Tramontozzi: use of fighter pits that will go to protection and license any orders out of order no and are there any orders from the committee any reports under rule 53 mr president yes uh thank you mr president um i do have a report of the uh water and sewer committee okay on february 24th of this year 2021 i attended the first meeting of the water and sewer committee what i learned was the following the city of mevros water usage as per the mwra for fiscal year is about 14 above the fiscal 20 to date our billing for water is up about nine percent and our billing for sewer is up about six percent. Additionally we have received the MWRA advisory reports and retail rate survey and it shows that at the end of December 2020 our water flow is up an average
▶ 6:47 John N. Tramontozzi: of 11 percent for the year. It was also noted that in December it was up 17.4 percent because of a major water leak that has now been repaired. The good news is that our wastewater flow is down because of our INI repairs and improvements, that's inflow and infiltration into our sewer system. What does all this mean? Based on the preliminary assessment from the MWRA, it looks like there will be a 425 000 increase to our assessment which in the opinion of our dpw director is a one-time increase due to the covid 19 pandemic why you may ask well it appears that water usage from mwra member communities such as boston have seen significant reduced usage Obviously, the pandemic and these commercial businesses, employees working from home, so
▶ 7:51 John N. Tramontozzi: the rates have to be adjusted, which affects residential communities like Melrose. The City Auditor reported that the Water and Sewer Stabilization Reserve funds are holding steady as well as the free cash component of the Water and Sewer Enterprise budget. And speaking of budget, we are still waiting on more data, but it is anticipated that the City Council will receive the budget around May 3rd. The water and sewer budgets are anticipated to be, quote, level funded, except for salary increases. But this will probably translate to a rate increase for the rate payers. We will see. all this time if anybody's interested in specific numbers on the uh stabilization reserve and free cash components i'd be happy to uh supply that thank you counselor what is from the calendar

On pole that is going in front of our house, it is replacing an oak tree that the hold up support wire. This, the oak tree is dead. So I have to take it out. So the, there needs to be a poll there. My concern is how the poll, the poll is acting as a support poll for a poll across the street. And my concern is that the die wire, I wanted to make sure it only goes to the sidewalk and doesn't go into our yard.
▶ 16:59 There's a kind of poll that I was talking to Councilor Garipay earlier. It looks sort of like a doorway where the anchors are right adjacent to the sidewalk. And I want to make sure that that's the kind of poll that goes in. All the documentation that was in is in the agenda tonight doesn't have the nature of the poll. And so that's. My main concern, I was hoping that someone from national grid would be here to answer that question, but I would like clarity on that before the poll goes in. The question regarding the new pole that is going in is the support that will support the cable. What type of cable is it going to be? Is it coming straight down at an angle from the top to the ground, or is it coming out with a pole, 90-degree angle, and then down at the edge of the sidewalks like a door frame?
▶ 21:48 Mark Garipay: That was the resident's question. They want to make sure that it does not encroach into their yard. Do you have an idea on how that support's going to be set up for that pole? Yes. My idea is that they're going to do what we call a sidewalk fixture, which is the same thing that you said. It's going to come to an angle and then there's a bar that is going to make the the guide wire go down straight to the edge of the of the sidewalk so it will not yeah so it will not uh it'll be on the um my understanding is the it's right gonna it's gonna be at the property line i think it's right at the edge of the property between the two houses yes okay and it would and it will be the cable will come straight down from a 90 degree straight
▶ 22:42 down into the edge of the sidewalk and I think they're grass or they're lawn, correct? Yes, so from the top of the pole it's going to come down in an angle and then it will reach a metal bar and then from that bar I think the bar will be probably like 20 feet higher and then it comes straight down from that point. Okay, now you mentioned earlier that you said that's your understanding is it is it definitely how it's going to be or yes because normally that's that's the design that we do for sidewalk i will double check with the designer and make sure that that's what they put in but that's i just want to make sure that um that's that's basically what what we prefer when it comes to sidewalks but i double check with the designer and make sure that they

So we want to make sure that that is the 1 that will go in there. Sure, no problem. That works. All right. Thank you and how long until this this will will be taking place that I'm not sure if they have already. secured a company to finish the removal of the rest of the tree. How long do you believe this will take for this poll to get put in and everything to take place here? I don't have an exact date, but I can give you the way that we handle situations like this. So after the petition passes, then it will go into construction and that usually takes
▶ 24:24 approximately between two to three weeks before they can do it in the field and there is no removal of the pole across the street this is just to support that hole directly across the street so yeah so my yeah my understanding that the design is because there is a dead tree that has a guy wire on it so we need to support the pole on the opposite side of the street so we need to install a pole and the guide wire going down to the to the to the ground when doing this project will you end up disrupting the sidewalk at all just just for the pole there's there shouldn't be any problems or you know digging or anything like that it will be just installed the pole and and that's it and the anchors on the
▶ 25:23 Mark Garipay: back that will be it all right and we'll have assurance if there is disruption to sidewalk that that sidewalk will be repaired in it in a timely manner as we um other areas of the community where uh when we've done um situations like this with the uh the cables that the sidewalks can tend to to go on for uh a number of months before they're repaired yeah no our civil crews what they do is they they cut a square box to do the pole and the anchor and that would replace those two portions of it with what's existing. If it's asked for, we'll be asked for. If it's concrete, then we'll do it concrete. Okay, I think that's all my questions. I think it answers our residents' concern that they had, but if you do foresee any changes in the design that you had mentioned,

So she's just getting her feet wet, but we're really excited to have her. She has decades of experience in this industry. she has been the town engineer in milford and the director of capital projects in framingham so she has a ton of municipal experience she also has consulting experience so bonnie i don't know if you want to say a quick hello um yeah just thank you for giving me the time to stop by and
▶ 27:10 say hello tonight and i'm really excited to be in melrose and um my feet are soaking wet at this point not just a little wet um but yeah i'm excited to jump in and get involved in some more projects so um i'm sure i will be seeing a lot of you welcome aboard thank you all right so i'm just going to give a quick um just a quick rundown of the of our comment letter all it's all standard conditions there's nothing unusual about this especially where the resident You know, the project is in the resident's interest in order to remove the tree butt, and we also like to see these come down. I don't know if you recall, we had one that that we were pushing to get removed for a long time on Bellevue that ended up falling and hitting a car during a storm.
▶ 28:05 And so, you know, we like to see these taken care of quickly, not left on dead trees for years and years. And, and I believe based on the location in the wide grass strip on arts more, I do believe that the poll is going to fit in the grass strip. So I don't think there really should be any sidewalk. Impacts ultimately, so hopefully that is the case. Anyway, our conditions require the permit to be pulled through the engineering division. Marking out utilities to avoid any conflicts. Notifying the adjacent properties within 48 hours, or at least 48 hours prior to the start of work. Ordering police details and paying for them if required. Restoring any impacts to the sidewalk or to the grass.
▶ 28:56 They're always required to allow space on the pole for the city. As necessary, and then coordinating the work with Rick Canton from the engineering division. As he's the 1 who issues the permit, and that's required at least 48 hours in advance of the work. So, we will be sure to communicate back to Rick as well. On the, um, the style of the. Anchor wire that the resident desires, and we'll make sure that that when it's done in the field. That's what we see going in and I'm happy to answer any questions. I didn't see any hands go up.
