▶ 48:53 Speaker 5: Thank you. Um, I think you probably all know Jay Coy by now our acting acting city engineer. Um, thank you for having us. So I thought I would just quickly go through the bullets in the memo that we submitted, um, which with each of the ordinances, and then if you have any questions, um, just to summarize what the intention was of each set of updates. So, uh, for solid waste and recycling, that's what you said this one is? Correct. Okay. Um, so we, on a previous edit, we had added and recycling to the name of the ordinance, but somehow that just never made it into the formal ordinance. So we've added that again. Um, we are adding requirements for the type and placement of curbside compost receptacles. Now that we have curb curbside compost preferred vendor, um, we've, uh, extended the applicability of the violations. For some reason they were only in reference to all, except for one section of the ordinance. So we just extended it to encompass the whole, that whole section. Um, clarifying some provisions about mattress pickup and agents of the city versus the city itself, since we have different contractors doing different things. Um, correcting the reference to what line on the tax form we use for our discount programs for consistency with both current practice and the water and sewer discount wording. Um, correcting references to recycling receptacle types. Somehow we missed that when we, when we entered into the new curbside program with the toters, we somehow missed some of the language in the recycling section. Um, we had an inconsistency on the duration of dumpster permits between two different sections of the ordinance. That's, that's corrected. And, um, an update just on the, on article four for consistency with current practice and compliance with state requirements.

I was just wondering whether, um, uh, whether the director and whether the council would be amenable to, um, in this section where we talk about, um, the discount program. Last year we passed something with two parts effective July 1st, 2024, effective July 1st, 2025, whether for clarity, um, it would make sense to do an amendment as well to strike out the part that was only applicable from last July through this July.

▶ 53:06 Kimberly Vandiver: Uh, so, uh, this is the change we made last year, um, where we had stepped that program over two years. So I would just recommend taking out the first sentence in B.

▶ 53:21 Kimberly Vandiver: Yeah. Okay. And, uh, potentially even the next three, four words after that, effective July 1st, 2025, we could leave it at any resident Melrose who owns and occupies. And just take out the, the dates at which that changed. Second.

Motion made by Councillor Vandiver, second by President Mickler to strike, uh, sentence beginning effective, um, all the way through the end of the date, effective July 1st, 2025. ▶ 54:21 Mark Garipay: Yeah, I just have one quick question on 1 1 98 dash eight, um, temporary dumpsters where eliminating not to exceed 60 days in renewal after 60 days. Just curious on the renewal. Is it another, uh, permit, um, charge? Um,

▶ 54:41 Speaker 5: Um, no, it's typically not another charge. We just extend the permit and, and you'll notice in 1 98 9 it does say the permit shall be valid for 30 days and renewable in additional 30 day intervals. So that's why we deleted the 60 days just because it was contradictory. But yeah, our practice is not to, um, to keep charging a new fee each time typically.

▶ 55:09 Speaker 5: Well, the 30 was already in there. Both were in there before. Okay. Yeah. And 30 is what we've been doing. Got it. So we're, so it's consistent with our actual practice.
