▶ 7:17 Mr. President, I make a motion to open the floor for public participation. Second. Alderman Mortimer moves that we commence public participation. The motion is seconded by Alderman Inferna on the motion. All those in favor? Aye. Anyone opposed? The motion passes. This is the portion of our meeting where any member of the general public who is present and wishes to speak on any item that is on our agenda may come forward to the table in the center of the room, identify themselves, and they will be heard. Seeing none, motion to close public participation. Second. Alderman Inferno moves to conclude public participation. The motion is seconded by Alderman Mortimer. On the motion, all those in favor?

Order 2017-50, acceptance of pedestrian access easement at Stone Ridge Heights subdivision off Dexter Road. That order will be referred to the committee on appropriations. Mr. President, I make a motion that we change the order of business and take order 2017-52 out of order and take it forthwith. Alderman Lemmerman is moving to suspend the rules in order to read a resolution which is the subject matter of this order. The motion is seconded by Alderman Mortimer on the motion. Lemmerman: Alderman, if you'd like to approach and read the resolution. you mr president and i would like to uh invite my fellow sponsors on this order up with me as well um as well as we have dr miller this evening head on up there doctor you get to come all the way up for this one thank you thank you for being here thank you very much uh to the members of the board um to my fellow alderman up here with me this evening especially to dr miller for joining us for the reading of this resolution this evening i want to just take one moment to give a brief background before we bring this resolution into the record dr edward miller we are here to recognize his actions on the evening of october 3rd on howard street here in the city of morose

▶ 10:33 Jennifer L. Lemmerman: as i think everyone is aware there was a tragic car accident that happened that evening and this was a situation that was certainly chaotic and certainly dangerous and we saw many people rise up to the occasion. Unfortunately we did this this did turn out to be a fatal car accident and I think it's important that we recognize that there was a man doing his job as a landscaper, Mr. Lopez, who lost his life in this accident, and it was tragic. And one of the things that we saw rise out of that situation was the many people in Melrose that came forward to help, some in the days following the accident in the form of support for Mr. Lopez's family and some that evening, just like Dr. Miller, who, without regard for his own safety

▶ 11:25 Jennifer L. Lemmerman: and without knowing who it was that he was putting himself in danger for, without hesitation came forward. So we want to always, of course, recognize those who go above and beyond in the city like Dr. Miller did. So with that said, I will read this resolution into the record. It is a resolution recognizing Dr. Edward Miller, offered by Ward 2 Alderman Jennifer Lemmerman, President Donald Kahn, and Alderman at Large Mary Beth McAteer-Margolis, Alderman at large Monica Medeiros and Alderman at large Michaels Worco. Whereas on Monday October 3rd 2016 a serious motor vehicle accident occurred on Howard Street in the city of Melrose and whereas Dr. Edward Miller a Howard Street resident heard the accident and immediately went to the scene to offer his help and

Lemmerman: whereas Dr. Miller without regard for his own safety approached an overturned vehicle after learning that there were children inside and whereas Dr. Miller was able to safely extricate a child from the vehicle and whereas dr miller's quick actions served to remove the child from further potential danger within the vehicle and allowed for swift administration of necessary evaluation and care whereas dr miller's willingness to intervene to assist a stranger in a dangerous situation should serve as an example for all residents now therefore be it resolved that the melrose board of aldermen honor dr edward miller with gratitude and appreciation for his extraordinary actions and be it further resolved that on this day Monday November 21st 2016 this resolution be

▶ 13:00 spread upon the records of the Melrose Board of Aldermen and that a special copy thereof is prepared and presented to dr. Edward this is for you I just want to say thank you so much I guess I just want to emphasize what the alderman said is that a number of people came out to help in this situation not knowing who exactly were helping and what exactly was going to unfold I actually been watching the deceased work from my office before the accident. And while I was watching him work, I was wondering about his future in light of the recent issues brought up in the current election. And then finding out pretty soon after I helped these individuals that he had been killed in the accident on Rosh Hashanah, which is the Jewish New Year.

▶ 14:19 And it just was pretty intense and very thought-provoking, obviously, both in terms of what happens to people who come to this country to make a better lives for themselves, terms of people helping strangers and not just myself but but others my neighbors I mean there were a number of people other folks in the cars around around the car that had flipped over and about you know how we could improve the safety of our streets in Melrose this is not the there was a movie there's is another pedestrian who was killed the week before. And from my understanding from my neighbors who had lived on Howard Street for many years, that this is not an uncommon event on Howard Street, which is not nearly as busy as the Linsfeld, but it's pretty busy.

▶ 15:28 And we'd like to see more done to improve the safety for everybody, and especially our children. And having three young kids of my own and seeing actually car seats in action and that they actually work was very sobering and brought it very close to home. But it's something that I would also, I take for granted, we all take for granted, but they do save lives, so thank you. Motion to place the order on file, Mr. President. Second. We have order number 2017-46, an application of Kibrib Hilarium, doing business as Abe Family Taxi for a Hackney carriage license at the Essex Street stand. And this order comes recommended from the Protection and License Committee last week. Alderman McAteer-Margolis is moving that we take order 2017-46 from committee. Second. Motion is seconded by Alderman Medeiros. On the motion, all those in favor? Aye. Anyone opposed? Motion passes. The order is before you.
