▶ 4:35 Thank you. Thank you very much for your confidence in electing me to serve as president of the board for another year. Before I start the business of the meeting, I wanted to make a very short statement, and it will be short. This year, I believe, is going to be one of the more challenging years that we've faced in the last number of years here on the Board of Aldermen. there's been discussions at meetings about the possibility of a proposition two and a half override a tremendously significant issue for the city and i believe that this will be an issue that that will be discussed extensively in the upcoming year in addition the administration is going to put for us a proposal to significantly change the liquor licensing requirements

▶ 5:43 for the city of Melrose another very important issue that will become before us that could potentially change the fabric of our community if this proposal passes we could see more than 20 additional liquor licenses here in Melrose again something very significant which this board is going to have to discuss and which will be a topic of conversation throughout the throughout the upcoming year we've also seen over the last couple of years that we have some creeping budget every problems some of us have been concerned about about the budgeting process it does not appear to me based on what's happening at the state level that our budgeting process is going to get any easier and we're going to have to come to terms with some of these issues this is going to be a very very important

▶ 6:36 year for the city of melrose it's going to be a very important year for this for for the board of aldermen i hope and i'm sure that we can accomplish this that this board during this year becomes a forum where we can discuss openly and frankly all of these very very significant issues that are confronting our community that we can have some dialogue where we hear from all sides and where we elicit facts so that voters on ballot questions and things of that nature if they come up can make informed decisions and that we have the tolerance to listen to all opinions I'm confident based on my working with most of you for many years that we will be able to meet the challenges that are ahead for this year and I look forward to working with you

It's the adoption of the rules of order of the Board of Alderman for the year 2015 as amended in 2012 actually could we also have a

We have six committees, three of which meet on Monday nights and three of which meet on Thursday nights. The Monday night committee members will be Alderman Forbes, Alderman Tramontozzi, Alderman Byrd, Alderman Wright and Alderman Mortimer. The members of the Thursday night committees will be Alderman Inferna, Alderman Medeiros, Alderman McAteer-Margolis, Alderman Lemmerman, and Alderman Boisselle. For the Monday night committees, the Chairman of the Finance Committee for this year will be Alderman Forbes, and the Vice Chairman will be Alderman Tramontozzi. Legal and Legislative Committee will be chaired by Alderman Tramontozzi this year, Vice Chair Alderman Wright.

▶ 11:34 Public Service Committee Chairman will be Alderman Bird. And the Vice Chair of the Public Service Committee will be Alderman Wright. The Thursday night committee public works will be chaired by Alderman Inferna. Vice Chairman will be Alderman Medeiros. The HEW Committee, Health Education and Welfare, will be chaired by Alderman Boisselle. Vice Chairman Alderman Lemmerman. Protection and License Committee will be Alderman McAteer-Margolis, Chairman, Alderman Medeiros, Vice-Chairman. The Appropriations Committee is a committee of the whole. All members of the Board of Aldermen are voting members of the Appropriations Committee. The Chairman of the Appropriations Committee for 2015 will be Alderman Mortimer, and the Vice-Chairman will be Alderman Jacqueline Byrd.

▶ 12:25 uh the traffic commission representative for the board of alderman will be alderman inferna and i am going to pass the torch of the water and sewer rate committee to alderman Tramontozzi lucky me congratulations at this point in time we're going to move on to communications from his honor the mayor and other city officials and we're going to do things a little bit differently this evening because miss harrington has a terrible cold so instead of listening to her the left us tones you're going to have to listen to me read the orders first order is order 215-81 reappointment of michael coleman 181 beach ave to the historic district commission for a three-year term said term to expire on the last day of february 2017.

Bird: mentoring program was launched in 2005 as part of the Melrose Alliance against violence Maeve's youth violence prevention initiative whereas the Melrose cares community mentoring program links volunteer adults with middle school students to provide ongoing guidance and support both in a group setting and on a one-to-one basis whereas mentoring has been shown to help with a range of issues including self-confidence and self-esteem school attendance aggressive behavior bullying or witnessing violence in the home whereas the purpose of these relationships is to support students in developing resiliency and making positive life choices whereas studies show that mentored students are 27% less likely to start using alcohol 53% less likely to skip school 27% less likely to
