Zwirko: thank you mr chairman um at the time Thorp a motion before us to move this to the appropriations committee i do support the motion to do so just for those folks that may be watching at home and for others here in the chamber about two weeks ago we had a nice discussion on this order at the time i co-sponsored this order with myself and alderman wright and we did say that Thorp still some work that needs to be done i imagine that we'll be discussing this again i think that the appropriations committee at this time is the correct place for this as everyone is a not only a voting member of that committee but can also openly debate as the everyone is a voting member furthermore at the public works committee previously the department necessary department heads were also here that's not to say that they can't come back in the future but i think that it's rightly placed at appropriations at this time so i support the motion before us

MacMaster: thank you mr chairman anyone else thank you mr chairman um i also support uh the motion to move this matter to appropriations uh as president Zwirko said at the last meeting we did have chief lyle here we had superintendent shanna and we also had the city solicitor mr van kanden the matter was debated extensively although i do have some concerns about the order which i expressed to both president Zwirko and to alderman wright i think that Thorp some additional debate that needs to happen i think that in order for us to address some of the concerns that were debated and raised at the last meeting that it's best for that to occur in appropriations to allow every every member of the board an opportunity to to vote on any prospective changes i understand and respect the purpose of our committees but i do think it's appropriate to move this forward tonight for two reasons one the high level of interest that we received from the public there were members here at the last meeting who came before us and discussed their views about this order we also receive correspondence from a number of residents via email also the nature of the order as both alderman wright and president Zwirko discussed really emanates from a concern about public safety and as a public safety matter i think it really behooves us to ensure that all members of this board through the appropriations committee have an opportunity not just to weigh in on it but to vote not just up and down but on any changes that we may deem necessary to make so i'm also supportive of this motion okay anyone else all right we have a motion before us for
