This is a petition of the Massachusetts Electric Company doing business as National Grid and Verizon to install an IJO pole on Franklin Street. So I'll just give a quick introduction and then and then I'll turn it over to Moses to describe the project and then. I can discuss the conditions letter that put together. So, is this this is the 1st grant of location that we've had with this board? Is that correct? Correct. Okay. So, typically, the process is that that the petitioner will submit the plans proposing what they want to do. Um, we'll present it in front of the board. I usually present with the petitioner and then. Um, and then I run through the comments that has on the project and then the commission and then the council.

▶ 1:06:18 If you vote to approve, the project would typically vote to attach my conditions to the approval as, as a condition of the approval. So, this is a project that is proposing 1 poll on Franklin street. The description was a little bit confusing. And the number 1 looked like an eye also in the, um. Application, but a is a jointly owned poll. Which would be national grid and Verizon, and there were 2 descriptions. Which also made it seem like 2 polls, but it's actually just 2 different measurements to the same poll location. So the proposed poll is 1 poll on Franklin street. That is both 80 feet West of the center line of woodland and 50 feet South of the pole. The existing poll on Franklin street.

▶ 1:07:10 This is to serve the new single-family unit at 42 Warren Ave, where a second structure has been built on the same property. I think it's a garage that has now been turned into a dwelling unit. Moses, do you want to describe the actual installation? Yep. I can go ahead and do that. Good evening, councillors. My name is Moses Okokoro. I'm here on behalf of National Grid Electric side. My address is 170 Medford Street in Malden. So basically like I just mentioned, National Grid is petitioning to install a jointly owned pole on Franklin Street. The pole will be going on the front edge of the sidewalk. almost at the property line between 42 warren street and 890 franklin street thank you thank you so um do you want me just to continue on and review the conditions that we

▶ 1:08:20 wrote up yeah if you can continue on and then we can confirm if there's any Member of the public wishing to speak during the public hearing and then after that we can take questions from any counselors okay so uh the memo outlines uh nine conditions or nine comments uh most of which are conditions some of them are just general descriptions so the first just describes um the project itself where the poll is located um the second is just a note that so i had a a conversation today with Bob Coulter from National Grid who's the one who submits the he his name is always on the grant of location request. I did have a question as to why a new poll needed to be installed to serve one service to one home and he indicated that National Grids

▶ 1:09:16 and Verizon's commitment is that in order to serve a property they will put up to one poll and then one service line into the house at no cost um if we wanted to require the property owner in this case to put in an underground service to avoid the need to install that pole um the the wire we measured it out it would have been about 140 feet of underground conduit and it would have needed to cross either franklin street or warren and in this case it would have really needed to cross franklin street because the pole at warren has some large verizon equipment on it that would preclude probably uh most likely it would preclude running a riser up that pole with a conduit so i was told it would need to go to franklin street um and just throwing numbers

▶ 1:10:11 out there the um gentleman from national grid indicated that that might be about a twenty thousand dollar expense for the property owner um and where there were no conflicts with the poll going in in this location um they they saw that as the best option um so then moving on to our conditions uh we require that the applicant pull a permit from a street opening permit from the engineering division that they meet with us to select the exact final location in the field um that they have all utilities marked out to avoid any conflicts uh that they notify any abutters impacted by the work at least 48 hours in advance of starting the work um and that they meet any conditions of our street opening permit as well including um covering any police details

▶ 1:11:09 that are required which surely on franklin street would be required um and they maintain access for vehicles and for pedestrians um and then they're required to restore everything back to city standards so that if they have to pull any sidewalk blocks or anything they have to put those back meeting the city standards um i know we've had some issues recently with national grid not meeting the city standards in some of their repairs and they are planning to bring in a contractor who specifically does concrete work to make those final repairs Um, per city ordinance, they're required to allow space on the pole for the city. There's a certain area of the pole where they're required to have city. Um.

▶ 1:11:55 Jen Grigoraitis: Availability for wires fiber or anything that we might need. And then they need to coordinate the work directly with Rick can tone in the engineering division. Um. Before they start any work, at least 48 hours prior. So those are the recommended conditions. Moses, do you have anything you want to add before we do public comment? Well, none for now. Okay. It was a night of a lot of back and forth in and out of meetings and some materials that had to be dealt with at certain times. So, thank you for your patience. Do we have anyone wishing to speak?

Jonah Karen's a 515 Lebanon street. So, I'm the chair of the volunteer led and pedestrian and bicycle committee. And the order that I'm speaking to is 2021 dash 15. This 2 part mass dot grant application actually originated with the pedestrian bicyclist committee. As a plan that we developed in May this year, and submitted to the city in June. Inspired by examples from around the region and the world of similar projects designed to calm traffic. and make streets safer for people being outside with their families and neighbors and accessing our local parks schools trailheads and

▶ 2:00:42 businesses this grant provides funding for parklets which are a great way to create more space for people visiting our business districts and we're really excited to see the city piloting locations for four of those parklets and we look forward to working with interested residents and city staff and the chamber of commerce to develop semi-permanent versions of these parklets that can be reinstalled annually the grant funds also funds slow streets and sidewalk extensions which are quote-unquote quick build efforts that utilize low-cost materials like traffic cones and temporary barriers saw horses and signage these projects can be installed quickly and they can be modified relocated or removed quickly as well this grant funding will allow

▶ 2:01:28 the city to respond to resident requests and address locations where we have knowledge of speeding and traffic volumes and where there is demand for extra space for people walking running cycling families and neighbors spending time outside on their block just trying to get the kids out of the house something i think many of us are well aware of these days etc so with the receipt of this funding um this effort really enters a new phase of Implementation up into this point, it's been a lot of behind the scenes sort of quickly trying to get in the queue with mass dot to get a share of that 5Million dollars. And now that we've secured it, and ideally with your passage and acceptance of the grant tonight, our committee firmly commits to partnering with the city council and your constituents.

▶ 2:02:12 Or all of our neighbors to implement these projects in a community driven, open and transparent process. And really on streets where the community wants to try them and where they will have the desired impact of supporting healthy activity and mobility. While also improving street safety and reducing vehicle speeds. We've actually already begun to hear requests from people who've seen these projects popping up in other places, or saw a copy of our earlier plan that we put out in public on our Twitter feed and things like that. And who want to see these things implemented on their streets. We don't want to impose anything on any. particular street we'd really you know ideally have these projects sort of

▶ 2:02:51 originate in a grassroots way now that the funding is available and actually the committee is developing communication materials for the city to use in soliciting input to these projects and vetting locations for them so this grant actually fulfills a recommendation from the 2017 master plan notice forward to allocate funds for quote traffic calming and traffic management pilot projects close quote and it also requires no matching funds from the city and we're doing all we can from a volunteer perspective to help shore up the effort and minimize the demand on city staff time and resources and importantly also the projects that it funds will not limit emergency access for vehicles emergency response

▶ 2:11:28 briefly mentioned is for these grants to be quick build projects and um in by mass dot standards that is assumed to be um something that can be implemented in a matter of about six weeks and so if we were to go through the the typical process of grant acceptance through the city council we would be looking at four of those six weeks being in the process of being sent to committee and then back to the full council so that was obviously not an available option if we were to accept this grant so i appreciate your willingness to consider this tonight um just to give a little brief uh background on the project so these projects the mass dot shared streets uh grant opportunity was a direct response to the covet 19 pandemic

▶ 2:12:23 and is supposed to allow more outdoor spaces more shared spaces for communities to use for walking biking dining shopping you know anything that can be done outdoors that we could be allowing for additional space for so as jonah mentioned the pet bike committee had made some suggestions earlier on in the pandemic and some of those uh qualified under this grant program and then the city had also been simultaneously looking at parklets to begin with it's an idea that we had always been very interested in potentially providing some shared spaces especially in the business districts um so the the way the grant uh would work is that that we would be implementing it in different phases. So the parklets, the temporary parklets

▶ 2:13:16 that you see presently, those were funded, both the barriers and the tables and chairs through the operating budget at this time. And those are intended to be pilots. So that's what we were considering phase one of our project and did not relate to the grant, but was something we were trying to do anyway. In phase 2 of the project, which is funded by a portion of the grant, that's the 39,000 and change portion. That would entail making the parklets a little more permanent and a lot prettier. So. What what we've proposed is some barriers that are similar to something that the town of Andover had done. The application included a picture, it's sort of a white fencing with planter boxes. Uh, that would replace the orange barriers that we have to date.

▶ 2:14:10 That doesn't have to be what it looks like, but that's how we priced it out. So we have that 39,000 and change. To make those parklets both look nicer and also to put platforms on the ground such that they become flush with the sidewalk surface. So they're fully accessible right now in order to get into them. you'd have to go down the curb ramp into the street at the crosswalk, let's say at Starbucks, and then go into the parklet. That way, if you were disabled and you couldn't step off the curb, so that would be addressed as well. The 19,000 plus that we got in the other grant Is for 2 different initiatives 1 is slow streets and 1 is sidewalk expansions. And so the mayor's office is considering phase 2 to include both the enhanced parklets.

▶ 2:15:11 And the slow streets component of of that 2nd grant. Slow streets are basically if a neighborhood comes forward and says, we'd like to. Block off our neighborhood to resident traffic only. We would put up saw horses with signs that say slow streets that have some contact information. If people had a comment that they didn't like the slow street. Or that they loved it, whatever they want to. To give us for feedback, and so those signs will be set up on a saw horse that would basically block. The majority of the traffic, but the residents would know that they could go around those and then it allows kids to bike in the street people to jog or walk or whatever else they want to do. Congregate in small socially distinct groups in the street.

▶ 2:16:01 And so that is very much we didn't propose any particular neighborhoods that is neighborhood driven. If if West Wyoming came in and requested to be a slow street. We would have to say, no, if circuit street came in and requested to be a slow street. I can't imagine why we wouldn't say yes. So it's going to be taken on a case by case basis. We can't just shut down major roads and send the traffic through detours. But on small side streets that are only cut through unless you're a resident. Those are very easy to do and so that's that's what the slow street. Project looks like they would be open to. Local traffic, first responders, trash trucks. And, you know, anyone else who needs to gain access mail trucks.

▶ 2:16:54 Those would all be allowed to go around the barriers and it would be set up to make that easy. Then the last phase of the project. Is the sidewalk expansion and that is part of the 19,000 grant. That is where we would take a sidewalk. This is what some other towns have done largely in more urban areas, but we would take a street. And we would put cones along what would normally be a parking lane. We would make sure we still have room for traffic to get by in both directions. And we would expand the sidewalk so that more people could bike more people could walk. Or jog, and that would really be some of our connecting neighborhoods, like. Bellevue is a good example for something like that. It's a wide street.

▶ 2:17:44 It goes for a long length and so you could. You could close off a portion of the side of the road, which would allow for. You know, a lane for people to do. Other recreational activities within it. Porter street was another that was suggested, so we would start with probably the lowest hanging for streets ones where we don't think it would really disrupt traffic at all that have very little parking. That's normally utilized and test them out and the great thing about those is that they will be built with. Saw horses and cones, and if a neighborhood doesn't like them, we will do outreach before we put anything out. But if the neighborhood thinks they want it, and then decides that they don't want it.

▶ 2:18:27 We can just send our guys back out to pick up the, the saw horses and the cones and the signs and then move them on to a different location. And then the last part of that 3rd phase. Is that the mayor's office is looking at expanding parklets into some other areas. Um, particularly alleyways are 1 thing that's being looked at. I know central terrorists was recently voted by the traffic commission to no longer be. Available to vehicular traffic that's along the side of the where it was very dangerous anyway. For cars to be driving, so it frees up that space for a potential parklet. And now there may be other similar spaces that we can look at. So. That's the rundown of the grant funding. It is available to us immediately. In fact.
