I call to order the meeting of the Protection and License Committee. I am Alderman Sean McMaster, the chair of this committee. Joining me this evening are voting members of the committee, Vice Chairman Peter Mortimer, Alderman Robert Boisselle, Alderman John Tramontozzi, and Alderman Kate Lipper-Garabedian. Also joining us this evening are non-voting members, Alderman Monica Medeiros and President Jennifer Lemmerman. MacMaster: future download on the City of Melrose and the MMTV websites motion to open the floor for public participation second there is a motion made by Alderman Lipa Garabedian to open the floor for public comments seconded by Alderman Mortimer all in favor aye any opposed this is the portion of our meeting where any member of the public can come forward to address the one agenda item that we have this evening motion to close public comment seeing that no member of the public have come forward to participate in public comment alderman Mortimer is made a motion to close the floor to public comment seconded by alderman Boycelle all in favor any opposed public comment is now closed we We have one item on this evening's agenda, it is order number 2019-83.
▶ 2:05 Shawn M. MacMaster: This is an application of Robert Giuliano, DBA Junior's Auto Sales LLC for a class two motor vehicle license. Motion to suspend the rules that we may have a colloquy with the applicant. Alderman Mortimer has made a motion to suspend the rules so that we can hear from the applicant. Second. Seconded by Alderman Boycelle. All in favor? Aye. Any opposed? We have suspended the rules. Mr. Giuliano, if you could please come forward and just state your name for the record. You can have a seat, sir. Robert Giuliano. And if you could just sign your name. And Mr. Giuliano, would you like to make a statement or would you like to move to questions from the committee? I'll move to the questions from the committee.
▶ 2:53 John N. Tramontozzi: Any questions from the committee? Good evening, sir. Oh, I'm sorry. Good evening, Chairman Tozzi. Thank you. How long have you been in operation in business? I'm just getting into it now, and I'm just learning. About a year now. Okay. And have you had any experience in any other communities? No. Okay, good. And so how many vehicles do you anticipate having? About 22. And that looks like it's been approved by the licensing authorities of the city of Melrose. It looks like everything's been signed off. Say again? It looks like you have all the proper permitting. Yes, we do. Assigned by the city authorities, the department heads, fire, police. Yes. Yes, sir. All right. How's business? It's got its ups and downs, but we keep chugging along.
▶ 3:49 Peter D. Mortimer: Good, good. Well, keep the place clean. I think the neighbors would certainly want everything to be looking clean and all, and we welcome you and wish you the best of luck. All right, thank you very much. Thank you. Alderman Mortimer. Thank you very much, Chairman McMaster. I see in the paperwork you obtained a bond from the Doherty Bonding Company for $25,000. Yeah. You aware of that, or did your attorney take care of it? Are you aware of which I'm speaking? No, I don't. Okay, in our paperwork, maybe your attorney did it, but there's a bond that you have for your business. Okay. It's required by Chapter 272 of the Massachusetts General Laws. And you have it, so don't worry, you're all set.

Mortimer: But what you have it for is if there's ever a problem, especially with second hand cars where there's some type of dispute, a person, a member of the public can apply to that bond. It's like a second, it's not your liability insurance where if someone slips and falls on your property. This is different, this is a bond that all second hand car dealers have to obtain. but you have it so you're all set it looks like uh did you have an attorney fill out the paperwork for you yeah okay who's your attorney uh what was his name uh matthew derosa was your attorney on this okay so he's all set and he's happy with the paperwork you're happy with the paperwork good that's all i have chairman mcmaster thank you very much alderman lippa garabedian thank
▶ 5:25 Kate Lipper-Garabedian: you and thank you for being here tonight um maybe just for those folks who are watching at home or i might watch later do you want to tell us a little bit about when your car dealership is open and how people might know what inventory you have on site do you have a web page or a phone yeah we have the i was at jp's auto sales okay yeah jp's autosales.com or uh yeah okay and your hours of operation i'll likely be nine to six which date all seven days of the week uh five days a week okay great thank you welcome to melrose motion to recommend for passage second there is a motion to recommend for passage made by alderman mortimer uh seconded by alderman boyce cell on discussion if i could just uh just state for the record that um we do have the applicants

MacMaster: application to conduct business in the city of melrose as alderman Tramontozzi mentioned we have sign-offs from the police chief the fire chief and the building commissioner we also have the businesses tax certification form as well as the bond certificate as mentioned by alderman Mortimer that being said if there's no discussion all those in favor on the motion any opposed that motion carries uh sir what that means is uh this matter will be recommended before the full board of aldermen you need not appear at that meeting if you have any questions going forward you can reach out to miss foote our committee clerk you're more than welcome to come to the next board meeting but it's not necessary okay all right thank you sir good luck thank you
