▶ 2:43:03 Speaker 9: Wonderful. Jim might be up here for the next time. Um, this one more. So this is another, uh, earmark Federal earmark project. This one's administered through the EPA. Um, it is a million dollar grant and it's specifically for stormwater improvements at Alpine Park. Um, this grew out of the Alpine Park feasibility study. We had a lot of really great, um, components of that project that relate to stormwater. And so, uh, the mayor's office at the time had applied for this grant, um, to advance some of those stormwater improvements. The, uh, the city's component, the match component of the total million is over 80,000. But the way the project is split out is there's a design, there are two design phases, and then phase three is construction. This gets us through the match component for, for phases one and two, which brings the project fully to the end of the design phase. The reason we split it out separately is because this is the, um, the discussion surrounding Alpine Park. I know from being on that feasibility study committee, um, it's a hot item when it comes to anything that relates to the playing surface of the field. And so, um, we anticipated that folks would feel a lot more comfortable approving the funding for the design only. Um, that is, which actually includes the permitting too, and that is, is irrespective of what the final playing field's surface is. Um, and then from that design, we would design basically as many of the stormwater improvements as we could for the whole project up to about a 25% design. And then we would do final design for the ones that we think we can afford to construct with the grant. And then at that point we would return and request the construction match component, um, which I think is about a hundred thousand dollars to be able to construct the project. But we just felt like with it being such a, um, uh,

▶ 2:45:19 Speaker 9: I don't wanna say contentious, but such a hot topic with the public, um, that it would be better for the council to know what your, what the money's going toward when we're voting on construction funds. And at this point, we can't say specifically what the construction project will be because we have to complete the design first.

▶ 2:45:40 Ryan Williams: The purpose of this is to manage stormwater from Linville's Parkway down into El Pond, correct? Yeah, I'm looking, so it's on, it's on page, I don't know, 23 of the El Pond feasibility study. It's not soil drainage.

▶ 2:45:58 Speaker 9: Some of it is infiltration most likely. Okay. I mean, if I had to guess what, ultimately we'll be able to construct with the money that we have. We have a proposal in the, the wetland as there's a pipe that comes under Lin Fells Parkway. Mm-hmm. And then there's an outfall and there's a wetland that leads to the pond mm-hmm. That is a mess of invasive species and just, it's just a really low value wetland, um, that we've proposed restoring and trying to add some storm water treatment benefit to it. Mm-hmm. You can design it so that there's the storm water gets slowed down, stuff settles out, some stuff filters into the ground. So that's one component that might be part of the ultimate project. Um, another is, I think we had some rain gardens in a couple of spots, so that could be part of the project. And then the big one is whether we wanna do any storage under the Knoll parking lot. If we wanted to try to infiltrate more water mm-hmm. To have it filter before it enters the pond, that would be a big water quality benefit. So those are the types of things we'll be looking at. Um, in addition to under the field, there's, whether it's a artificial turf or a natural turf field in the long term, there's gonna be half, there's gonna have to be some sort of enhanced drainage system. Mm-hmm. So we'll bring all the storm water up to that 25% design, and then we will decide what we think we can actually do with the construction money. We'll bring that to final design and then come back for construction money,

▶ 2:47:35 Speaker 9: It, it would help meet it for sure. Yeah. Yeah. Anything that we do in that watershed that infiltrates or that treats will help with that.

▶ 2:47:51 Speaker 9: Yeah, we'd really be starting where the culvert outflows into the wetlands, so we wouldn't really be doing anything in the right of way there. Okay.
