It is the petition of National Grid to install underground conduits beginning at a point approximately 60 feet southeast of the center line of the intersection of Vinton and West Emerson Streets. ▶ 34:56 electric power to national grid gas they have an underground rectifier in the area they're doing a bunch of main relays replacing a lot of old pipe at the request of the city of Melrose and this is one of the things they want a permanent power to their rectifier and that's the reason for this conduit thank Thank you very much, Mr. Cordima. Alderman Wright, this public hearing regards Alderman Wright ward, ward three. So Alderman Wright is about to take the floor. Please proceed, Alderman Wright. Thank you, Mr. President. Thank you for being here. What is a rectifier? Actually it's like, what it is is it keeps a charge from building up on the pipes. It just keeps constant watch on any kind of a stray voltage that could get into it

▶ 35:49 okay and where is it kept how big is it is it stored on the ground did you have a station somewhere is it on the curb some it's actually a vault it's in the sidewalk and I wish I brought a Google thing you could I could have showed you what it is but it's right off there right in the sidewalk it's got those pull open doors you may have walked by one or two in your time but so you'll be creating a vault that doesn't exist now no it does exist but this is permanent power i think before they had a um a little solar thing set up in the sidewalk which was non-reliable so they're going to hook it up to permanent power i believe they're going to get a communications conduit over there too okay and we're talking about 60 feet um can you describe because i don't i don't see it unless

Wright Jr.: i'm missing it and that's possible uh any type of plot plan or any type of plan this is our petition it's a diagonal you know you you need to be over there because of the television and um okay so it's basically running across the street across vinton street oh i know where the vault is yes it's right by the park all right um all right and you will restore the sidewalk and the street yeah i i question them on that the gas company has contractors they're going to do all that okay i mean they've got that they've got basically my florence street from west wyoming torn up across west foster and up vinton street it's all torn up for the gas main that's being replaced yeah so you're going to do this in conjunction with that project

Wright Jr.: correct this will all go in before they actually do any any street restoration okay that's what I'll make sure all right any type of disturbance that will require people to pass into the street you know pedestrians not for this particular pipe counselor okay one thing I would like to see is this is a main route to the middle school and the high school for people who live west south of this I guess it is southeast of this so I would like to make sure that there is a there'll be a police officer there detail officer I just want to make sure they can pass through the park at this point but I just want to make sure that that isn't in any way um blocked or prevent them from staying out of traffic it's a very busy

Wright Jr.: street it's a cut through and i want to make sure that the pedestrians are safe both in the morning and in the afternoon the school the students um when do you anticipate doing this work well i haven't asked them that question i think it's an ongoing project actually this is just one little part of it yeah they're just getting that conduit over from the pole to the to the vote you know that okay i mean you're talking april may july this conduit yeah well as soon as i the petition gets passed then they'll get notified and they'll just they'll just have that conduit installed okay um the reason i ask is uh the farmers market does take place at that park and that will probably start up again in june i believe so um i would like to see this all completed not you know

Wright Jr.: you're not the gas end of the national grid but the project can be completed along with the gas work i understand the street may not be paved by then but i just hate to see the heavy equipment this heavy equipment on the other side of the park that's their staging area and this this will be potentially heavy equipment on this side of the park i'll make a note of that i'll try to talk to him in the morning great okay all right thank you thank you mr president thank you alderman wright um next in queue we have alderman forbes please thank you um i'm looking here that Thorp a a memorandum that's dated today with about 13 conditions did you receive that letter by any chance that probably would have gone to the gas company counselor I'm not sure

Forbes: you can give me a copy I take it our city clerk will deliver a copy to you presently the reason why I asked is that Thorp about 13 different conditions that are here I don't expect you to be able to know them all right now since I'm gonna ask you these questions in like 10 30 seconds but a I guess the first question this is considered typical normal type of work for National Grid am I correct in saying that it's yeah for the National Grid gas people this is yeah they do this work okay how long does a project like this usually lasts in terms of days that's that's a question I could take back okay because I know that I traveled through Melrose and I've noticed it for a couple of months now so yeah is the question I really have would be would there be any

Forbes: public service disruption with a job like this and we don't know how long going to take are the people the surrounding residents how are they going to be affected is that something that you know when you start the work are you going to notify the the public anticipation i know you don't have a target date now but it would be helpful for the people especially the people who live in that area to know the work is being done in a certain target time frame how long it's going to last and if there is any service disruption potentially i know those are normal things but i just want to make sure since we are in a public hearing environment that those things are going to be followed um i know you just got that as well so i

Forbes: i hope that you would be able to meet all the conditions uh in this letter uh i assume since these were written there was probably some dialogue between the city and national grid and some agreement uh actually the the guy that i talked to on the gas side he has talked to you not your city manager but maybe the department of public works man they work closely together i guess okay all right well again it's really all about the residents and the disruption potentially so we just want to make sure that this is a seamless transition for them as well as the work is being done thank you alderman forbes are you making a motion that those 13 conditions be included in the jacket yes mr president for attempt alderman forbes has made a motion that

▶ 43:16 Kate Lipper-Garabedian: the first time please proceed Alderman Lipper-Garabedian like you I have just been looking at the conditions for the first time tonight so one thing I would be interested in knowing is whether when the work like this is done and a street is maybe impacted I see that the conduit goes across Vinton and I expect that you have to tear up some of the street itself but to the degree that there is a crosswalk there or that there should be one I'd be interested in ensuring that it gets redone I know that this is a section that I've talked to a lot of people who live in this area where Thorp a lot of foot traffic and the train goes nearby and both streets are fairly well trafficked as well with cars

Wright Jr.: so I think it's really important on that the street when it's Put back into its original form is even improved if possible with clear markings for the crosswalk if there is one there Would that typically be done that you would when you're repaving you would include sort of the painting of a crosswalk if there was a crosswalk Yeah, I'm sure there would be yeah Thank you. President They've been, the gas company, National Grid, has been out there since August, and I live right there, and I communicate with them almost daily, so if anyone has any questions, anyone has any problems, they certainly can contact me.

Wright Jr.: They've, by and large, done a good job and accommodated the neighborhood. there hasn't been any interruption in gas service and I'm aware of other than when they've had to connect our individual homes to the new gas line that they're putting down so it's my expectation that that will continue the crews been good so just so everyone's aware both on this board and in the public that you know we are monitoring it and to the extent there are issues and there are issues right now that been the street in that area has been blocked every day to some degree for traffic but that's so they can get the work done so they're working on Florence they're working on Stanford they're working a little bit on heard they're working on North and South High and they're working

I HAD A COUPLE OF QUESTIONS ABOUT THIS PROJECT PARTICULARLY BECAUSE THE POLE AT WHICH THEY ARE TALKING ABOUT IS AT THE BASE OF OUR DRIVEWAY.

▶ 46:49 AND OUR DRIVEWAY IS THE DRIVEWAY THAT IS FOR FOUR UNITS LOCATED AT 64 VENTON, FOUR UNITS AT 60 VENTON, AND FOUR UNITS AT 62 VENTON. SO ANY PROJECT THAT THEY ARE GOING TO DO IS GOING TO DISRUPT VEHICLES FOR AT LEAST FOUR of property in a very significant way additionally we've been tolerating the project that seems to be lasting forever in the sense of the amount of noise that's going on in our neighborhood so one of my questions is really about the timeline of how long this project would last because it would significantly disrupt our day-to-day of being able to get in and out of our homes and I don't KNOW IF THE CITY WOULD BE ABLE TO PROVIDE US ALTERNATIVE PARKING IF FOR SOME REASON WE ARE NOT GOING TO BE ABLE TO GET

▶ 47:40 INTO OUR DRIVEWAY SINCE AS IT IS Rita NOW, THERE ISN'T REALLY STREET PARKING IN THAT AREA, ESPECIALLY WITH ALL OF THE EQUIPMENT THAT IS LINING THE PARK. SO MY BIG CONCERN IS JUST REALLY UNDERSTANDING WHAT THE TIMELINE IS AND WHAT OPPORTUNITIES THERE ARE TO TRY TO MITIGATE THE IMPACT IT'S GOING TO HAVE ON THOSE OF US WHO live right at that property thank you very much um any other concerns at this point those were my biggest ones is really you know considering the safety of being able to get an out for first responders if Thorp ever you know an emergency but also just kind of day-to-day how are we going to get in out and how long is it going to last because like i said that is our only driveway for vehicles that are for 12 units very good alderman wright would you like to

Wright Jr.: respond please please stay the chair usually we hear from everyone in the public but uh this is a working committee actually uh excuse me it is the full board but it's a table to order so we'll uh allow some leniency and allow alderman Rita to address your concerns and make sure uh they're well addressed which i'm sure they will be by uh alderman Rita please proceed alderman right Thank You mr. president the project that's ongoing should the gas portion of it should be completed as I understand it in the first half of this year then after that portion prior to doing any repaving it's my understanding that they will inspect the water and sewer lines and that thereafter they'll be doing some repaving it completion date as far as I

Wright Jr.: know is still scheduled to be next year 2019 but certainly those target dates can move a little bit here or there as far as the parking goes and access to your driveway we certainly can make that a condition but I'm sure that if it became difficult for you and your fellow residents to get in and out of your driveway that we could find alternate parking we've got the parking lot right over at the t-stop there I'm sure we could work out something I don't anticipate that this will be that the portion of the project would take undertaking tonight's public hearing for is not good disrupt your your driveway for a very long I don't think so but we certainly can make it a condition that they provide access or other accommodations for the residents they

Mortimer: use that driveway that was my biggest concern is trying to understand what the timeline is for that very specific stretch that's literally right there at the base of our property so we're happy to make that a condition thank you thank Thank you. And Alderman Forbes from the Water and Sewer Committee will now give us his report. Thank you. The Water and Sewer Committee met on February 27th upstairs in the Cassidy Conference Room. We did receive the preliminary assessment from the MWRA. Rita now, the preliminary assessment is a 2.2 increase in water, 2.7 increase in sewer. We do have a meeting on 327 that is gonna fine tune everything because as of 227, there were still other pieces of the puzzle to still be negotiated, such as direct costs, salaries and wages need to be finalized through the direct bargaining between the city.

And if they are aligned, we'll be able to try to finally work in some of these rate models that we've been working on. And there'll be another meeting immediately a week after on April 3rd.
