The rules are now suspended the first and only item on our agenda tonight is appropriation 2023-18 mwra lfap ini phase 12 request tonight. We have Vonnie Reese here to speak on the order. Hello welcome. Thank you. So this appropriation request is for money from the mwra through their ii-funded funding program that they have we have start we've used several phases so far and this is the remaining money in Phase 12 and the the way the program works is it is 75% Grant
▶ 5:49 and a 25% loan. So our request is to make use an appropriate 119,000 that's left in that phase 12 pot of money and only 25% of that about which works out to be about $30,000 will be the loan portion of it. So over a 10 year repayment cycle. It's about $3,000 a year. And this money will be used towards right now. We're working to put together a design project to go in and do trenchless rehab of sewer pipe. So this money will go towards that design. Thank you. any questions Counselor Stewart. Thank you. What area of the city will this impact? This the design work is going to be at various locations through Citywide. It's not focused on one particular area. when we did the investigation work, there's
▶ 6:52 a rating system for assessing the condition of the pipe and and how Badly, it needs to be repaired it the ratings go from one to five with five being the worst and we're going to focus on the category for and category five pipe repairs. So the worst ones the ones that are most likely to fail soon or and or cause blockages or that type of thing. So again, it's not just one specific area of the city. It's we're going to tackle the worst problems first. Great. Thanks. And when will this work be done? Well, once we go through this process with the mwra the next disbursement is in May, then we can get our Consultants working on the design. Because it's trenchless work. It can be done a little bit outside of the margins of
▶ 7:50 the normal construction season because they're not digging anything up. So hopefully we can get something pulled together and out to bid over the summer and maybe get a contractor started on it. And the final question. Is there any risk of Running out of money in other words being the middle of something and you have to come back for more. Well, what we will do is Will structure. We've we've got a lot of work that needs to be done. So this 119 will not cover everything but we'll structure the contracts such that will do what we can with what we have now. This is Phase 12 we decided to decline using phase 13 because phase 13 was a hundred percent loan and there was no Grant portion of that money, but the
▶ 8:40 mwra will be releasing phase 14 very soon and that will go back to being a 75% Grant 25% loan and at that point we will apply for more money from them out of that phase. But it doesn't address my question. Oh, I'm sorry. No, is there risk of getting in the middle of an effort and then having to complete a project and come back for more money or do you schedule it so that the work ends? We will we will schedule this contract to so this is for the design work. We're going to use this 119 for the design work. So we'll be going to the mwra to get that money for the construction project when when we get a reasonable estimate of what we think it's going to cost and we will be coming back to you asking for
