▶ 0:00 Peter D. Mortimer: Good evening ladies and gentlemen. It is 7 15 on Monday, excuse me, Thursday, June 4th, 2015. This is the Committee of Appropriations of the Melrose Board of Aldermen. It is a committee of the whole. All of the aldermen are members, voting members of this committee. I am the chairman, Peter Mortimer. The vice chairman is Alderman Jaclyn Bird. Other members of the the committee here in attendance this evening are Alderman Inferna, Alderman Tramontozzi, Alderman Medeiros, Alderman Boycelle, Alderman McAteer-Margolis, Alderman Lemmerman, Alderman Forbes, and President Kahn. We are having two appropriations meetings tonight. This first one is just a few orders to kind of do some end of year house keeping and clean up a few accounts that are hanging around.
▶ 1:04 Peter D. Mortimer: And welcome some transfers at the end of the year. And then later tonight we'll be having budget meetings in our second appropriations meetings for this evening. May I have a motion to open the floor for public participation? So moved, Mr. Chairman. Alderman Forbes has made a motion to open the floor for public participation, duly seconded by Alderman Boycelle. All in favor, please say aye. Aye. Any opposed? The first order we have before us at this first appropriation meeting of the evening is order 2015-189. Here's a transfer of $18,000 from account 650052-528003. Ambulance ALS fees to account 650052-529000. Ambulance professional service. Is there a motion to suspend the rules please? So moved. Second. Second. Alderman Inferna has made a motion to suspend the rules that we may hear from appropriate of the officials here in attendance, said motion was duly seconded by Alderman McAteer-Margolis.

Point of order or point of person? I wanted to make a motion, but I'll wait until you recognize the fire chief. Okay, Chief, would you come forward? Good evening. Let me see if I can have a little clairvoyance. You're going to make a motion to join the orders. That's a good guess. There you go. All three, sir? No, order 189 and 190. Very good. Second the motion. President Connors made a motion to join the first two orders tonight. One that I have already read, and the second one I will read now, 2015-190. It is an appropriation of $18,000 from account 65003-330001.
▶ 3:45 Peter D. Mortimer: Ambulance retained earnings to various accounts as set forth therein. The motion to join these two orders has been made by President Kahn, duly seconded by Alderman Forbes. All in favor, please say aye. Aye. Any opposed, hearing none, the two orders are joined. Chief, welcome, thank you for coming. So as you said, here tonight with these two orders, it's for a year in housekeeping to get the money in order to pay some bills for the ambulance account. Very good, thank you, sir. Any aldermen wishing to be heard on this order? President Kahn, please. So you're transferring from the ambulance reserve account and you're paying bills that relate to the operation of the ambulance service, is that correct?

Alderman McAteer-Margolis has made a motion to recommend this order, Supposedly seconded by Alderman Lemmerman. All in favor, please say aye. Aye. Any opposed, hearing none, these joined orders, 15-190 and 15-189 will be recommended to the full board for passage. Thank you. Thank you very much, Chief. The next order we have before us is order 2015-191. It is to grant, accept mutual permanent easements on and over a parcel of land at 11 Greenwood Street. We are still under suspension, so Mr. Schenner, our Director of Public Works, will be joining us to explain this order and answer any questions we may have.
▶ 5:26 Good evening, Mr. Schenner. Good evening, everyone. During the design phase of the Highlands Improvements, the project team and the committee identified a parcel of private property that really looks like public property it's right along Franklin Street at the main entrance to the Highlands lot and at the time we were looking to make pedestrian improvements to that area we were looking to create gathering areas for people to congregate and and we had done that on one side we were looking at to mirror it on the other side so the the documents before you are an agreement between the city and dr. Jatrellis from from the corner of the Highlands lot in Franklin Street it reflects an easement if this has been
▶ 6:18 we've worked with the legal office at and making this agreement valid what you have is the actual easement plan a the construction plan which shows how the area will has been constructed and all the paperwork and agreement that shows that this is this is all ready to move forward the owner has been represented by attorney Bob Bell during the process the actual easement execution is expected shortly and obviously attorney Bell is dealing with attorney van campus and attorney Lucas on this matter so that that is the order that's before you Thank you Mr. Shanna, President Kahn please. And Mr. Shanna, the city's not paying any compensation to obtain this easement. No, we're not paying, we're performing some improvements to his private property in conjunction with this.
▶ 7:12 The plans show what that is, but we are not making any monetary payment to him in exchange for this property. And my understanding is the landowner actually was losing some parking as a result of the grant of the easement. So the city swapped back some parking to compensate him. That's exactly it, and that's what the documents show. He would have lost three spaces, so we compensated. The improvements compensate those spaces, so it's a net zero loss form. I move to recommend this order, Mr. Chairman. Second. Thank you for your comments, President Kahn. And President Kahn has made a motion to recommend this order for passage to the full board. Second.
