Members of the Finance Committee here this evening include Alderman Tramontozzi, who's also Vice Chair, Alderman Mortimer, and President Kahn. Non-voting members here this evening include Alderman Inferna, Alderman Lemmerman, and Alderman Medeiros. And this meeting is being recorded on MMTV in accordance with the Massachusetts General Open Meeting laws. Motion to open the floor for public participation, Mr. Chairman. Second. We have a motion to open the floor for public participation made by Alderman Mortimer, seconded by Alderman Tramontozzi. All those in favor?

Seeing nobody willing, come forward. We have a motion to close public participation made by Alderman Mortimer. Second. Seconded by Alderman Tramontozzi. All those in favor? Aye. Any opposed? Public participation has now concluded. We have four orders before us this evening. First order is order number 2017-78. It's an acceptance of a Commonwealth Security Trust Fund grant in the amount of $19,711 to fund number 4026. Motion to recommend for passage, Mr. Chairman. We do have a motion to recommend made by Alderman Mortimer. Second. Seconded by Alderman Tramontozzi.
▶ 1:26 Scott M. Forbes: Before we vote that, I just want to do say for everybody that is watching at home, we do have a letter made by Chief Leary. Just describing the grant, I do want to read that. Says Alderman Forbes, this is a non-matching grant in the amount of $19,711. This will allow the fire department to conduct training in response to active shooter incidents and purchase protective equipment, ballistic helmets and vests. There has been an increased awareness nationwide that during these incidents, fire departments are taking more active role. Fire departments work with the police to form rescue groups to aid the victims of attacks. Traditionally, firefighters only have their structural firefighting gear to protect them.
▶ 2:06 Scott M. Forbes: This grant will allow us to place this protective equipment on each piece of apparatus, offering increased protection to our members. The Community Trust Fund grant program is based on Massachusetts General Law, Chapter 10, Section 67. This program's main purpose is to enhance local police and fire department's abilities to respond to emergencies, including responses to acts of terrorism. EOPSS encourages collaborative, multidisciplinary efforts to this end. Funding for the CSTF comes from revenue received from the sale of United We Stand distinctive registration plates in interest earnings. respectfully submitted chief Leary chief of the department so we do have a motion to recommend duly seconded all those in favor all right any opposed

▶ 4:20 Scott M. Forbes: Motion to recommend for passage, Mr. Chairman. Before we get to that motion, just the surety bond for city clerk is, it's a state requirement. Certain municipal offices that need to file individual bonds, any office that handles money, these are a required item. It's the same amount as last year, it's just a renewal, it's more of a general housekeeping law, so. Ms. Crosby, you want to come forward just as you were here right now? forgot that i had that i was going to do that yeah and uh what uh alderman forbes said is uh is correct it is correct yes and if in the just the fee for uh for this bond that's required by uh state law is a hundred dollars yes yes thank you i'll renew my motion mr chairman thank you

▶ 5:49 in favor do you want to discuss if we're still under suspension may we still are the same clerk is here we might as well hear from her thank you for coming in this evening thank you tell us about it well because of early voting we obviously had to buy a lot more supplies so we're just transferring the money out we had to buy more cabinets to secure all the ballots we had over 5 000 people early vote and we had to secure all of those we had to buy the screens to put up for the early voting in here it's just extra stuff that we didn't count on we just didn't realize how many people would do use the early voting any reimbursement from the state not yet they were asking how much it cost us so in the future they may be willing to reimburse us but right now no
▶ 6:41 well if they make it available we'll uh we'll certainly respectfully accept it for sure thank you president complice is this a one-time expenditure or are you going to have to have a recurring additional funds well right now there's no call for early voting again it was that one time now if the state decides that they're going to do early voting for all state elections whether it's city or not they I'm not sure then we're gonna have to actually look into knowing where to store these ballots looking into hiring help it was time-consuming the things that you purchase for the most part of things that can be used going forward so it's not just something that you purchase yeah so these are supplies we just don't know where it's going so um you know
