▶ 0:05 Ryan Williams: Good evening everyone. Today is Monday, May 13th, 2024. And this is a meeting of the Legal and Legislative Committee of the City Council of Melrose. I am the chair of the committee, Ryan Williams, and I am joined by Vice Chair Devin Romanul, counselor Maya Jamine, counselor Kim Vandiver, and President Lila Melli Exofficio. This serves as a notice of a quorum for the record, and so the meeting will proceed in accordance with Massachusetts Open Meeting Law. Tonight's meeting will be recorded and is being broadcast by our partners on MTV as well as live streamed on their website@mmtv3.org. And as always, we thank them for their service. We also have a counselor participating remotely tonight, and as a result, all Votes will be roll call.

▶ 2:20 Ryan Williams: Unanimous. Okay. We have two orders before us tonight. Order. Uh, the first step is order 2024 dash 31, requesting the rescission, which means the closing of the recycling revolving fund fund number 2 6 5 7, uh, which is a fund currently authorized to operate pursuant to Section four, chapter 14 E of the City of Melrose, code of ordinances effective FY. The closure of this will be effective FY 25. And as we have members of the administration here before us, I will entertain a motion to suspend Rule 37 B so we can hear from them.
