▶ 16:10 Speaker 2: believe Betsy Garrett is in queue for public comment. Miss Garrett, I'm going to unmute you and you can speak to the council.

▶ 16:24 Speaker 6: Go ahead and scare it. Thanks for listening to me. I am the public hearing. It's about a. On pole that is going in front of our house, it is replacing an oak tree that the hold up support wire. This, the oak tree is dead. So I have to take it out. So the, there needs to be a poll there. My concern is how the poll, the poll is acting as a support poll for a poll across the street. And my concern is that the die wire, I wanted to make sure it only goes to the sidewalk and doesn't go into our yard. There's a kind of poll that I was talking to Councilor Garipay earlier. It looks sort of like a doorway where the anchors are right adjacent to the sidewalk. And I want to make sure that that's the kind of poll that goes in. All the documentation that was in is in the agenda tonight doesn't have the nature of the poll. And so that's. My main concern, I was hoping that someone from national grid would be here to answer that question, but I would like clarity on that before the poll goes in. I just don't want any guy wires going into our yard or going out and for a trip hazard for other people. So.

▶ 17:33 Speaker 4: Thank you. Thank you. Miss Garrett.

▶ 17:36 Christopher Cinella: Do you believe that national grids probably in the waiting room listening?

▶ 17:41 Speaker 2: Um, presence now, I'm not actually seeing a representative from national grid, but we do have, um, representatives from the, um, I'm also checking my email to see why. Just to confirm that there isn't a challenge with national grid attending. I haven't seen anything yet. So, uh, I'll bring, um, both. Miss progress, Ellis, and our new city engineer, Bonnie race on to as panelists. Now, why are you doing that? If the committee's could just read off the order.

▶ 18:14 Speaker 3: Sure order 2021 dash 77, a request from national grid to install 1 J. O. pull on arts more road. Approximately 75 feet Northwest of the central line of the intersection of arts more road and Sheffield. Install 1 new step poll number 2857 dash 84 and sidewalk anchor fixture. Approximately 40 feet and 50 feet respectively off existing goal. Number 2857 on sidewalk near 70 arts more road.

▶ 18:48 Christopher Cinella: Okay, and if we could just get a quick motion for suspending our rules.

▶ 18:53 Speaker 7: Motion to suspend the rules.

▶ 18:55 Christopher Cinella: Second. Motion to suspend the rules, made by Councilor McNaught, seconded by Councilor Grigoraitis.

▶ 19:39 Christopher Cinella: Yes. 11 yes. Okay. Rules are now under suspension. The floor is all yours, Elena.

▶ 19:47 Speaker 8: Thank you. I was actually just texting. So, Moses is usually the one from National Grid who attends. and i asked if he's attending and he said no um so uh mrs perica salas there is now a call-in user

▶ 20:12 Speaker 8: as the attendee um okay there's a socrates perez will be attending okay so i'm going

▶ 20:15 Speaker 2: i it's just as call-in user but i'm gonna take a chance and unmute you know okay because i i assume you would prefer that national grid uh present first that would be best yeah and then i am also

▶ 20:28 Speaker 8: going to take the opportunity to introduce vani a little bit but um yeah it would be better if they could uh present first and also if they heard the question from the resident if they could answer that question i believe i can tell the answer from um from the application if they don't

▶ 20:48 Speaker 2: have an answer okay i'm gonna um unmute now mr perez are you um welcome um i don't know if you

▶ 21:02 Speaker 9: heard the residents question no i i didn't apologize i've been having some difficulties trying to um do it from the web from the website so i had to call in but if you can repeat the question i'd be glad to answer the question counseling if you can just repeat the question

▶ 21:20 Mark Garipay: Yes, thank you, Mr. President. The question regarding the new pole that is going in is the support that will support the cable. What type of cable is it going to be? Is it coming straight down at an angle from the top to the ground, or is it coming out with a pole, 90-degree angle, and then down at the edge of the sidewalks like a door frame? That was the resident's question. They want to make sure that it does not encroach into their yard. Do you have an idea on how that support's going to be set up for that pole?

▶ 22:01 Speaker 9: Yes. My idea is that they're going to do what we call a sidewalk fixture, which is the same thing that you said. It's going to come to an angle and then there's a bar that is going to make the the guide wire go down straight to the edge of the of the sidewalk so it will not yeah

▶ 22:23 Mark Garipay: so it will not uh it'll be on the um my understanding is the it's right gonna it's gonna be at the property line i think it's right at the edge of the property between the two houses yes okay and it would and it will be the cable will come straight down from a 90 degree straight down into the edge of the sidewalk and I think they're grass or they're lawn, correct?

▶ 22:48 Speaker 9: Yes, so from the top of the pole it's going to come down in an angle and then it will reach a metal bar and then from that bar I think the bar will be probably like 20 feet higher and then it comes straight down from that point. Okay, now you mentioned earlier that you said that's your

▶ 23:06 Mark Garipay: understanding is it is it definitely how it's going to be or yes because normally that's that's

▶ 23:12 Speaker 9: the design that we do for sidewalk i will double check with the designer and make sure that that's what they put in but that's i just want to make sure that um that's that's basically what what we prefer when it comes to sidewalks but i double check with the designer and make sure that they

▶ 23:32 Mark Garipay: do it that way okay and speaking with a resident that um in the homeowner that that is the uh the The type of support that they would be okay with. So we want to make sure that that is the 1 that will go in there.

▶ 23:44 Speaker 9: Sure, no problem. That works. All right.

▶ 23:50 Mark Garipay: Thank you and how long until this this will will be taking place that I'm not sure if they have already. secured a company to finish the removal of the rest of the tree. How long do you believe this will take for this poll to get put in and everything to take place here?

▶ 24:10 Speaker 9: I don't have an exact date, but I can give you the way that we handle situations like this. So after the petition passes, then it will go into construction and that usually takes approximately between two to three weeks before they can do it in the field and

▶ 24:31 Mark Garipay: there is no removal of the pole across the street this is just to support that

▶ 24:39 Speaker 9: hole directly across the street so yeah so my yeah my understanding that the design is because there is a dead tree that has a guy wire on it so we need to support the pole on the opposite side of the street so we need to install a pole and the guide wire going down to the to the to the ground when doing this

▶ 25:03 Mark Garipay: project will you end up disrupting the sidewalk at all just just for the pole

▶ 25:08 Speaker 9: there's there shouldn't be any problems or you know digging or anything like that it will be just installed the pole and and that's it and the anchors on the

▶ 25:25 Mark Garipay: back that will be it all right and we'll have assurance if there is disruption to sidewalk that that sidewalk will be repaired in it in a timely manner as we um other areas of the community where uh when we've done um situations like this with the uh the cables that the sidewalks can tend to to go on for uh a number of months before they're repaired

▶ 25:47 Speaker 9: yeah no our civil crews what they do is they they cut a square box to do the pole and the anchor and that would replace those two portions of it with what's existing. If it's asked for, we'll be asked for. If it's concrete, then we'll do it concrete.

▶ 26:08 Mark Garipay: Okay, I think that's all my questions. I think it answers our residents' concern that they had, but if you do foresee any changes in the design that you had mentioned, Elena, if you can please let us let us know on this. Thank you.

▶ 26:25 Christopher Cinella: Sure. Thank you, Councillor. And I don't know who, did you have a presentation, Elena?

▶ 26:32 Speaker 8: Well, I can just run through the, our comment letter real quick, but I did want to just introduce Vonnie. So Vonnie started as our new City Engineer last Monday. So she's just getting her feet wet, but we're really excited to have her. She has decades of experience in this industry. she has been the town engineer in milford and the director of capital projects in framingham so she has a ton of municipal experience she also has consulting experience so bonnie i don't know

▶ 27:05 Speaker 10: if you want to say a quick hello um yeah just thank you for giving me the time to stop by and say hello tonight and i'm really excited to be in melrose and um my feet are soaking wet at this point not just a little wet um but yeah i'm excited to jump in and get involved in some more projects so um i'm sure i will be seeing a lot of you welcome aboard thank you all right

▶ 27:38 Speaker 8: so i'm just going to give a quick um just a quick rundown of the of our comment letter all it's all standard conditions there's nothing unusual about this especially where the resident You know, the project is in the resident's interest in order to remove the tree butt, and we also like to see these come down. I don't know if you recall, we had one that that we were pushing to get removed for a long time on Bellevue that ended up falling and hitting a car during a storm. And so, you know, we like to see these taken care of quickly, not left on dead trees for years and years. And, and I believe based on the location in the wide grass strip on arts more, I do believe that the poll is going to fit in the grass strip. So I don't think there really should be any sidewalk. Impacts ultimately, so hopefully that is the case. Anyway, our conditions require the permit to be pulled through the engineering division. Marking out utilities to avoid any conflicts. Notifying the adjacent properties within 48 hours, or at least 48 hours prior to the start of work. Ordering police details and paying for them if required. Restoring any impacts to the sidewalk or to the grass. They're always required to allow space on the pole for the city. As necessary, and then coordinating the work with Rick Canton from the engineering division. As he's the 1 who issues the permit, and that's required at least 48 hours in advance of the work. So, we will be sure to communicate back to Rick as well. On the, um, the style of the. Anchor wire that the resident desires, and we'll make sure that that when it's done in the field. That's what we see going in and I'm happy to answer any questions.

▶ 29:36 Christopher Cinella: I didn't see any hands go up. Could you see a show of hands? Any other any questions?

▶ 29:48 John N. Tramontozzi: I don't see any questions Elena. I'm sorry. Oh, not a question, but I would just move to add the memorandum dated February 26, 2021. From the Department of Public Works, listing the conditions set forth. To the order, and I'd ask that to be made a part of order 2021-77.
