I'm Councilor Eccles, the chair joining me are Vice Chair Councillor McMaster, voting members, counselor Carm Shady, repe Ella, president Greg Ex cio and non-Voting Member Counselor mli. This provides a notice of the Quorum for, for the record in accordance with the open meeting law. This meeting is being recorded and broadcast on our local cable access channel MMTV, as well as live streamed on the MMTV website and available for future viewing through the City of Melrose meetings portal. First item on our agenda this evening is public comment. This is a portion of the meeting where any member of the public can speak to any item on tonight's agenda.

Um, with unanimous con through unanimous consent, we can close public comment. We have a public hearing at seven 20, but we can start with the first order on this evening's Agenda petition 2024 dash two Petition of National Grid for grant of location to construct underground electric conduit at Chipman Ave. Ms. Reese is joining us from the administration tonight through unanimous consent. We can suspend the rules to hear from her. Hello. Thank you. Um, I was supposed to have somebody from National Grid join me and they may, they may show up since we have a couple
▶ 1:33 minutes left, but I can get started. Um, this first petition for grant of location is related to the development that is happening at 5 43 Franklin Street. Um, it's a petition for National Grid to install 65 feet of two to four inch PVC concrete ENC case conduit from Pole number 49, um, into existing manhole number 300, which is in the corner of Chipman Ave and Franklin Street. And, um, the DPW recommends, um, approval of this grant of location. The National Grid team will, or the developer's team will be required to do curb to curb pavement restoration when they're done, um, to clean up. Thank you. ▶ 2:32 Manjula Karamcheti: Um, just will there be any need for any traffic diversion on Franklin Street when this work is happening? There will not be any need for diversion on Franklin. Um, on Shipman there will be. Okay. And just in terms of making sure that there's it, the directions are well posted when there's been this kind of work in Ward one before it's been a little confusing where people need to go and we've had some issues. So just one, making sure as it says that people are notified and that everything is clear in terms of where folks need to go and not go would be helpful. Okay. Great. Um, and then also just in terms of will abuts be notified as well in terms of, is it, who will sort of be notified in terms of the work going on?
▶ 3:28 When we have national grid due notifications that we notify all immediate abutters plus a little, um, so, uh, people directly adjacent to the work will be notified the businesses in that area. Mm-Hmm. Will get notified too. Oh, Great. Okay. Yeah, just with all of the developments and all the different things happening in that area, I think the more we communicate with constituents, the better. So even expanding that a little bit wouldn't, wouldn't hurt, I think. Okay. No other questions. Thank you Councilor Garbe. Uh, just one, one question regarding the curb to curb. Um, we're going from the corner of Franklin Street. Um, is the curb to curb only gonna be from Franklin and Chipman up to the, um,
▶ 4:17 six six dash 10 Chipman nav right before that, that whole section. It will, it will only go up Chipman a as far as where they disturb it, you know, plus a little bit, obviously to get a nice clean cut. But they won't be, um, they won't be going past that point on Chipman Ave in front of Franklin Street. I believe the developer is responsible and owns the restoration of that when they're done with that development. That's, thank you. Thank you. ▶ 5:17 Jack Eccles: So through the unanimous consent, we can open the public hearing, which is scheduled for seven 20. Is there anyone in the public or online wishes to speak at the public hearing? The second petition in last item on our agenda is petition 2024 dash three Petition of National Grid for grant of location to install underground electrical conduit at Marvin Road. This is, this petition is also related to the development at 4 53 4 63 Frank Franklin Street. The petition is for a grant of location for 120 feet of two to four inch PVC concrete ENC case conduit from proposed existing manhole 5 97 into the new development.
▶ 6:09 Manjula Karamcheti: The conduit will go under the sidewalk. Uh, so the, um, developer will be responsible for restoration of that concrete sidewalk and resetting of any curbing, um, when the work is finished. And we recommend the DPW recommends approval of this. Thank you. Any kinds of, Um, this is also Ward one. Um, so I guess same questions apply in terms of notification and expanding a little bit beyond Abutters, making sure businesses are notified and whatnot. Will the work be happening on both locations at the same time? Most likely. Or they'll be, you know, one after the other. I, I anticipate National Grid will bring in one crew and do both at the same time. Okay. And I know that just for both, but in terms of, since you were speaking about the sidewalks
▶ 7:05 Manjula Karamcheti: and the curbs, um, I know there has been a lot of concerns from residents about the amount of time it takes for that restoration to be done. Do you anticipate that that work will be done promptly after the, the work is done with the, with the grid? I, well, it depends on the timing. 'cause this time of year you can't pour concrete. So if they, if they do it soon, which I anticipate they will, um, they'll probably put asphalt down until spring and then come back and do the concrete when the weather warms up. That, that would be my guess. We haven't talked to them about that, but we can definitely, you know, work that out with them. Also, another factor is the developer may hold, have them put down asphalt
▶ 7:51 Manjula Karamcheti: and hold off on putting concrete in until after they're done with all their machines and bringing supplies in and out and moving things around that so that at the end of the day it's a nice undisturbed concrete sidewalk. Okay. I just request or recommend or hope that things will be done ex and quickly and consistently across the board because the ward one in particular, I don't know about others. There's a lot of repairs still left to be done. Roads, sidewalks, there are jobs that are half done and so just wanting that to move forward so things are complete. Okay. That's it. Thank you.
