Mr. President, I make a motion to open the floor for public participation. Second. Alderman Mortimer moves that we commence the public participation portion of our meeting. Wright Jr.: any discussion on the motion all those in favor of accepting the minutes please indicate by saying aye aye is there anybody opposed that motion passes the minutes are accepted okay this evening we do not have any communications from his honor the mayor or other city officials nor do we have any new business do we have any orders out of order this evening Alderman Wright Mr. President I would like to offer order number 2016-42 a resolution opposing the reinstitution of alcoholic beverage advertising at commuter rail stations it came to my attention in the past week that the T it's their fiscal and management control board had held a meeting on October 5th at which they heard a presentation on how to raise revenue and one of the

Wright Jr.: proposals was to reinstitute alcoholic beverage advertising they indicated this they anticipated they could raise in excess of a million additional dollars of revenue annually as the members of the board will recall particularly those who are on at the time back in 2006 the T placed advertising billboards at West at Wyoming and Cedar Park unbeknownst to the city they just suddenly appeared so without stating what's in my resolution and then rereading the resolution why don't I just read my resolution that that's okay can I call for the vote on the the motion please Alderman Wright moves that we accept this order out of order second the motion motion is seconded by Alderman Mortimer on the motion all those in favor aye anyone opposed and I believe Alderman Wright is

Wright Jr.: seeking immediate consideration for the purpose of reading and acting on the order is there an objection to immediate consideration there is not Alderman Wright you have the floor thank you I prepared a resolution opposing the reinstitution of alcoholic beverage advertising at commuter rail stations and it reads as follows whereas without notice to the city of Melrose or other municipalities in 2006 the MBTA placed advertising billboards at certain MBTA commuter stations including Cedar Park in Wyoming and whereas in 2009 the MBTA allowed alcoholic beverages to be advertised at these commuter rail stations in Melrose and whereas in 2009 due to their location in residential neighborhoods and along walking and riding routes to Melrose Veterans

Wright Jr.: Memorial Middle School Melrose High School as well as the Roosevelt Lincoln elementary schools and as well as the proximity to nearby Bowdoin Park and Lincoln Park the city of Melrose and this Board of Aldermen petitioned the MBTA to remove alcoholic beverage advertising from the commuter rail stations at Cedar Park in Wyoming and whereas alcoholic beverage advertising was thereafter removed from billboards in Melrose and whereas the MBTA thereafter removed the alcoholic beverage advertising from its stations buses and trains and whereas the MBTA fiscal and management control board met on October 5th 2015 and discussed the need to increase revenue per item 3.4 of the of their agenda and whereas the MBTA fiscal and management control board

Wright Jr.: heard testimony from his staff on the potential for raising substantial additional revenue by again allowing alcoholic beverage advertising and whereas the MBTA fiscal and management control board is scheduled to meet again on October 21st 2015 therefore the city clerk was hereby directed to immediately inform the MBTA fiscal and management control board along with governor Charles Baker state senator Jason Lewis and state representative Paul Broda that due to their proximity to neighborhoods schools and parks this board opposes allowing alcoholic beverage advertising at its commuter rail stations thank you alderman so if i may just briefly um tea was not initially receptive to us back in 2009

Wright Jr.: and alderman Brodeur now state representative Brodeur and i discussed it and i know alderman Brodeur took the initiative to contact the actual alcoholic beverage companies and it was a combination of that and contacting the tea as i recall that brought down the ads and it wasn't until 2012 that the t did away with all alcoholic beverage advertising so um i i know that they've worked hard we were the city was involved in a lawsuit with uh with the t uh with as it relates to zoning and the right to erect those billboards and the t prevailed so the t is not always receptive to the the needs and the desires of the municipality in the neighborhood so i think at a minimum we need to make sure that our concerns are known to them at this point because they are under
