▶ 23:41 Speaker 8: you identify yourself please absolutely Tim Leifert National Grid Electric 170 Medford Street Malden Massachusetts okay perhaps you could

▶ 23:50 Speaker 2: explain the work that National Grid proposes to do here for the board please

▶ 23:57 Speaker 8: Absolutely. As previously stated, National Grid Electric is petitioning to install approximately five feet of duct from existing pole 2434 onto the property of 37 Washington Street for service to the new commercial development that's being built there.

▶ 24:21 Speaker 2: Are you erecting any new poles?

▶ 24:24 Speaker 8: We are not.

▶ 24:25 Speaker 2: and can you describe any disruption to the public sidewalk or the public way

▶ 24:31 Speaker 8: that will be involved there will be disruption to most likely one sidewalk block in the vicinity and any sidewalk blocks that are disrupted will be

▶ 24:44 Speaker 2: replaced okay if you could stand down for one second we just have to see whether there's anyone else who wishes to speak on this or what it before we

▶ 24:55 Speaker 2: ask you to come back is there anybody else who wishes to be heard on the public hearing on what a 2016 dash 8 4 does not appear to be motion to close a

▶ 25:07 Speaker 2: public hearing alderman inferno moves to conclude the public hearing on second motion seconded by alderman Forbes on the motion to conclude the public hearing all those in favor anyone opposed okay motion passes I don't think we've suspended the rules second alderman inferno moves to suspend the rules the motion is seconded by alderman Boyce L for the purpose of hearing and discussing this order further on the motion to suspend the rules all those in favor aye anyone opposed motion passes sir could you come back in and field some questions for us please sure alderman inferno thank you very much

▶ 25:44 Gail Infurna: thank you for coming this evening this is down in Ward 5 which is a very walkable and commuting route to the t-stations down there especially in the morning so we have our memo from John Shen or Department of Public Works and it does talk about making sure that the street is open for traffic during those commuting times I also want to bring to your attention that there's a daycare down there so that there'll be a lot of parents dropping off and walking into the place so I wonder if there if you could be time sensitive to to that and maybe start at 830 in the morning as opposed to prior to that and that's the actually the only thing that I concern I have because everything else is addressed in the letter from dpw so i would ask that the letter of dpw put into the records of

▶ 26:43 Speaker 2: the order are you moving that these be made conditions to the grant of location for national grid alderman inferno so moved second and that would be the uh memorandum dated february 16 2016 correct okay okay so there's a motion that's been made by alderman inferno seconded by alderman MacMaster margolis to make the conditions in mr shena's memo conditions to the grant of location

▶ 27:10 Gail Infurna: alderman wright i still had a question um also how long would it take for this work to be done

▶ 27:19 Speaker 8: installations of this type can be done within a day so within an eight hour period and you're

▶ 27:27 Gail Infurna: most likely significantly less than that and once again on the end of the day we would have the same issue of parents picking up and commuters coming back from the t so um once again you know just be sensitive to the time which probably would be about four o'clock 8 30 to 4. thank you

▶ 27:52 Francis X. Wright Jr.: thank you thank you all been right thank you mr president um i appreciate uh alderman inferno's comments uh there's somebody who uh drives down there to oak grove in the morning quite often and back in the afternoon i would even ask that considering the location of this pole and this conduit being across from brazil street and the fact that the way the curbing is there it kind of juts out at pork chops out there's so much traffic there at rush hour people coming and going from the train both in cars on bicycles and walking and you can only walk on that side of the street that I would suggest and respectfully to all of an inferno that limit your work to 930 to 330 only because there's so much going on right at that particular location that I'd hate to see somebody get picked off because they walk in the street or the bike trying to get around that little you know there's that cut out in the sidewalk there and that bikes have to swerve out into traffic so and to have a work crew they would make it even more

▶ 29:02 Speaker 2: difficult so that's a motion to add that as a condition number six Alderman I

▶ 29:06 Francis X. Wright Jr.: would I guess move to amend that the condition that Alderman Inferno had proposed to working hours of 930 to 10 to 330 you know second okay is the

▶ 29:23 Speaker 2: discussion relative to the motion to amend to include those work hours all those in favor the motion to amend please indicate by saying aye anyone opposed okay that amendment is adopted all Alderman Wright used to love the

▶ 29:41 Francis X. Wright Jr.: law. I don't know. So, Mr. President, thank you.

▶ 29:43 Mary Beth McAteer-Margolis: Thank you, Mr. President. I wondered, is this work, since it's going to be impacting a highly trafficked area, would you be having a police detail? As busy as the

▶ 29:56 Speaker 8: street is, I would think that a police detail will be required, yes.

▶ 30:01 Mary Beth McAteer-Margolis: I mean, it doesn't, it said it should be coordinated jointly with Engineering Traffic Bureau of the Police Department, so I'm hoping that that would be the case so I won't actually put that into the order but

▶ 30:15 Speaker 8: yeah there should be a police detail during work in discussion that I had

▶ 30:19 Speaker 2: with mr. Shana he indicated that he expected a police detail would be required by the Public Works Department relative to this this work Thank You mr.

▶ 30:28 Mary Beth McAteer-Margolis: president that's that's all I had anything else

▶ 30:35 Speaker 2: say the order as amended is before you motion to recommend as amended second I'm sorry all Alderman's work on one discussion thank you I just I don't know

▶ 30:43 Michael P. Zwirko: if this goes to the order but I did just get an updated plan here and I believe that there's just a Scrivener's error in the actual order where it reads primary duct from pole two four three three dash five zero the alternate plan and also what was stated by our guest here said it's pole two four three four so I just to make that amendment to the order so it's in sync with what's been proposed here this evening

▶ 31:11 Speaker 2: regarding the poll number i did have alderman's work i was moving to further amend the order to designate the poll in question as poll number two four three four that is the correct poll number

▶ 31:25 Speaker 2: right sir that is correct yep second motion to amend to uh revise the poll number is made by Alderman's work Oh seconded by Alderman inferno is there any discussion relative to that motion all those in favor anyone opposed motion passes so now we have

▶ 31:42 Speaker 2: Alderman tram and cozy and then we have I'm sorry you still have the floor I

▶ 31:51 Michael P. Zwirko: still had some questions yeah thank you go ahead fire away so I see here that

▶ 31:58 Michael P. Zwirko: the there'll be some conduit that will be placed and I'm just wondering if the on the existing pole that through the the construction of this project will

▶ 32:08 Speaker 8: the pole be degraded in any way the structure of the pole itself should not be deteriorated in any way I just asked because we had a gentleman from the

▶ 32:14 Michael P. Zwirko: public show up earlier tonight questioning some of the double poles that are up around the city yeah I'm just curious if there's like a policy that National Grid has with respect to inspecting these double poles or if there's a time frame that national grid generally you know give a roster of the polls that are have been doubled up for structural purposes do you have any information on you know how they address the double polling issue we do have a

▶ 32:42 Speaker 8: program in place that keeps a like you said roster of the locations some of the locations that were brought up to me tonight it'll be my first thing tomorrow morning to check into those locations and make sure that we do have them on

▶ 33:01 Michael P. Zwirko: our list would it be possible to submit a list to the Board of Aldermen that you

▶ 33:06 Speaker 8: have of double poles in the area I can check into that I would appreciate that

▶ 33:09 Michael P. Zwirko: sure the other question I had I know that there's just a lot of sidewalk work here and it does appear that you're not leaving the sidewalk will there be any infringement on any of the roadway itself during the construction of this

▶ 33:20 Speaker 8: project there will be no construction in the roadway itself okay thank you it's

▶ 33:23 Speaker 2: the questions i have thank you just just a point of clarification due to a lack of vigilance on the part of the chair we started discussing double polls at public participation and we've now continued the chair was in error to allow discussion of double polls tonight and if members of the board want to have extensive discussions about double polls the chair will

▶ 33:50 Speaker 2: correct his error I believe Waldman Tramontozzi does not wish to be heard right now thank you mr. president I was wondering if the city clerk or yourself

▶ 34:06 Monica C. Medeiros: could answer how we gave notice of the public hearing by what poll number was it to the correct poll number two four three four dash five zero and does that

▶ 34:23 Speaker 2: obligate us to repost okay miss O'Shea is gonna check the notification in the

▶ 34:26 Monica C. Medeiros: meantime I might just mention off topic which the president will not like that I believe that double poles are supposed to be cleaned up within 180 days and I

▶ 34:40 Speaker 2: I think there's new proposed legislation we could discuss if we wanted to discuss double poles which is not really on our agenda this evening that's that's true

▶ 34:48 Monica C. Medeiros: mr. president on the agenda I did have another question for the applicant while the city clerk is looking for that posting could you talk about this is this is an electrical conduit that's going to go underneath the sidewalk a very busy traffic sidewalk as we just discussed can you talk about the safety procedures there so that that what kind of materials we put in place and is there any risk to the public who would be walking across for passage of electricity through where it shouldn't be sure yeah the the duct itself at the

▶ 35:26 Speaker 8: pole is galvanized steel it's grounded the the cable itself that's going to be installed is of sufficient installation for the voltage that's going to be running through it we'll be following all proper procedures of installation to make sure that none of the cable or any other equipment being installed isn't

▶ 36:00 Monica C. Medeiros: damaged during that process and there's probably millions of these throughout

▶ 36:04 Speaker 8: millions I don't know about that but there's there's a few yeah there's a few

▶ 36:10 Monica C. Medeiros: so so anybody walking over should be not concerned about the safety no no thank

▶ 36:19 Speaker 2: you very much for sharing that and thank you we do have the notification and it identifies the poll as poll number two four three four dash five zero on the property of 37 Washington Street excellent thank you very much mr.

▶ 36:38 Mary Beth McAteer-Margolis: thank you thank you um since we've amended the time frame that we would like you to work within and shortened it up a little bit if this project were to could have to continue into the next day could you give us some ideas to how you would secure the site overnight sure like I said I I have no reason to

▶ 37:02 Speaker 8: believe that the the work should extend longer than the 9 30 to 3 30 agreed upon time um installations like this are pretty simple and they're pretty easy to do um in the event that there were variables thrown into the mix that did make the the work required to go to the next day on the crews working would would make safe the area any any trenches that were still open would be covered up and made safe there wouldn't be any energized cables in that duct at that time none of that would be installed until all of that civil work was completed and signed off and sealed up and made safe so you have to worry about that um but uh but yes as far as um any any open trenches or anything like that that would all be sealed up in the event that uh that the work did spill over into the next day for for whatever uh unseen reason okay thank you very much thank you anything further

▶ 38:15 Speaker 2: the order as amended is before you is there any further discussion if not all those in favor of

▶ 38:22 Speaker 2: passage of the order as amended please indicate by saying aye aye anyone opposed that order as amended passes thank you sir thank you hey we're gonna
