CITY OF MELROSE LEGAL & LEGISLATIVE COMMITTEE CALENDAR● JUNE 9, 2014 Aldermanic Chamber Committee Meeting 7:00 PM The public should take notice that the Melrose Board of Aldermen may, on certain occasions, have a quorum in attendance due to standing committees of the Board of Aldermen consisting of both voting and non-voting members. We have one item before us this evening, it's order number 2014-108, amending Melrose Revised Ordinances Chapter 222, vehicles for hire by adding requirements for livery licenses as set forth herein. Motion to recommend for passage, so we can start the discussion.

Since we last discussed this order, I got some feedback from Ms. O'Shea, the city clerk, and she had recommended a number of changes most of which I have made I sent an updated version out to people this morning and I'll quickly go over things that I changed if that's acceptable mr. chairman please okay on section 1 sub B I changed that so that it now reads license slash permit authority Melrose Board of Aldermen on the second page I filled in appropriate fees after receiving the input of the city clerk page 4 section 8 I deleted a sentence
▶ 3:37 fragment which was causing confusion and i apologize i deleted by which the suspended or revoked person is employed on page five actually this didn't make it onto page five on this version it's on page four after the word city clerk on what was what's the last sentence of the current page four i deleted and at the same time surrender his or her permit so i think that makes it clear that nobody's surrendering any permit before a hearing conducted by this board on subparagraph f i made sure that it was clear the sentence says suspension or revocation is authorized if the board of aldermen determines by a preponderance of the evidence and i think that's the bulk of the changes so i think that we
▶ 4:59 We encompass the recommendations of the city clerk, and we eliminate any confusion relative to any potential for a license suspension prior to adhering by this board of aldermen. Those were the changes that I have made, and I would hope that the committee would see fit to pass this on to the full board. Great. Thank you, President Kahn. Having heard President Kahn's most recent amendments and considering the lengthy discussion we've had before, does anyone have any comments? I'd add, I've made a motion to recommend this order for passage so far. And I would incorporate for the record the amendments made by President Kahn as a friendly amendment to that motion. Do we need an amendment, Mr. Chairman?

Wright Jr.: This, President Kahn, yes, we would need an amendment, correct? the last amendment the last version we had was not this version i would respectfully suggest that an amendment by substitution be made to adopt this uh version and uh so so made and so moved to uh make that motion to recommend the amended and updated version for passage on our next four board meetings thank you alderman mortimer alderman mortimer so moved seconded by alderman ferna any other discussion hearing none all in favor oh i'm sorry sorry alderman Medeiros thank you i just wanted to thank president khan i had had a few concerns that there was some ambiguity in the initial proposed ordinance and was happy to have a conversation with mr van campen
