▶ 8:13 Speaker 1: Yes. Through the Chair, both Order No. 201-653 and 201-654 pertain to the settlement of collective bargaining agreement. I think Mr. Van Campen is here as well. These are the funding sources portioned from both water and sewer, and I think you'll see it also rolls out into further orders down.
▶ 8:40 Speaker 2: But to begin, and Mr. Chairman, if I may, through you to the members of the committee, 2016-53, 2016-54, and 2016-55 all are related to recently concluded negotiations with Laborers Local 272. So that is to fund the first year, including a retro payment of a three-year collective bargaining agreement, just to report to the members of the Appropriations Committee happy to report this contract maintains the city's historic cost of living pattern of 1% across the board in addition this contract also incorporates what we call performance incentives most of our contracts now we're moving in the direction of incorporating performance incentives for our employees so if an individual gets an additional certification or license requirement And during the life of the agreement, that incentivizes them, they receive additional payments. So this money is to fund that contract, which runs from July 1, 2015 to June 30th, 2017.

▶ 10:19 Speaker 3: Yeah, you have three funding sources for the COLAs here. Yes. You have, and I need to talk in my jargon so I don't get confused. The retained earnings account, I call those free cash. So we have the water free cash, sewer free cash, and we have the contract stabilization fund. How did you determine the proportion of money that came from each one of those sources?
▶ 10:46 Speaker 1: It's based on the employees within the respective enterprise funds. So if they're in water, whatever contract provide for those employees for an increase, same as in sewer and obviously general fund for the contract state for the contract stable they should fund itself and can you tell me for water in sewer
