▶ 21:45 Speaker 1: And these appropriations tonight are going to fund all retro payments under these contracts. That is correct. For the first year and for the year up to this point in time. That is correct. Yeah, and just for the benefit of the public, negotiation and ratification of collective bargaining agreements is really not anything that we have any authority to regulate. It's an executive function, so all we do is what we're doing tonight, which is to fund completed contracts if we see fit. But we have no role and no authority in terms of negotiating, having colloquies with people about benefits or provisions of the contract. So this contract has been ratified by all parties, is that correct? Correct.

I just wanted to make a comment that I know that sometimes negotiations can be dicey, but I'm really happy to see that collective bargaining here was successful. I know you, Mr. City Solicitor, yourself, spent a lot of time on this, as well as the mayor. And we have some union representatives here tonight from the firefighters, so I'm just glad that this is resolved and kind of going with the tenor of the work that's been done by the administration over the years to effectively have agreements reached with the unions here on a whole host of issues way before my time so I'm very proud that that has occurred very proud of the fire department that we have as well and it's also a testament to the importance of unions where they can actually have a open conversation about their not only their working conditions but also their wages and that's a very important and diminishing part of American society so I'm happy that we were able to reach that tonight I'm proud to support this order and I
