I, I will not be very long. We have a number of people lower main street who now feel under siege. So, wherever we see something on an agenda that mentions lower main street, uh, we are going to make our presence known. Um, I will tell you, we are organizing on lower main street. Um, that, uh, we are not satisfied with what the traffic commission did, um, that, uh, uh, the traffic commission really didn't know the elderly and disabled and very sick who they're taking away access to.
▶ 37:40 We are learning about more people who have home health aides who have difficulty accessing there because there are multiple people to come to see these people and the decision by the traffic commission for lower main street with that limited housing that they've done. This is a dense residential neighborhood has adversely affected those people. So, you will keep hearing from us, and we will expect the traffic commission to comply with the statute requiring mandated under the statute that created the traffic commission to do the public noticing that was required. And we will exercise our petition rights under that statute. So, we're going to be around for a while. That's all I wanted to say. Thank you. Thank you.

Just wanted to make sure that the Council is aware that we do have Veterans Day activities here in Melrose on Thursday beginning at 11 o'clock at the Knoll. That ceremony will, in part, include the dedication of 56 new bricks to the reflection area at the NOL, the Vietnam Reflection Area. The ceremony will then move over to the Vietnam Memorial on Main Street, and then we'll cross the street, and Mayor Broder will unveil the restored honor roll, which this council graciously provided the money to do.

From the calendar for 2022 dash 39 approval by the city council of the city's ward and precinct boundaries and map as enumerated here in, in accordance with Massachusetts general laws, chapter 54, sections 1 and 2, and the 2020 US census population data. So, uh, yes, um, Mr president, if I may be heard on this particular order, um, as we all know that this was, um. order 2022-39 was approved by the council on october 18th of 2021. that was the approval of the redistricting map at the time the presentation was made by a representative of the state

Tramontozzi: we were led to believe that there was just essentially just one map that was approved by the city working group and approved by the state in which we voted on And that was the only map that was presented to us. After further review, after the order was passed, further reflection review and discovery, I found out that there, in fact, was another map that the redistricting map that was used by the city working group, And it was not presented to us for a review. And I felt that a motion to reconsider was in order to allow us the opportunity to review that 2nd map, which was not presented to us. A lot of further examination review, and it was determined that that previous map was, in fact, an unofficial working map.
▶ 48:13 John N. Tramontozzi: With unofficial census numbers, so the map that we did vote on was an official. Um, map with the official census numbers that we were provided to the state by the federal government, the earlier map that. I discovered was, in fact, just a working math with, um. Unofficial and inaccurate census, um, um, so that I am, um. I'm satisfied that the earlier working map would not have had any effect. On our vote, and so I moved to withdraw my motion to reconsider. I noticed that they were both on attached to the order. So I just wanted to make it clear what was happening during the course of my initial motion to reconsider. And then the withdrawal of that motion, so I hope that clarifies that for everybody.
▶ 49:08 Shawn M. MacMaster: Yep, thank you. We don't need to vote on that. So, perfect. Do we have a motion to adjourn at this time? Sounds like McMaster. Yes, Mr. President, I'm just wondering, are we pulling up the, the contracts out of appropriations? Tonight we did, we did on, we did vote on those. I don't believe because they're monetary that we can pull those up. We have to wait to the next meeting. Oh, no. I mean, I think we've, I think we've done it before. The reason I inquire is, I know there's obviously an interest from the fire fighters and from the union to receive that retroactive pay. I know they've been closely monitoring the proceedings and had expected it to be pulled out of committee tonight. So that's my understanding. We've done it in the past. But if there's something we can point to saying that we can't, then so be it.
▶ 50:12 John N. Tramontozzi: But I just wanted to inquire that publicly. My understanding is that we. Should not pull things up for our rules. City charter of. Is our elder member. Procedurally on a monetary order to pull up on a committee at the night of. I, um, I would, I would defer that to the chairman of the appropriations committee, but, um, I understand, uh, the, uh, the, the, uh, uh, counselor. I understand the counselors request to get the funding over to the city employees, but, um. You know, as soon as possible, but, um, we can, um, an opportunity to be heard by the public, uh, is still warranted. So, um, putting it on for the full, uh, board, um, and and having it, uh, voted on. Then would be appropriate. Correct next hearing.
