This is the portion of our meeting where any individual who is present and wishes to speak on any item on our agenda can come forward to the table in the center of the room, identify themselves, and they will be heard. Hi, I'm Jerry Morose. I'm here tonight to talk about a couple different things I see that you have water and sewer related ordinances on the agenda again and you know ever since months ago I've been looking regularly to see when the next water and sewer committee meeting is going to happen I don't I haven't seen it yet but um you know I hope there's some way of posting those meetings in advance instead of

▶ 2:32 often they posted two days in advance and if you don't happen to see it on the day you missed the meeting um not to interrupt you mr morris but while we have the opportunity and we're on television the meeting will be i believe november 5th okay thank you and is that that's at nine in the morning alderman Tramontozzi i'm looking at my email right now and if i give me a few minutes i'll confirm that so i believe that anybody wants to go to the water and sewer rate commission meeting i believe it's november 5th thank you that saves me a month of looking nightly to see if it's going to be up tomorrow um in you know i i appreciate all this i'm sorry it is november 5th at 9 00 a.m and up in the mayor's conference room the mayor's conference

▶ 3:11 room upstairs thank you um the the different water and sewer ordinances that are there and i don't know why they're on the agenda here tonight in some ways is unfinished business um but i see that what those ordinances are trying to do proposed ordinances are trying to do is is basically to kind of make some contortions to mitigate the harm of this strange tiered water rate system. And I pulled out the data from the MWRA, and MWRA bills us at a flat rate per million gallons, like $3,368 per million gallons. works out to about two dollars and forty two cents per hundred cubic feet and you know that our water rate is way more than two dollars and forty two cents per hundred cubic feet and you know I'll get into as much depth as anybody wants to

▶ 4:10 but you know there are other factors to involve but but what the issue comes down to is that there is no benefit to conserving and not conserving high water rate users don't cost the city any more than low water rate users a flat rate is what it's appropriate at some level and and one could argue even that a flat rate actually puts a larger percentage of the burden of the fixed cost of our system on to higher higher volume uses anyway but you know Alderman Medeiros has made a number of proposals you know some about trying to get second water meters and some dwellings that you could theoretically separate the two services a two family or the 20 services in a 20 family or whatever it might be and all those contortions

▶ 5:00 won't work for everybody and i appreciate the intent of it but they won't work for everybody what works for everybody is going back to the rational process of a flat rate for water and sewer and then it takes all those other things off the table in terms of the pro rating i appreciate alderman khan's proposal that's um i saw somewhere here um about making certain we just read all the water meters with the new meters that we can read them quickly read them all in that last two weeks of the of the fiscal year and build them at the fiscal year the old fiscal year rate so people aren't harmed by we don't even need probation at that point we can just build everybody for the fiscal year in which they use the water and sewer it eliminates another problem simple is

▶ 5:43 better than complex and to argue that munis can't calculate this or the billing system can't do this we all know that it works fine for years as a flat rate and and again i'd love to see this be decided and talked about well before next spring when we get into the middle of that um i do want to say one more thing about um i think there's it's order 2015 182 about a rules change um i wrote down rule 32b um i've heard different comments from from board members about that if we're already doing it it shouldn't be a problem to kind of codify it in the ordinance that we're going to continue doing it if we're not doing it what my concern is that if there's information that's coming before the alderman and with which you're making your decision about something that comes before you

▶ 6:40 you, I think it's important that you give the public an opportunity to see what items you have in front of you on which you're basing your decision. And whether it's somebody saying some wacko thing or somebody saying the most rational thing, it's important that I, as a member of the public, know what I need to respond to to know what you're seeing. And I'd like to believe that all of you are thinking the same way I do. I know that's not true. And we've proven that year after year, but, you know, what it comes down to is that if you do get a report from the mayor's office, if you do get a letter from a person in the community, let everybody see, and I mean this goes to basic transparency, let everybody

▶ 7:28 see what it is you're looking at so we can all understand, and it's to your benefit as well if somebody's giving you some information that supports your the decision you ultimately make don't you want people to know the underlying basis for your decision rather than just question the result they can understand how you got there and I think that it's a perfectly reasonable ordinance to say that things that are presented to the board get posted to the website it doesn't seem like it's that that onerous of a problem I know you know today when I was on there I saw a number of the things that that I even had sent to you months ago as a as a letter that were there so I I don't think that it's a rule

▶ 8:05 a proposed rule that should just be kind of shrugged off as oh well we do that anyway or that oh it's too burdensome because even if it is to some degree burdensome that's what's appropriate is for everybody to be able to know and be on the same page about everything that comes before it not that one alderman gets one piece of information other one gets another the citizens don't know who's gotten what and that type of thing um but again i thank you for your time and um i look forward to the meeting thank you thank you sir is there anybody else who would like to speak this evening motion to close public participation mr president let's make sure is there anybody else here who wants to speak okay has a motion been made by alderman mortimer seconded by alderman

▶ 10:57 Gail Infurna: so we thank you for that so for our proclamation we have whereas the domestic violence is one of the most critical and far-reaching issues of our time affecting individuals of every age culture class gender race and religion and whereas according to the u.s department of justice domestic violence is the leading cause of injury to women between the ages of 15 to 44 every 21 days a woman is killed by domestic violence and more than 3 million children witness acts of domestic violence each year and whereas since last October 16 people have died in Massachusetts as a result of domestic violence including 14 women and two men and whereas for the past 20 years the Melrose Alliance against violence in conjunction with the police department

▶ 11:43 Gail Infurna: and the Melrose public schools has taken important steps to reduce the best domestic violence in our communities through education outreach and referral services as well as programs to prevent violence such as mentoring teen dating violence and bullying prevention now therefore I Robert Dolan mayor of the city of Melrose Massachusetts and the Melrose Board of Aldermen do hereby proclaim the month of October 2015 as domestic violence awareness month and and recognize the accomplishments of the melrose alliance against violence on its 20th year anniversary signed by robert j dolan and donald khan president thank you and you have this opportunity to say what you need to say advertise maybe the walk let that go by well first of all

▶ 12:34 thank you so much i want to thank the board of aldermen for your sponsorship of the walk again this year and just your ongoing support over the years really means a lot to us i want to just briefly introduce the rest of the team here most of you probably know joan bell and meredith baker our president and vice president and also the co-chairs of this year's walk let's see we've got reverend dominic taranak taranowski he just joined our wars i'm still learning how to say his name Outreach Coordinator Leanne Cassavoy, and Mike Zwerko, Maria Drago, and Joe Colozzo who are all part of our walk committee. We would like to invite all of you as well as the folks at home to our annual walk in Candlelight Vigil.

▶ 13:18 It's also the celebration of our 20th anniversary this year. It will be on Sunday, October 18th at 4 o'clock p.m. And this year it will be at Memorial Hall, which is where the very first Candlelight Vigil took place 20 years ago. ago. They just stood on the steps and there were just about 50 people. We're hoping for close to 500 this year will be inside. And we have lots of special touches planned. We have a special retrospective video. We're honoring our founders. We have a musical performance, children's activities, a community weaving project, an after party, and more. So we really hope all of you will join us our theme this year is weaving together a stronger community it's all of us and we really want to acknowledge the fact that it's because

▶ 14:06 of people like you and so many people in the community that made made made part of the fabric of the community that we want to celebrate that with everyone I think that's it I just I was just going to say that you know our work is not we're proud of what we've accomplished but our work is not over there are actually 16 victims this year last year there were nine we were hoping it would go down every year but it's back up a little bit and so we're proud of what we've accomplished but our work is not done and until that number is zero we will be here um did i forget anything okay thank you very much Thank you. I would feel silly telling you about her because you all know about her. just a quick story though when I came here she was in this job four years ago she was calling me every week and checking on me and I thought oh that's nice you know she's she's making sure I'm okay and settled and she told me later that no she wanted to make sure that the veterans were being taken care of so she's not only very nice but tough as well and has done so much for veterans to include Memorial Day her work with people who need food at our food drives and at our new veteran mobile food market she she's absolutely amazing. It would be impossible to list her accomplishments. The man to my left, who would

▶ 19:39 be too humble to share his accomplishments, is going to be promoted soon in the Air Force after 30 years of service, and I'd be hard-pressed to find anybody who's done more for veterans anywhere, never mind just in Melrose. Then Bob Driscoll, who's been chairing the committee for a while, has worked with me in my office to make me better and push me to try and help the community i hope i was able to do that for him but the work he does organizing events and programs to include our trips to dc taking care of veterans making sure the office is open and visible and and helping veterans is just unbelievable so i think he deserves more than those few words and the new appointment my friend jim machette just to give you a little

▶ 20:25 background on him he is a highly decorated vietnam war veteran a couple bronze stars with valor which they do not give away those are those are earned for your courageousness under fire he also did almost everything he could to make sure that he was ready for vietnam and i respect not only his service but his commitment to making sure that he did it the right way only matched by his service and willingness to help in the community he volunteers in several organizations to help feed the poor he has been coming and helping me with the veteran mobile food market and that the thing i admire the most is is anybody that comes in whether they're a volunteer or a young person or a veteran in need he takes the time to speak

▶ 21:08 to every one of them and make sure that they are comfortable secure and and know that they are being taken care of and i really respect that about him he's been coming to the meetings just on his own just to see what he can do to help the community and it's very nice to have him formally recognized here in the appointment to the board I feel lucky to be back in the United States and that it's my honor and privilege to do as much as I can for the community and and also specifically veterans in need good evening I just want to say a few words I just completed ten years of being on the Veterans Advisory Board since its inception in 2005 and I look forward to the next ten years of doing even bigger and better things for the veterans here

▶ 22:07 in Melrose just want to advertise quickly a couple of our upcoming events this month on the 24th we have the veterans food drive at Shaw's supermarket from 8 a.m. to 4 p.m. where we collect food for the two food pantries here in the city our drives are usually the number one contributors to the food pantries so just get that out there we also this Wednesday Ryan McLean and Jim Keene who's another member of our board will be going into the State House and talking before the Massachusetts Senate on a bill that the veterans advisory board here Melrose proposed to expand veterans benefits it's it's Senate bill 669 so that's this Wednesday and then later in the month we have the veterans in the classroom where we team up with the Melrose veterans

Medeiros: received among the board and shared among the members of the board of aldermen and also with the public i sat in on the committee of the legal and legislative committee of which i was not a voting member and i have to say that i found our chairman's comments that evening sort of uncharacteristically offensive that night and mostly the way he clarified the communications that we received from the public as being quote most usually opinions puffery and rants and quote this order that I filed would propose two changes to our rules and there's been much discussion that perhaps some of this is already being done I do believe some of it is being done two changes one would codify that if a member of this Board of Aldermen

Medeiros: requested information in the public meeting that the ant from the administration that the answers to those questions would be automatically made part of the public record and added to our orders in IQ m2 that information by virtue of its nature of course is part of the public record but this would at least make it added to the software that we have in the online meeting portal that is available to all of us as members and to all of the public from anywhere that has access to the world wide web the second part of that would also add communications that we receive from the public the administration and from other entities for lack of a better word for things like that we often receive communications from for instance our consultants call things like that

Medeiros: third parties third parties okay I'm not a lawyer mr. president but I do know that those communications that we receive and that all communications that we receive here at City Hall addressed to the Board of Aldermen sent to our public emails at the City of Melrose are considered to be public record in and of themselves and this would make it consistently that those communications would be shared in the IQ m2 meeting portal associated with the orders that that are before us I found those comments and that the the communications from the public were considered to just be most often opinions rants and puffery offensive because those are the people that we represent that put us in these seats that our job is to be a representative of the people that are
