▶ 0:02 John N. Tramontozzi: Good evening. This is, it's now 7.30 p.m. on Monday, April 24, 2017. This is the Board of Aldermen, the City of Melrose, the Legal and Legislative Committee. This meeting is being recorded for immediate reviewing and subsequent viewing. Pursuant to the Massachusetts Open Meeting Law. I am Alderman Chairman Tozzi, Chairman of the Legal and Legislative Committee. And with me this evening, with us, is Vice Chairman Alderman Francis Wright. Also Alderman Peter Mortimer, Alderman Scott Forbes. Alderman-at-Large Michael Zwerchow, President Donald Kahn, non-voting members present, Alderman Robert Boisselle, Alderman Jennifer Lemmerman, and Alderman Monica Medeiros. I would entertain a motion to open the floor for public conversation.

▶ 1:06 John N. Tramontozzi: Thank you. We have a motion by Alderman Mortimer, seconded by Alderman Wright. On the motion, all in favor? Aye. Any opposing? None. And this is the opportunity for any member of the public who wishes to come forward to speak on all the matters on the legal and legislative committee, which there is just one order. Any members of the public, please feel free to come forward. Seeing no members coming forward.

▶ 1:32 John N. Tramontozzi: Thank you, we have a motion to close public participation by Alderman Mortimer, seconded by Alderman Zwirko. On the motion, all in favor? Aye. Any opposed, seeing none, public participation is now concluded. The first order, first and only order of business on the Legal and Legislative Committee is order number 2017-124. It's a petition to the great and general court to enact a special act, noted as an act authorizing the city of Melrose to allow the installation of secondary water meters in two family owner occupied residential properties. This order is sponsored by Vice Chairman Alderman Francis Wright, who has the floor.
