▶ 11:35 Peter D. Mortimer: We have one order before us, as I have already mentioned. And before we entertain that order, I would welcome a motion to open the floor for public participation, please.
▶ 11:46 Speaker 5: Mr. Chairman, before you consider that motion, Alderman Boisselle has chosen not to participate in this order this evening.
▶ 11:52 Peter D. Mortimer: Yes, I was aware of that possibility and I was going to mention it before we started, but we can deal with that now. Alderman Boisselle works for the DEP and because of the nature of the order, the single order before this committee this evening, he has properly opted to recuse himself. So, members of the public who see that his seat is vacant, that is the reason why.
