So the funding needs to be expended in this current fiscal year? Yes. So, for example, the number two, which is additional Messina grant funding, which Ms. Gaffey talked about when she was before us on her department budget, that is not money that's going into the f y 24 budget. It is just for f y 23.

If you, if we can do an encumbrance and generally if you do an encumbrance, then you can carry the money over into the next year without an encumbrance. We don't do that. We look for some type of a commitment or a contractor or an agreement in order to do that, some type of paperwork to substantiate that. That's correct.

▶ 2:57:30 Jen Grigoraitis: So how would you, so if you're encumbering money, that typically means you've identified a vendor or recipient. Yeah. Okay. So if we've done that, we've identified, if you're saying some of this money could be encumbered for next year's expenditures, we've identified the recipient. If

▶ 2:57:46 Speaker 9: It's approved, typically, um, we would look for that follow up from the, in this case it would be, um, for the plea department for Denise Gaffey or whoever else is responsible to give us some type of documentation.

▶ 2:58:03 Jen Grigoraitis: Okay. I just, cuz I, the conversation we had with Ms. Gaffey was that this, that there, the mayor had made a statement about wanting to increase funding Yeah. To the Messina grant for f y 24. Mm-hmm. That this was the mechanism for that to happen. But in order to do what you're saying, we would already have to have identified the recipients of next year's grants, grant funds.

▶ 2:58:23 Speaker 9: Um, I dunno if I could say the recipient, but I think there'd be some type of obligation that we would have to see. Okay. And again, in what format? I, I couldn't speak to that tonight. I just, I'm, I'm not that familiar with it.

And so for the first item, community election engagement tools is the expectation that we've either already purchased those items or gonna be purchasing them by the end of the fiscal year, have identified, I, I guess I'm just trying to understand how it is that we're not just pushing money into the, well,

▶ 2:58:52 Speaker 9: A couple things. Some of these, if, if wanna go through one by one in this particular case, if you want to go do that, it might be easier. Um, if in fact they're looking to transfer funds because they have a shortfall, right? And they want, they need to make that up. But typically that's where you find your transfers. Um, and obviously if that's the case and that'll be a resolved with an FY 23. Um, I'll put the Macino onto the right and I'll look at the next one then. I believe it's 2 0 23 dash three through the chair, if that's appropriate. Mm-hmm. And there's a request also for a transfer of $15,000 to fight department overtime. Again, that's FY 23 overtime and he's looking to supplement his, um, his need for overtime costs through this me and that's fine. Again, um, it's a transfer.
