Whereas, when Jacob Collar was nine years old and a student at the Hoover School, he joined scouting as a bear cub affiliated with Troop 635. And whereas, Jacob Collar earned the arrow of light as a bear cub before becoming a full scout in Troop 635, where he held positions as patrol leader and senior patrol leader, and whereas Jacob Collar is an ordeal member of the Order of the Arrow and was on the staff of the T.L. Storer Scout Camp, specializing in teaching and preparing scouts for the scout craft, cooking, and first aid merit badges, and whereas he helped build two large outdoor cooking fire pits as part of the COPE program,

Mortimer: that's Challenging Outdoor Personal Experience program, and whereas Jacob Kala is currently a senior at Melrose High School and was a member of the Substance Abuse Prevention Coalition for two years and was selected to attend the Community Anti-Drug Coalitions of American Youth Leadership Training Conference in Washington, D.C., and whereas Jacob Kala has been active in music and theater programs, playing with the middle and high school orchestras, as well as the marching band and the jazz band. He has mentored students from the third to the twelfth grades in string instruments as part of the after-school youth orchestra ensemble. He is a member of the adult Melrose Symphony Orchestra, the adult orchestra, the oldest continuously existing, God bless you, volunteer symphony in the United States.

Whereas Jacob Kala has appeared as Maurice in The Beauty and the Beast and won the Best Supporting Actor Award from the Massachusetts Educational Theater Guild for his role as the Nadia in Les Miserables. and this year he will be performing in the Melrose High School production of Thoroughly Modern Millie and whereas Jacob Collar's Eagle Scout project was an environmental awareness initiative during which he stenciled 94 storm drains in downtown Melrose with the message please don't pollute drains into the Malden River this was done in conjunction with the Melrose DPW and five scout led crews with the purpose of raising awareness of storm drain runoff

Mortimer: pollution and there was also a public service announcement video that aired on MTV and other cable access television stations to get the message out across many communities therefore be it resolved that the Melrose Board of alderman and mayor robert j dolan present this resolution to jacob carla in recognition of his talent dedication and hard and continuous work in service to scouting and to society in general and therefore be it further resolved that on this 19th day of december in the year 2016 that this resolution be spread upon the records of the melrose board of alderman and the special copy thereof is prepared and presented to jacob carl thank you very much stick around we'll read daniels here is a resolution recognize the accomplishments of daniel denny as an eagle scout

Mortimer: whereas daniel denny joined boy scout troop 635 at the age of eight as a bear cub and earned the arrow of light before becoming a troop 635 scout where he thereafter served as a patrol leader senior patrol leader and troop guide and whereas Daniel Denny was a Brotherhood member and ordeal master of the order of the arrow and participated as a camp staff member in the national youth leadership training program and earned his 50 miler badge during a Philmont trek and whereas Daniel Denny graduated from Melrose High School in 2016 and while they have played football, baseball, swam, ran cross-country, and while on the baseball team received the Coach's Choice Red Raider Leadership Award. While at Melrose

Mortimer: High School, Daniel served as a facilitator for mentors in violence protection, educating his peers on prevention techniques and the dangers of relationship violence and whereas Daniel Denny was a freshman orientation leader and an organizer of Melrose grad night and the coach of a Melrose Babe Ruth Little League team and whereas Daniel is pursuing a bachelor's degree in athletic training at Merrimack College with a view to a master's degree and a career in prosthetics he has been active with enable a collaboration of engineering and athletic training students whose purpose is to design, create, and provide prosthetic hands for children in need. He is also a captain of the team building committee

▶ 30:54 Peter D. Mortimer: for the 2017 American Cancer Society Relay for Life. Daniel Denny's Eagle Leadership Project was to create an outdoor patio, picnic, and recreation area at the Bethany Church campus in Raymond, New Hampshire. This project included, but was not limited to, clearing a 10 by 15 foot wooded area and installing paving stones and building a picnic table. This project was completed in May of 2016 and provided an outdoor meeting and play area for families and children who previously were relegated to playing in the parking lot. Be it resolved, therefore, that the Melrose Board of Aldermen and Mayor Robert J. Dolan present this resolution to Daniel Denny in recognition of his talent, dedication, and hard and continuous work in service to scouting and to society in general.

Tramontozzi: six inch plastic i believe the original set said we were installing uh 130 feet of 160 feet of two inch plastic so that was um that was updated since the last meeting this is a plan uh under the date of december 19 2016 grant of location proposed six inch gas main correct any anybody have any questions for any of these folks alderman Tramontozzi tozy uh yes thank you mr president uh this matter came before the committee and there were some questions raised i'm satisfied with the public works engineers plans and recommendations and requirements this is just an extension of the main line to add the gas service to the homeowner who is in Ward 1 I've reviewed the plans in their specifications and requirements as

Tramontozzi: produced by Public Works and I'm satisfied that they meet all of our requirements the the line that crosses the street is on Ferdinand Street is going to be paved over one one inch beyond the cut one foot sorry one foot beyond the curb to curb there was the rest is along the edge so which is which is consistent with the rest of the Ferdinand Street as it goes down to Main Street and it was just a matter of extending the main line to add that you gas service to the homeowner. So with that, I think you've answered all the questions that we previously had. It's on record and in the file here, and I would ask that this board approve and recommend this order to be done forthwith as soon as hopefully soon to provide the gas

▶ 39:00 service to the homeowner. You're making a motion to recommend the passage of the grant to the location? That would be an appropriate motion that I would make at this time. You know, at the last meeting, there were some questions in regard to cost and such. Are you comfortable with this plan going forward and the agreement that you have with National? Yeah, I'm comfortable with the plan. We want to have gas delivered to the house. I just, I guess I would ask, is it standard for if a gas line by a public utility is in place and it needs an extension to go to houses that pre-exist, that the homeowner pay for the extension?

▶ 39:51 Monica C. Medeiros: And if so, that's fine with me. I just, being the first time ever doing this, I just wonder if there's an answer. I believe so. Perhaps our city engineer might better be able to. I'm not sure. i could answer that with regards to utilities in general and typically that is the case but perhaps you can answer specific to national yeah that would be the homeowner's cost to uh extend domain okay and a service line that's standard good enough for me thank you thank you and uh in kind of reviewing our ordinances and things i i realized that we in recall that we i believe we do have an ordinance on the books that basically prohibits no street opening permit granted between the 15th day of november and the 15th day of april in in case of necessity

Medeiros: as approved by the city engineer and and obviously this has kind of been around for a little while and um you know i think we've gotten to this point i don't know if this is the time to to bring this up except for that you know is this something that we are doing it you know Yeah, this is something that last winter with the fairly mild weather, we did pretty much allow construction through the winter, but this year we've been back to being more strict about our moratorium, which is, as Alderman Medeiros mentioned, November 15th to April 15th. So we have actually denied some applications for street opening permits. All of that permitting happens through the engineering division through Rick Cantone, who manages the permitting program.

▶ 41:28 And he has had a couple of requests where there was no hardship, there was just, you know, somebody just wanted to open the street, and we've told them that they have to wait until the spring. The ones that we have allowed have been things like a sewer blockage that required digging in order to make the repair. And we have had a couple who wanted gas heat in one case where there was a failure and they needed to change their heating source. And we have allowed those. so um it is it is an ordinance that we have been enforcing and considering on a case-by-case basis if there's a specific reason i would say there's no hardship here we'll we'll wait okay so so we can approve this today and then if if we so choose and it ultimately it will be up to uh the

▶ 42:18 engineer's discretion to yeah national grid would come before us for a street opening permit before the work could be done and so that if if there's no hardship then we would wait until the spring thank you thank you very much thank you mr president uh that was my question if we had an anticipated schedule of work uh summarize uh start date end date how long it'll take to actually do the work and make the final connection uh would you be able to shed any any light to that uh this time of the year uh depending upon frost in the ground normally a project like this would take three or four days tops but now like i said it's at least in some areas there's at least a foot of frost on the ground and that would definitely extend the project and maybe another

▶ 45:02 it unusual and difficult thing to do but ever seeking to comply with the law we are doing that this evening would you like to make a statement for the Board of Aldermen please my name is Amy Camosa and I'm first of all thank you very much for giving me the opportunity to meet with all of you tonight yeah this is really first time for an interview like this but um I'm excited to have the chance to talk to you about this position a little bit about me my background is in communications I have a master's in journalism so I've spent the last 15 years or so working in various forms of public relations media relations and a lot of community outreach I'm excited about an opportunity to kind of participate more locally in my hometown and which is the

▶ 46:00 reason why I originally put my resume in for this job I think I've been on the lookout for something where I can really participate in local government and this is a seems like a good fit based on my background and the role and I think you You know, I have both the web experience that will make it kind of an easy transition that way, and a lot of family has participated in various forms of local government for years, so I'm pretty familiar with this type of a process. So I'm excited to kind of talk to you all and answer any questions you might have. Anybody have any questions, comments? Alderman Medeiros. Thank you. Thank you for stepping forward to do this. First of all, we have to say that it's tough to lose our current clerk of committees who's worked very hard for us.

And it sounds like you do have a lot of experience in communication and we're always trying to find ways that we can better communicate what's happening here. And tonight was a great night. We don't always, and I hope that should you be elected tonight that I would look forward to hopefully seeing you utilize those skills and help us as a board grow and communicate with the public.
