I am Councilor Jeff McNaught, the Chair of this committee. Joining me this evening are Vice Chair Tramon Tozzi and Council Members Sinella Migliorelli, Grigoraitis, and Non-Voting Member Jamaleddine. We don't have Councilor Eccles, correct? That's what I was trying to make sure. Not at this time. Okay, alright. He may pop in. Okay, and if I'm looking sideways, it's because I'm looking at a bigger monitor. this provides a notice of the quorum for the record we also have none voting member we have councillor McMaster with us is that who I'm seeing I'm going back
▶ 1:10 Jeff McNaught: between two screens I love all the giggles we also have non voting member councillor Thomas thank you and welcome I'm gonna stop reading the non voting members now and move on with the governor's instructions thank you pursuant to governor Baker's March 12 2020 order suspending certain provisions of the open meeting law and the governor's March 15th 2020 order imposing strict limitations number of people that may gather in one place this meeting of the Moro City Council legal and legislative committee will be conducted via remote participation to the greatest extent possible. No in-person attendance members of the public is permitted but every effort will be made to ensure that the public can adequately access

All right. Well, thanks for opening up for public comments. Thank you for letting me be here tonight. I'm here to speak about the change to the implementation date of the polystyrene order that's on the agenda for this evening. As all of you know, as part of Zero Waste Melrose,
▶ 4:18 we obviously were strongly advocating for the passage of the original ordinance with the original timeline and as the you know essentially tonight I'm here to voice the support of zero waste Melrose for the proposed date changes in the order before you tonight we know from experience particularly with the plastic bag ordinance that sufficient time for education and outreach in the community is really essential for a new regulation such as this and the with the original timeline we knew that we just you know wouldn't with the shutdowns and everything wouldn't be able to do that education and outreach plus with all of the stress that's been placed on the businesses in Melrose and everywhere with the shutdown we knew just you know more time would be needed anyway so
▶ 5:11 we're fully in support and and happy that this new timeline has been proposed as you know there's a two-phase implementation timeline in the updated ordinance which is a shift from the original ordinance that was passed however we are very supportive of that change for two reasons one this was the model that we followed in the plastic bag ordinance rollout and I think it worked really well there were larger businesses who operate in other communities and have already implemented polystyrene bands in those communities will have a much easier time to comply with this typically those larger businesses just want to know when it'll take effect and it's really not a big deal or hardship for them to comply whereas with the smaller businesses we

Thank you for allowing me to speak as well. rebecca into bartolo 33 woodland avenue also a member of zero waste melrose um and karen of three children at roosevelt public schools uh roosevelt elementary school karen melrose um i just wanted to also speak in support of the delayed implementation of the polystyrene but just uh to just give everybody a little bit more background about the work that we did with the schools particularly at the roosevelt school i've been working with um kendall chart wells for
▶ 8:02 oh four or five years now trying to get the schools to stop using the styrofoam trays they're about 90 there which is great they've transitioned from the traditional um tray with the segments to paper boats for most of the lunches so it's only about five to ten percent of the lunches that they're still using the styrofoam trays that have the section so they just need to purchase an alternative material for those lunch days i know that obviously with the shutdown they probably have some styrofoam trays still at the school so i think the delayed implementation would give them time to use up what the stock that they already have And then be able to roll out with the new implementation with some alternative trays, just for those messy lunch days, they can continue to use the paper boats for the other lunch days.

▶ 11:27 Jen Grigoraitis: Melrose former counselors worker who was the original maker of this order in the previous council the Chamber of Commerce and the city of Melrose which the Board of Health holds enforcement authority in this order to delay implementation in light of COVID-19. And I won't belabor what was already said, but obviously our restaurants, particularly our small businesses, are doing a level of takeout that is completely unprecedented and will likely continue for some time. So collectively, those parties felt that we could delay our sustainable efforts a little bit in order to allow small businesses to continue to use the containers that they have on hand, not be worried about supply chain issues, and also to
▶ 12:09 Jen Grigoraitis: ensure that we have sufficient time for training. The initial community event targeting small businesses about this order was scheduled for the week that everything shut down back in March. So we really have to kind of go back to square one. So the intent is to have larger businesses, which have over 8,000 square feet of space to go into effect on January 1st, and then smaller businesses to go into effect on july 1st um so that is the intent of this order thank you president Grigoraitis um does anyone else wish to speak i didn't see anyone else in queue sorry i hear a motion to recommend for passage from councilor Tramontozzi seconded by counselor can i just um we do there's a typo in the order that i was hoping we could amend it says eight

I think at this point I would like to recommend, I know I'm a non-voting member, but I would like to recommend the voting members to place it on file, however, I would like to keep our platform open for the mayor and city chamber or any business owner to use our platform to provide any update whenever it's needed.
