▶ 23:40 the 2017-165 the Charter review order and I don't I don't know what your process is around this if this is going to get referred to committee or whether you're going to be hearing it directly in this full board and whether you're going to do it all tonight okay thank you that's helpful I'll leave that at that. The next one I want to speak to is 2017-133, the solar net metering order. I'm not fully informed on this order, but I have some concerns that if we're agreeing to purchase electricity at 13 cents per kilowatt hour for the next 20 years from this entity, there's already been a lot of change in the electric market over the last five or six years regarding solar. We don't know what technologies will be out there. We don't know what the rate

▶ 24:31 of electricity will be 5, 10, 15, 18 years from now. And I'd hate to see Melrose in the situation where, you know, we could be generating our own with great technology, free electricity, but we're required to buy electricity from this entity at 13 cents a kilowatt hour when, you know, we're only paying 5 cents or 8 cents or something another way. I would like to see in such a contract that there'd be some way renegotiating at some point I know that that changes the finance dynamics of the of the contract itself but I do worry about a 20-year contract at 13 cents per kilowatt hour and I as I understand that I want the board to be mindful that we're not we're not getting the electricity use credits it's actually a

▶ 25:21 dollar amount that we get from that and that actually has been is subject to change based on how the Department of Public Utilities as I understand it makes an agreement that this will be the average amount per year you know paid for solar production for things so I just don't want to see us even though it looks advantageous right now I don't want to see us stuck in a contract for 20 years that might not be advantageous to us in the end and we'll be feeling like what we have at albatross around us for a long time there um there are some um some sophisticated issues around that and i didn't hear them discussed at the um committee meeting where this was brought up before so thank you that's my comments thank you sir for anybody else who wishes

The rules are suspended. invite chief lyle and the officer thank you to the members of the board of aldermen for allowing for immediate consideration on this order and so that we may read the resolution into the record this evening with members of the police department present and thank you chief lyle and the officers here tonight for joining us before i read the resolution i just wanted to give a bit of background. National Police Week takes place every year in May and during that time tens of thousands of police officers, surviving family members, and supporters gather in Washington DC at this time to attend a series of events which include conference workshops, support groups, and

▶ 30:40 Jennifer L. Lemmerman: remembrances. Each year Police Week falls within the calendar year of May 15th which is known as Peace Officers Memorial Day. So May 15th is today so but today is Peace Officers Memorial Day 2017. It's a day to pay special recognition to those law enforcement officers who lost their lives in the line of duty. Here in the city of Melrose, we remember two officers in particular. Melrose Police Officer Joseph Paul Martin worked with the department for 10 years. On May 31st, 1969, Officer Martin responded to a call that resulted in a foot chase with two suspects. As a result of that chase, Officer Martin suffered a heart attack and later died, leaving behind his wife and two children. In addition, we recognize Officer Garrett Swayze,

▶ 31:23 Jennifer L. Lemmerman: who grew up here in Melrose. Officer Swayze graduated from Melrose High School in 1989. And in 2009, he became a police officer with the University of Colorado Police Department. On November 27, 2015, he responded to a report of an active shooter. He was shot and killed protecting his community, also leaving behind a wife and two small children. Police Week is also a time to recognize the incredible duty and responsibility that's taken on by all police officers and the sacrifices that they make to do the job every day. We are thankful to the Melrose police officers for their work that allows us to live safely in this community. Through their work and dedication to public safety Melrose has experienced a greater than 55% drop in

▶ 32:02 Jennifer L. Lemmerman: major crime this year so far. Melrose police have been on the front lines in the city's fight against addiction which we just heard about from from the chief saving several lives through the use of Narcan. They participated in drug take-back events, community outreach efforts like coffee with a cop and monthly educational community meetings, and give of their time off duty as well. For example, and I hope the Chief doesn't mind me saying, for the past two years he and his wife have walked 26.2 miles in the Boston Marathon Route in support of the Jimmy Fund with the Massachusetts Chiefs of Police Association. And I think he's done it pretty fast, too, from what I know of when he crosses the finish

For all of these reasons, through this resolution, we hope to show our gratitude for all law enforcement officers who regularly put the safety of their communities in front of themselves. So at this time, I will read this resolution into the order, a resolution recognizing National Police Week 2017. Whereas there are approximately 900,000 law enforcement officers serving in communities across the United States, including the dedicated members of the Marist Police Department, and whereas in 1962, President John F. Kennedy signed a proclamation which designated May 15th as Peace Officers Memorial Day and the week in which that date falls as Police Week in order to recognize the service and sacrifice of U.S. law enforcement and pay tribute to

And whereas the names of those dedicated public servants who lost their lives serving their communities are engraved on the walls of the National Law Enforcement Officers Memorial in Washington, D.C. And whereas 394 names of fallen heroes are being added to the National Law Enforcement Officers Memorial this spring. And whereas among the names currently engraved on the memorial are those of Melrose Police Department Officer Joseph Paul Martin and Melrose native Officer Garrett Swayze of the University of Colorado Police Department. And whereas the Melrose Board of Aldermen honors and commends all those officers who risk their lives while serving the citizens of Melrose in order to protect our safety

Now therefore be it resolved that the Melrose Board of Aldermen formally designates May 14th through 20th 2017 as police week in the city of Melrose and publicly salutes those men and women who have committed their lives to public safety in our community and in communities across the nation on this 15th day of May 2017 many years ago when I was a patrolman 1985 we had a traffic supervisor Mary Foley she gave her life for saving a youngster going to st. Wright Jr.: immediate consideration of this order second is there an objection to immediate consideration there is not mr. president we have been right sorry thank you mr. president we have a communication from the state lottery in which they indicate that bob's market on west wyoming at the corner of cleveland street uh has requested to install a keno to go um well they have keno to go there and they're asking to install a keno monitor which would allow players to watch the numbers as they're they're posted uh every four minutes um and um and therefore players could stand there and see the numbers as they come out We've had this issue come before us in the past as we all know there are right now 12 Establishments as I understand in the city that have

Wright Jr.: Keynote to go with without a monitor which allows you to play and then you can check your numbers later But where we've been asked for monitors in the past we've written to the lottery as a board and requested that the um that the petition uh be denied and i would ask that while i um like the individuals who have maintained bob's market over the past several years reopening it after it was closed originally after many many decades in that location and they provide a valuable service to that neighborhood it is a residential neighborhood it is a very busy corner it is a freestanding establishment with no other establishments within probably 300 yards and i don't believe it's the proper site to have that type of activity going on if we're going to have people parked there we

Wright Jr.: have parking issues already there's only room really for one vehicle in front of the store on west wyoming we've had issues with cars parked on cleveland street where they park too close to the corner of west wyoming and this is going to attract people to stop and linger in the store rather than grab what they need their bread their milk and and and go these people are going to linger and that's not the type of establishment that this was intended to be nor do i think it's It's a type of establishment that's conducive to the neighborhood in which it's located. So with due respect to the operators of Bob's Market, I would ask that this board send a communication to the Massachusetts State Lottery asking that they deny Bob's Market's request for a keynote to go tomorrow.

Firstly, I'd like to say, I'm getting a little tired of how the lottery sends these things to us at the last minute.

▶ 41:44 Peter D. Mortimer: And tries to slip it in and makes us respond. It's like one of those credit deals. We buy the first month for $9.95, and then if you don't cancel it, you keep getting the next one for $20 a month. And they keep doing this to us, and I wish there's a way, maybe we can reach out to a state delegation persuade them to cease and desist. This has happened, as Alderman Wright aptly pointed out, I've been an alderman for 16 years and this has probably happened 16 times and enough is enough. And in furtherance of Alderman Wright point, he pointed out the inappropriateness of the neighborhood and there's also a school in that neighborhood, and the church is not so far away either. Melrose is a small community.

▶ 42:34 Peter D. Mortimer: We don't need a gaming parlor within our neighborhoods. He's absolutely correct. Further up the road, just another 500 or 600 yards, there's Grimsby's. If people want to play from Melrose, want to play Keno, they can go to Grimsby's. Now, Grimsby's doesn't open until 1130, but if you need to sit in a gambling parlor about before 11.30 in the morning to play repeated rounds of Keno. Maybe you have a problem and you shouldn't be gambling at all. This isn't the type of thing that we want in our community. Alderman Wright is right on the nose with this, and I support his motion wholeheartedly. Thank you, Mr. President. Thank you. Anything further?
