▶ 0:45 Devin Romanul: Seeing no objection, those minutes are now approved. I'll now motion by unanimous consent to open the floor for public comment. Seeing no objection, our floor is open for public comment. This is the portion of the meeting where members of the public may come and speak on any items on tonight's agenda. Do we have any folks in the audience? All right. Feel free to give your name and address, and I'll just ask all members of the public, we have a five-minute time limit for all public testimony.
▶ 1:13 Speaker 2: Thank you very much. My name is Martali Periard. I live at 569 Franklin Street, and I'm here representing obviously myself, but also Undercliff Terrace Condo Association, which is 19 units, all owned in Ward 1. So the reason I am here tonight is to respectfully request that in the budget, there be money put aside to bolster the personnel and the processes that are necessary to compel developers to adhere to Melrose city ordinances, and to enforce that. For the past 15 months, the work site at 529 Franklin has frequently violated Melrose city ordinances, specifically the work hours. The work hours are 7:00 a.m. to 6:00 p.m. on weekdays, and 9:00 to 3:00 p.m. on Saturdays. Very frequently, they start at 6:30 a.m., and very frequently, they finish after 7:00 p.m. On Saturdays, they almost always start at 7:00 a.m. There is also continuous idling of trucks and a great deal of noise that I believe exceeds the city ordinances. We, meaning the condo association, many residents, and myself, have contacted the city upwards of 30 times since the commencement of this project. I have contacted the mayor's office. I have contacted the police. I have contacted the building inspector. Enforcement has been sporadic, and unfortunately, not always successful. My last four emails to the city, the chief of police, and to other individuals, the building inspector, unfortunately went unanswered and unacknowledged as well. That's why I came here tonight, to say that given the very large number of developments, not only in the Highlands, but across all of Melrose, it is clear that there is a need for appropriate resources and funding to support the enforcement of ordinances, and also to hold developers accountable. Thank you very much.
