I am Chairman Peter Mortimer. We're joined by Vice Chairman Gail Inferna, Alderman Jaclyn Bird, Alderman Francis X. Wright, Alderman John N. Tramontozzi, President Donald Kahn, Robert Boisselle is on vacation, Alderman Forbes, could not be here because of a family matter. We're also joined by non-voting Member Jennifer Lemelman, Mary Beth McAteer Margolis, and Monica C. Medeiros. It is an acceptance of police 911 support and incentive grant in the amount of $56,187 and no cents. Said funds anticipating the approval of this order

Alderman Wright has made a motion to suspend the rules, It is duly seconded by Alderman Byrd. Chief, will you join us? And please explain this order. Would you like to go right ahead to an opening statement? Certainly. Thank you, sir. We've been fortunate for the past several years to apply and receive the 911 grant. It's a two part grant. This is part one. This is for salary and wage. The second part is for our EMD, emergency medical dispatch, and our training. They're required to do 16 hours of annual training. As far as this grant, a portion of it is for salary and wage.
▶ 3:17 I'll break it down for you. The salary portion of the grant is $48,738.43 directly to supplement our dispatchers a portion of their salary over the course of the next 12 months. Part two is $250 to cover a 911 air conditioning service contract for the year. Number three is to purchase one dispatch chair for $1,643. It does seem like a lot of money, but they're very durable, and they last about five years before they have to be retired. The balance is for 911 recording CDs. When the courts request a CD, we have to burn a CD, and that's a portion that is $210. A service contract for a 911 playback system, both police and fire, is $1,325, that's included. The balance of $4,020 covers our copier for our dispatch center.

Is this a federal or state grant? basically the grant funds come from when people dial 411 there's a fee and that goes into a central pool for all municipal police departments or PSAPs public safety answering points and is this this is a grant that we the municipalities have to apply for and we have done yes annually anyway right that's a good job I will say the only slow part with this thing is is receiving our reimbursements from the state they are very slow paying well
▶ 5:05 John N. Tramontozzi: it's not like it's creating a new position at this best position is a It's a position that's currently in the department anyways. This is going to supplement some of the salary for each one. It takes about six weeks for us to spend the $48,000. Yeah, that's great, great job, Chief. ▶ 6:36 one one two five three four two zero zero library books and periodicals for books and periodicals this has been assigned to committee we have the director of the library linda walsh with us this evening to elucidate us on this order thank you for coming miss walsh we're still under suspension would you like to make an opening statement please thank you very much thank you um this order is an order that we do annually to complete the budgeting process for our year we have we charge fines at the library for overdue items we are fortunate that we have very generous people who conveniently keep some of their items overdue and so annually we transfer those funds into the budget it's one of the few areas
▶ 7:35 where the state allows us to collect funds outside of the regular budget and transfer into the budget to count towards our municipal appropriation and in Melrose we're allowed to use those funds for our books and periodicals account which is great thank you so much any questions or comments from Member of the committee please seeing none any non Member of the committee Monica Medeiros please thank you I'm just curious approximately we must lose some items that just don't get returned at all whatsoever is that a large amount of our books and periodicals it's amazingly not we give them last year we circulated just about 300,000 items and we lost a handful of those to either a lot of people if they get damaged people come in and they'll pay a replacement cost
