▶ 0:01 Mark Garipay: We're live, we're recording. Good evening, it's 6 45 p.m on October 14th. This is a meeting of the Protection and Licensing Committee. I am Councillor Garipay, the Chair. Joining me, our Vice-Chair Stewart, Councillor Grigoraitis, so we have three here, this provides a notice of a quorum for the record pursuant to the suspension of certain provisions Of the opening open meeting law, this meeting of the protection, the license committee will be conducted via remote participation. To the greatest extent extent possible, we will post a comprehensive record of these proceedings as soon as possible after the meeting on the city of Melrose website and on MTV. The public can find online access instructions to view this meeting at www.cityofmelrose.org remote meetings.

▶ 2:08 Mark Garipay: it is the appointment of tim bailey 62 glen street to the planning board for a five-year term said term to expire on the last day of february 2026. at this time i will entertain a motion to suspend the rules so we can hear from our invited guests mr charles make a motion to suspend the rules second motion to suspend the rules was made by councillor stewart seconded by councillor Grigoraitis mr clerk can you please call the role mr clark are you there i am i am sorry technical difficulties no problem so if you just call the roll please sure and this was to um suspend the rules so we can hear from the administration we'll do uh chair Garipay yes um vice chair stewart yes councillor Grigoraitis Councilor Thomas yes the rules are the motion passes the rules are now suspended for the record
▶ 3:32 Paul Brodeur: Councilor Thomas with his vote is present can we open the can we bring in the invited guest is the Honorable Mayor Broda with us tonight and Mr. Bailey thank you very much Chair Garipay and the members of the committee and the members of Protection License Committee I'm before you this evening to offer for your consideration as a nominee to the planning board tim bailey of glenn street right here in melrose as you might imagine um as you can see from mr bailey's resume and from his cover letter he really is an ideal position uh ideal candidate for this position uh he is an architect um by training and by uh and by uh education he is also an adjunct professor of of architecture and um i think importantly in his professional role you should know that he
▶ 4:38 Paul Brodeur: has been before planning boards and uh various in various locations for various reasons on behalf as clients so he certainly knows the process very well and knows quite frankly by professional training and by his membership in the community what the planning board here is all about. Excited to note that he is LEED certified which means that he has a particular training and eye for um energy and environmental concerns as they are related to uh decisions that the the architects make every day and that the planning board considers um in many of its deliberations uh so without further ado i'd like to offer mr bailey for your consideration thank you thank you mr mayor uh mr bailey if you would uh if you'd like to make a state free
▶ 5:34 statement or and then uh if any counselors have any questions uh they'll uh they'll uh ask those at that time i'll turn it over sure uh thank you mayor broder for the amazing introduction i appreciate that um so the reason i mainly was looking to become a part of the planning board is because of my love for architecture um i've been an architect for 17 years now registered for 12 years um i also uh you know in architecture you can either go kind of towards a project management role or kind of a design role and a design role is usually where i go and so i have a lot of you know aesthetic things that i can add to the planning board i've i've talked to a bunch of members of the planning board that are there currently and i think it's already a great
▶ 6:23 Robb Stewart: diverse group of people and i think i could be an additional integral piece of that of the planning board thank you very much uh any counselors have any questions for mr bailey counselor stewart thank you mr chair mr bailey thank you for coming before us this evening as uh war three counselor um i'm very pleased to hear that uh you're stepping up to this role you know funny little side story when i read your um your cover letter very quickly um you know i just i just kind of like briefly glanced at it and i saw it at first i thought it said that you worked at margarilla's pizza as opposed to very different right because i it's so i had to do a double take before i actually figured that out that was actually um kind of a high-powered uh architecture
▶ 7:20 Jen Grigoraitis: anyways i just wanted to um welcome you to this and and uh you have my support from uh From my perspective, and look forward to seeing both in the neighborhood as well as on the planning board. Thank you. Thank you. Thank you. Consular Stewart, Consular Grigoraitis. Thank you, Mr. Chair and thank you Mayor Broder for this appointment for consideration and to Mr. Bailey for both putting your name forward and your willingness to lend a significant amount of your time and your expertise to such an important role in our community. I honestly think there is no harder working group in this city than the planning board. So Thank you for your willingness to step up and do that just given your design background. And I think some of the issues before the city at large, including the fact that.
▶ 8:08 Jen Grigoraitis: We actually saw a gain in population of about 3000 residents. Between the 2010 and 2020, which is in large part due to the smart growth that we've seen in our community, which the planning board plays a role in. Can you talk a little bit about. What, if any vision or ideas you have, or you would look for, for projects coming before Melrose as we continue to try to meet our need to increase housing. Yeah, I've actually been watching a lot of the remote planning board sessions already and I know that affordable housing and the access to transportation and all that stuff is is a key element to that. I was actually watching 1 of the proposals for. for that type of project, I believe was on Pleasant Street.
▶ 8:53 Mark Garipay: And so I think, you know, while my vision, I think I still need to kind of understand more of what the planning board has already been discussing in past months, but I think that there is an effective way to, you know, bring more housing into Melrose, but do it in a tactful way.
