Finally, ID number 2026-1507, request that the city council approve the written determination that the lease transaction of the St. Mary's Parish parking lot is a unique acquisition of property pursuant to Mass General Laws 30B.

▶ 1:07:41 Kimberly Vandiver: Since you're here with us in committee, can you give a brief overview of, in the event that we decide to pass this, what this portion of it would do?
▶ 1:07:49 Speaker 1: Yes. So 30B, which is the procurement law in Massachusetts, there's a Section 16E2 that says the city may enter into a lease for real properties, that includes parking lots, without issuing an RFP if council determines in writing that there's a unique piece of land, such as this. So, in the past, this has always been determined to be because of location. So, this one is because of the location of the property, is how we've determined in the past, because it's right near downtown, it gives access to area businesses. What would happen is council would vote, they would draft a written determination that this is a unique property, which is what we've done in the past. And I have drafted one that council would look at, council could edit before we approve it, and then if it's approved by council, it then goes to the central register out in the state. It gets published for everyone to see for 30 days, and then after that, the mayor can sign. But you have that waiting period between when council votes and then when the mayor can actually sign.
