I am Councilor Maya Jamaleddine, the chair. Joining me are Vice Chair Migliorelli, Councilor Eccles, Councilor Stewart, Councilor Thomas, and President Sinella. I have the non-voting Member, Councillor Tramontozzi and Councillor McMaster. This takes the place of an attendance roll call. This provides notice of the quorum for the record. ▶ 53:17 Paul Brodeur: speak among I believe is another outstanding candidacy for in this case the the council on aging uh you'll recall we uh together um broadened the the membership of the coa to allow for um a more active council and to lighten the burden on those who are who are currently serving and mr delorier uh dr delorier i should say because he holds a phd um is one of the folks who stepped forward you see his letter of interest but just to give Member of the general public a little bit of context dr deloria recently retired from umass lowell and really has a diverse experience in education and professional background and as i don't mind i hope you don't mind me saying as a member of the older generation and some potential receiver of services from from
▶ 54:14 Paul Brodeur: the COA he certainly has a commitment to the work that the COA is charged with doing and recognizes I think you'll find and you'll see from his letter that the the mission of the COA is broader than it used to be in the past where it was simply you know create a congregate meal site and maybe help some folks out as they walked in the COA the modern COA is much more proactive much more intentional, much more aggressive in its outreach and serving, recognizing the need to serve a diverse population both racially, socioeconomically, and quite frankly, within the broad term that we use around senior citizens, there are diverse needs for a, say, a 65-year-old versus an 85-year-old. So Mr. Delorier, I think, is uniquely qualified to take this position, and I am proud to offer his candidacy for your consideration.

I moved to Melrose about, gee, I can't believe it, 13 years ago. and as the mayor said i retired from uh uh umass lowell about a year ago after 40 years of teaching uh political science which is long enough uh and so now i have the time to give back to this great community we live in and uh the council on aging seemed like a good fit uh i'm old that helps and I have a diverse background I have in the past worked with older people as a volunteer I've worked in the past with Vietnam veterans this is a long time ago but I think we're generally I'm certainly not an expert in geriatrics but I am very good with people I have some ideas of where the council might go where it hasn't gone but I must say I'm very very impressed with
▶ 56:31 what the council is doing in terms of outreach in terms of service and there are things I can add for instance one of the things that Duxbury does is they offer a series of academic classes maybe just one a one-off or maybe a week of classes and seeing is how i have a phd in chinese politics i thought well maybe i could offer a course on that i'm also working uh uh with ms cordello i'm very bad at names on a memory training course which obviously i could use uh uh and uh i i think it's a little presumptuous of me to say this is what the coa needs this is what the coa doesn't need i'm still learning but i must say i'm impressed with with the the uh diversity of of of of outreach one of my concerns is in my teaching and in my life
▶ 57:34 Paul Brodeur: in politics is diversity and uh i was certainly surprised to learn that uh the council on aging uh does outreach for the lgbtq plus community which i think is very very important so i bring a lifetime of experience i bring a lifetime of teaching i bring a lifetime of interacting with people and knowing how to interact with people and um i have some thoughts on other things i'd be glad to share with you but in general uh i just would like to uh join my colleagues and the council and get to work i should note that i met actually i met mr delorier when i was the coach of his son jesse and i will say that despite suffering under my tutelage he did turn out to be quite a ball player so that is a hundred percent to his credit and not to mine to be sure
▶ 58:36 um but that another another part of the community that the the deloria family has been active in Well, my son never became much of a ballplayer, but Mayor Broder was kind enough to help my son. And I remember this very well. It was Federal League. If you know Federal League. Which is where I peaked. He kind of peaked there, too. Those games go on for four hours. ▶ 1:02:50 Paul Brodeur: of all stars that i'm bringing before you this evening i am very pleased to introduce to you taista marco i hope you've had a chance to to take a look at her resume because the qualifications are are quite stunning i would um there are quite frankly of several places within the boards and commission or or elected office where mr marco would be an outstanding uh addition to the to the city um but focusing on the affordable housing trust as you know we have a not huge pool of money that we with your support augmented with free cash and it is time to quite frankly to staff the trust to put folks to work and we are tapping experts in the field this is the first of several appointments so you're gonna come before

Marco has extensive experience in affordable housing nonprofit nonprofit management and really I couldn't think of anyone better suited to help us guide our decisions about where to wisely invest these monies to make you know to make real progress in terms of the challenges many quite frankly many of our residents face in terms of affordability in the community I've been in this country now for 16 years actually 16 years this month I'm originally from Brazil and my my first my first job was as a tutor at Bunkerville Community College but shortly after that I started working at Somerville Community Corporation the cdc in somerville that develops affordable housing my charge at the the corporation as you saw in my
▶ 1:04:54 resume was asset building which included a variety of programs it was five separate tracks three of those were housing related one was foreclosure prevention one was housing stabilization one was first-time home buyer education so i i've been committed to affordable housing as a guiding principle in a community for a long time because i see the effect that housing instability has on the lives of individuals and families and i think there's a lot of work to be done there are many different ways to go about the work that has to be done and i am very excited to do whatever i can to serve thank you marco we have uh counselor eccles awesome thank you so much for stepping up i've had the good fortune to serve with mr marco on the housing production
▶ 1:05:52 Leila Migliorelli: plan advisory committee so i wholeheartedly support your nomination and thanks so much for stepping up i have um vice chair mcguirelli thank you madam chair um thank you mr marco and thank you mr mayor broder for um nominating mr marco and getting this affordable housing trust board going i um come to know mr marco as i had thought was just a fellow winter parent and a phenomenal photographer and then seeing her resume was surprised and i pleasantly surprised and i think it speaks to this city and it's his hidden treasures of professional expertise in lots of different areas so i'm delighted that um we can have mr marco join our new affordable housing trust board and i make a motion to recommend second before we have councilor thomas

▶ 1:08:48 Paul Brodeur: job serving the city for uh for a long time in many different roles as the family has and I know that she is very supportive of Miss Kelly's nomination to the to the Boyd of Health as you can see Miss Kelly's resume demonstrates a career long commitment to nursing and health care and unfortunately health care disaster medicine and management something I wish we didn't need but we seem to be right in the middle of it so this is this again someone who from you know from her early days at Northeastern to training at Mass General we are not gonna I suspect we would not get a more qualified candidate had we advertised nationally to fill this position I would also note that miss Kelly mrs. Kelly has
▶ 1:09:57 Paul Brodeur: been very active as a foster parent and has adopted several kids so along with her her obvious technical expertise and commitment to public health that certainly reflects an empathy and a compassion that i think will well serve the board of health and will serve the community well i am proud to offer her nomination for your consideration thank you um and i'm chairwoman and committee Member um thank you all for letting me present to you today uh as paul had said i am a lifelong resident of melrose and spent the bulk of my career working at melrose wakefield then hallmark health and melrose wakefield hospital again in various leadership and management capacities and it was through the disaster management or
▶ 1:10:48 director of emergency preparedness for the hallmark health system that i became very familiar in working with board healthier in melrose and police fire ems the coalitions of massachusetts and serving on many boards throughout the state with health and hospitals addressing health care needs and emergency response who knew our early pandemic planning was going to come up upon us so quickly but you know aside from that I learned through that experience to develop an appreciation for the different perspectives that are brought to the table on an issue and how you know we cite we always look at things from our own perspective and agendas but we have to realize where everyone else is coming from and what their needs are and who their leadership is and what
▶ 1:11:33 their goals and perspectives are so I developed a healthy appreciation for taking my time and evaluating what people are doing and what their needs are before making or enabled to enable me to make informed decisions for whatever I do more recently I as you can see if my resume I last six years I've been working within a safety net system hospital us again in the community and then again was introduced not that I wasn't in my early mass general training but again to the challenges of working with a diverse population and who's trying to navigate a very complicated health care system and so uh that's pretty much it i i welcome the opportunity to work with the board i'm really excited i think to be able to contribute

MacMaster: in a meaningful and positive way and i hope that you would agree that my skill set would translate well into this position i'm certainly excited to have you yeah thanks um counselor master Thank you, Madam Chair. I'm a non-voting member of this committee, but I am excited to have Mrs. Kelly before us tonight as a Ward 5 resident. She's someone with whom I'm familiar from the ward. The mayor did not exaggerate when he said that national search couldn't produce a better candidate. That's true. She is very accomplished, as the mayor said, in nursing, disaster management, and leadership. And frankly, if you look at her resume, and I know everyone here did, but if the public looked at her resume,
