▶ 8:10 in the street anything else relative to the project that you want to put forth at this time obviously the town has some they want a permit pulled they want a grinded inlay they want any concrete sidewalk there any type of landscape and replace which is that's what we do anyways okay sir I think we'll ask you to come forward again and answer questions that members of the board may have is there anybody else who wishes to speak on this order could you please come forward please okay Myron Dittmer at 93 Altamont Ave and Melrose here first of all I did get notified about this with certified letter and I was very excited when I first read about this and the fact that they were bringing a gas main down Altamont Ave. Very excited about it because probably about 20 years or
▶ 9:19 so ago when I realized the street didn't have a gas main, I was interested in thinking about converting the gas and realized the street didn't have it. Contacted the gas company at that time and said what I have to do in order to get the gas main brought down Altamont, and I had to get a certain number of people interested in tapping in and try to get interest and uh my neighbors and but i couldn't get the uh the requisite number of people uh guaranteed to tie in so at that time it just failed i couldn't get enough people involved uh and then when i read about this the fact that it was going to go to one person one house and ultimately i said wow it's great now maybe they'll bring it all the way down the street then i realized no
▶ 10:05 it was going to stop there i said well maybe this is a good opportunity to find out more about this and if there was a possibility of them bringing it further up Altamont Ave. My burner right now, oil burner, is over 20 years old, so I think it's ready to be replaced. I already replaced my tank, my supply tank, about five years ago, so I had to spend additional money for that. And I think we all want a cleaner source of fuel anyway, and certainly natural gas is, i think good it's a guaranteed source uh... you know during with the time having uh... uh... oil trucks and and you know if you get snowstorms everything else there's nothing better than having natural gas assure supply uh... so i'm you know i'm i'm really looking forward to the day of
▶ 10:56 where i can tie into a gas gas uh... pipe in in in the street and i'd like to know what i need to do in order to convince the natural grid national grid that Bring the gas main further down or up Altamonte Ave. Because we have a house being constructed further up the street on the right-hand side, the old Sarney House. They're building a whole new house there on the lot. We have a lot of young people now in the neighborhood. Many of the homes have been remodeled. And I'm sure they would look forward to an opportunity to tie into a gas main, a natural gas source of fuel or source of heat for their homes. And I'm very excited about this opportunity. but I'd like to know more about how we could get an opportunity to really tie into this gas main.
▶ 11:43 So that's why I'm here, and I'd like the opportunity to learn more from this gentleman and what we need to do to get going on this as soon as we can. Perhaps it's not obviously in time to take advantage of what he's going to do here for 26 Altamont Ave, but how soon we can uh maybe work on getting it uh taken up for the rest of altamontana i suspect one or more of the members of the board may may ask those questions of the gentlemen that are here tonight okay thank you mr different anyone else who wishes to speak on this order sir hello i am mark petrie i am the resident of 26 altamont that made the request for the gas line uh much like mr ditmer we are interested in updating our home heating system also renovating our kitchen and updating our
▶ 12:50 stove etc to natural gas when we contacted National Grid in I believe early April we were informed that the extension had to be done from our neighbor's house on the neighbor closer to the Upham side of the street and it wouldn't be a problem we sent our deposit and then several months went by we contacted national grid several times then they responded that actually someone had made a mistake along the way and they realized that there was no gas running from upham street so they said we'll go through the process and have the line extended down the street months continue to drag on and then i got my exciting certified letter much like mr ditmer and was very excited to see that the progress was being made but was kind of surprised to see that we were looking at
▶ 13:41 extending the line just to our house which is making me feel a little selfish but I would love to be interested in sharing let's learn like to know more about what what's happening with the process great thank you sir thank you any other members of the public who wish to say anything before we wrap up the public hearing portion of this order Well, I guess I'd like to speak just for a moment, give him a couple of more questions, but he may be able to answer. My name is Bill McManus. I live next door, I live at 36 Altamont Ave, next door to Mark. And I also would be interested in gas, but before I would commit to anything like that, I would like to know the payback. In other words, is National Grid,
▶ 14:37 is there a charge for National Grid bring the gas to us do is National Grid going to help us out in the conversion process in other words obviously if you have gas you're going to get a new holding burner although heating system whatever new gas stove and what have you does gas does National Grid assist with any of that and some of the more details of the length of time they would estimate it would take to get a payback on all of this in other words I mean I'm not exactly a teenager so do I have to live to 150 and get my payback or what the story is so that's what I'd like the gentleman from National Grid to comment on some of those things okay thank you sir again and thank you very much thank you mr. ▶ 16:28 is fairly standard for all gas main installations we request that they repave the road from the gutter line to just be on their trench pull permits in accordance with ordinance and things like that and we've also especially in light of what we've been hearing tonight we've just asked him to do that due diligence may we can't force them to put gas main anywhere but we did request that they they reach out and do as much homework as they can to see if there was other interest in the neighborhoods because these gas main installations don't necessarily complete a loop or put them in a position to provide gas service to all residents in that neighborhood so nothing out of the ordinary I guess on as far as concerns and comments on my end great thank you

I noticed on both streets this one and the next one which we haven't gotten to yet, but they're identical On number three, it says any and all disturbed sidewalks and landscaped areas shall be restored to their original condition upon completion of the construction My only concern with that from a legal perspective, I guess more so than a practical because practically I assume if there's cracks and there's divots and all that they'll take care of that but um so that we're all on the same page um i would like that language to be added something to the effect that um but all sidewalk restoration shall be to the satisfaction of the massachusetts architectural access board so it's ada compliant and obviously if there's an issue because we've

Wright Jr.: i know we've got some hills up there with grandview or whatever um if there's a sidewalk there that needs to be cut into i understand that if i can see eject one moment there's no sidewalks okay sir okay thank you thank you if there's a place where a sidewalk obviously can't meet the ada requirements i assume we'll have a variance from the from the aab but i just want to make sure that any work they do is consistent with the ada because ultimately as you know the city will be held responsible if there's an issue absolutely yeah and if i could add we do um we work with the contractor a national group throughout the project and see through all the sidewalk repairs as it goes along a member of my my uh staff is out there frequently and working with them to make sure it's done

Mortimer: appropriately okay so you wouldn't have any problem with the language that i just read being no i think that's fine yeah okay thank you very much thank you mr thank you all right and mr street you have uh proposed four conditions to the grant of location that are set forth in your memorandum of october 20th of 2014 is that correct uh yes sir four four for each uh each order tonight yeah alderman mortimer um you've had a nice segue right into um going to make a motion um subsequently that uh these four conditions which uh we received a memorandum from mr street uh become part of the order i'll make a friendly motion to amend uh at this time if you think it's appropriate or i can wait till after the hearing respectfully i want to see if there are other aldermen who have other

Mortimer: amendments and maybe we can do it in one motion to amend very good um and i'll hold up on that then and i just wanted to ask mr street if you know what would be the possibility are there any blockages that would stop as far as you know any ledge or high water tables that would stop a gas main from going further up all the way to cedarwood or up altamont ave are you aware of any subterranean problems because we do already have sewer lines and water lines yeah so i i think there's a certainly the uh high probability of some ledge there but nothing that would prevent anything from being installed no right and i think mr di lorenzo is going to come forward again and i'll ask him too he probably knows if it's ledge they probably do have the uh where
▶ 20:22 Mary Beth McAteer-Margolis: with all the equipment and sure capacity to get through it they've they've done so a number of times this this year in fact the past couple of years yeah very good uh that's all i have for mr street thank you mr president thank you welcome back chair margolis you have your hand up i did thank you mr president um thank you mr street for being here tonight um my only question was you know we've really been trying very hard not to reopen the streets after we've been paving them and doing all the water and sewer work has that street ever been has it ever been repaved recently altamont ave uh no it's it's not under moratorium right now it is not and it's not in the is it in the pipeline to be done at some point in the future do you know on the list that we have
▶ 21:04 Mary Beth McAteer-Margolis: i i don't think it even rates very poorly no it's it's in decent condition it's not horrible so if in fact national grid were able to um accomplish this one connection but be able to work with the other residents you know over the next 12 months or something to bring it in it wouldn't be upsetting any planned restoration of that street by the city or any other work up there that we have planned no no I don't think so in the the pavement restoration I've laid out for this particular project is not the entire street it would just be restoring what they disturb if they were to extend it I think it would open up a discussion about how to how to restore the rest of the street does there are sections that
▶ 21:46 Mary Beth McAteer-Margolis: get poorer and then where they're working in now and do you anticipate that that street would need to be closed while this work is done I that would depend largely on a quarter that that's selected but I think it's it's probably to be conservative I would say yes most likely yeah it's not a very wide wide road so so National Grid would be responsible for all of the appropriate signage and details and correct for the neighborhood and the kids going to and from school and absolutely absolutely yeah okay and again I remember my staff is out there regularly working with them to ensure all those are in place and is that is that anything that you feel that you would need to add to the conditions in terms of or is that just kind of standard practice it's it's certainly
▶ 22:35 standard practice and we have a very good relationship with them and their construction crews and it's it's done very well through other jobs throughout you mr. Street just to make sure that everybody was clear I think you indicated earlier that the city has no way to compel National Grid to extend the line down the street it would be up to them and the butters to make a determination is that correct yeah correct mr. DeLorenzo can certainly talk to the process more but but these these get brought up by requests from residents and neighbors it's not the city requesting them to install gas main in any particular location my understanding is the only compensation that the city has in a situation like this is that they have to pay for the
▶ 23:19 street opening permit is that correct yeah correct yeah well there's also there's the benefit of the the repaving once it's done but that's not necessary but I think the gentleman was wondering whether there any payments were made to the city and my understanding is the only payment is a permitting fee to open street to my knowledge yeah okay yes okay anything else for mr street before we ask mr di lorenzo to come back alden boisselle on the closing of the trench and so forth are they only doing the one foot square area or are they doing from curb to curb so the the pavement restoration i've laid out for this particular project would go from the gutter line to one foot beyond where their trench is so that limit would would vary depending on where they have to install the gas main
▶ 24:06 it could be close to the gutter it could be close to the center line but wherever that gas main is they would pave to one they cut a nice neat edge and they would pave one foot beyond they've done that i'm trying to think of an example i think whitman was recently paved in that way that that main was closer to the center line but if you go down there you'll see a nice swath of new asphalt okay thank you very much thank you thank you anything else for mr street mr de lorenzo would you like to come back please questions for mr de lorenzo from the board alderman bird then alderman treyman tozzi thank you mr president uh thank you mr de lorenzo can you talk a little bit about what the process is for a neighborhood or a street to be requesting the gas line extension what happened in this

Bird: situation and maybe talk to some of the neighbors concerns about um wanting it you know extended to their homes right um normally i'm a field supervisor so i don't have any authority to be making any calls on who gets what but i will be on site every day we're out there so if any of the neighbors want to come out and speak to me i can get them a telephone number get in touch with somebody from sales they can come out speak to them and so on okay great and do you know what the regular process is is it um as described before that they call they request it someone comes out and in this case it was just a miscommunication as to where the line was being extended yes okay so if other neighbors were interested they should be calling national

Tramontozzi: grid sales correct okay and i can put them in in contact with someone okay that's all for now mr president yeah perhaps a couple of the neighbors who are here tonight you could give them the information before you leave so that they could try to see what they could do. Alden Trimantozzi. Thank you, Mr. President. One of the questions from one of the residents was whether or not the gas company is offering any special discounts or courtesy rebates. At one time, the gas company was offering some kind of programs. Maybe it was in conjunction with the state agency or so forth. Maybe you can shed a little bit of light on that. Yeah, I mean, once again, I'm not on sale, so I really can't, I mean, they do offer rebates.
▶ 26:35 John N. Tramontozzi: What they're offering now, I really don't know, I'm just in charge of getting it in and getting it done. So, that's something I can find out. Is that something that if a resident approaches you during the course of the construction project, can provide them with that information? I haven't heard much lately. I know in the past there were some programs when there was a push to convert from oil to gas, But it's been pretty quiet out there lately, so I don't know. You know something, 20 years ago they would have ran the gas man down the street for nothing, just to get one customer on board. Now, they're charging everybody. So it's basically a business decision from some executives at the- That's correct.

Maybe it's possible if you're doing this work, when do you expect to start doing it? as soon as the city releases the permit okay so I mean it could be a couple of weeks whatever correct right I mean obviously we want to get it in before
