▶ 3:08:21 Speaker 10: proposing this at this time thanks John and I will be brief so when I had come previously when we talked about the multi-year roadway and utility improvement project I'd showed various GIS layers of data on the roadway condition and the water main conditions and gas main conditions that drove those decisions of where we would go so I'll just speak in a little bit more detail about specifically the water component of that we completed this capital efficiency plan with the consultant Tata and Howard in February 2017 and they used an approach where they looked at three different elements of the water system citywide they looked at the condition of the assets themselves considering the age the materials of the water mains that are out there they looked at hydraulic restrictions places that are having trouble getting enough water places that traditionally have had pressure issues or other flow issues and then they look at what they call asset criticality so is it the only water main that serves a hospital or a school or something that's considered a critical asset in the city and then they take these three parameters and they do like a Venn diagram what intersects all three and those pop up as the first phase of where they think we should be spending our money anything that hits two of the three criteria becomes second phase and anything that hits just one becomes the third phase and they have a phase three a and three B that kind of gets into the weeds so we're focusing our attention on phases one and two and projects that intersect with other needs so we've identified the Warwick Road neighborhood and the Altamont neighborhood as coming up to the top of the list and then Florence Street we hope to start on the design of Florence Street as part of this initial set of funding the funding as proposed covers both the water main projects themselves and the restoration of the roadway we anticipate that National Grid will be working in some of these same areas and historically we've been able to get a contribution from National Grid towards the roadway improvements so that when we're done and they're done we can then repave the road and leave the neighborhood looking even better than it did before and you know having that contribution from them as well which we intend to seek and then
