Wonderful. Okay, I am going to get started. So, welcome everybody. Today is Thursday, May 23rd, 2023, and this is a meeting of the Legal and Legislative Committee of the City Council of Melrose. I'm the chair of the committee, Ryan Williams, and I'm joined today by voting members, counselors, John o' Briski, Kristin Maya, Jamal Dean, and Jack Eckles. This serves as notice of a quorum for the record. Pursuant to the allowances under the open meeting, law enacted under chapter two of the Acts of 2023 signed into into Law by
▶ 0:54 Governor Healy on March 29th, 2023. This meeting is being held remotely via the city's Zoom platform in accordance with the open meeting law. The meeting will be recorded and will be broadcast on TV by our partners at MMT v as well as live streamed on their website, attv three.org. And we thank them for their service. Um, no worries, no worries. Um, at this time I'm on motion by unanimous consent to open public comment. I see no objection. Public comments. Now open. Mr. Clerk, is there anybody online, uh, besides Tonight's presenter? Not at all. All right. So, uh, since we have no participants in public comment, a motion by unanimous consent again to close public comment and hearing No objection. Public comment is now closed. So again, the order before us tonight is order 2023 dash 91, requesting that the city council vote to authorize the release of a drainage
▶ 2:58 easement located at two Stowecroft Road in Melrose. And I believe we have Ms. Fannie Reese is this correct from the administration here with us tonight? So I will motion again, um, by unanimous consent to suspend the rules and hearing no complaints. We will suspend the rules in here from Ms. Reese. Oh, that, that was weird. Um, hi everybody. Um, so this, uh, order before you is the result of, um, in 2016 there was a drainage relocation project done in this neighborhood. And previously the drainage pipe went through the property at 22 Stowecroft Road. Um, the pipe was relocated into the street and no longer, um, the pipe that's going through their yard is no longer needed. Um, and so at the request of the property owner,
▶ 4:01 we would like to release the easement back to, to them so that, um, there is no longer an easement on their property. Uh, we have no use for it anymore and, um, it's, we consider this a reasonable request. Okay. Um, are there any questions from the council? Council, Ella? No. At this time I would just make a motion, uh, to recommend to, uh, the full committee board again. Okay. So we have a motion by Counselor Sonnel to recommend to the full board, seconded by Counselor Hols. Uh, Mr. Clerk, will you please call the role? Certainly Vice Chair Brunski? Yes. Councilor son?
