to the full board uh be recommended to our next full board meeting thank you very much thank you second order of the night is order number two zero one five dash one seven zero is public work transfer of thirty thousand seven hundred dollars see that mr schenner is here i believe we're still under suspension of the rules good evening good evening yes we have some paperwork here if you just want to explain the order here before us tonight sure this is a housekeeping order as you're all very well aware the dpw runs under several budgets over the course of the fiscal year and it's become customary at this point to come forward and transfer surpluses into areas where we incurred some unanticipated
▶ 3:24 deficits in general that's what this order does it takes some funding from the majority of funding is from our automotive salary where we had a vacancy for three months and then a position which was downgraded brings it to various other accounts that are in or are projecting to go into deficit by the end of the fiscal year this is simply a housekeeping order it doesn't impact the bottom line of our overall budgets any discussion alvin charmentosi yeah i just have a couple just a question on the um the sanitation salaries overtime part-time salary maybe you can give us a little explanation in that i suspect that it's in the area that's not covered by the private contractors no it's not the part-time salaries we have a program where we clean out
▶ 4:15 business districts with former employees on a part-time basis seasonally and that's what the part-time salary covers we expanded that program a bit and given that it didn't snow we extended it into the fall and started it earlier in in March when other areas of town still snow covered but downtown was clean so we quickly went back into it I knew I had a I had the surplus in other areas to cover it in terms of the overtime to be quite honest with you i was very aggressive last year when i made the cut to the sanitation overlap overtime the majority of that overtime was incurred the beginning of the fiscal year when we were transitioning to weekly recycling and we were stopping recycling and handing it off to jrm and teaching them roots and reorganizing
▶ 5:06 routes to make weekly recycling work we also piloted a program in the fall where we opened on Monday evenings as well we extended our hours on Monday evenings that didn't prove to be successful but we still piloted and again I knew I had the surplus in other areas to cover it that's why the majority of that over time and sanitation was incurred above and beyond what was in the budget thank you I'm in birth Thank You mr. chairman could you just go over that one more time mr. Shana I didn't understand the program that you mentioned about the business districts I just didn't catch that we have two part-time not part-time employees but we have two people that work on an hourly rate that clean out

Yes, due to the nature of the order and some of the adjustments from the accounts here, and there is some paperwork here, we are going to place this on hold. Just to clarify, did we want to place this on hold first, or do we want to hear on the three parts with Mr. Schaffer first? we might as well hear it if mr shannon wants to enlighten us on this that would be great okay thank you sorry about that thank you withdraw my motion thank you all um there are um three parts to this order uh two parts to this order that are dpw related the first is a transfer to landscape
▶ 7:42 supplies the amount of 2650 we work in conjunction with the veterans department in in creating and been dedicating the Korean Memorial this past weekend. The majority of the work was done in house with our in house budget. The veterans department raised a tremendous amount of money on their own to purchase the monument, they purchased the benches. However, there was a shortfall in terms of the plantings and some of the other things that we did. So the 2650 supplements our existing operating budget in parks and forestry and that funding was used at that project. The $16,000 for facility custodial salaries was an unanticipated retirement that occurred in May. That's the retirement package that went to that employee that was not figured in our budget.
▶ 8:35 Scott M. Forbes: It was a custodian that retired. All in favor? I believe those are the only two that relate to public works and there are other orders that are part of this transfer. But this order needs to be updated, I believe, to reflect that. if we could place the balance of the order on hold for our next meeting that would be great i believe that next meeting is going to be placed this order will be on hold until our 618 financing so do you have a uh motion to place this on hold do we have a second second the motion to place it on hold second by alderman uh mortimer do all those in favor aye aye any opposed Motion to be placed on hold until our 618 Finance Committee meeting.
