▶ 4:45 Speaker 2: tonight my name is Jerry Rose um I know tonight your public hearing is on specific sections of the budget what I'd like to talk about a little bit tonight is the structure of the budget document itself in the budgeting that I do in my professional work the most important line that we want to look at is what a good projected expense for the end of the current year is to know as a basis what we need the next year. And I was hoping that this year with a different administration, we'd see a different presentation of the budget. But, you know, it shows what we spent in 2019, which is a wonderful thing to show. The information about what our original budget in 2020 and revised budget in 2020 is, is helpful information. The year to date 2020 tells us where we are as of the date of this document, which obviously it gets older as you get through this whole process and it's not always updated but the i the critical element to figure out what you want what we need to budget for 2021 would be what exactly are we intending to project to spend for the june 30th 2020 fiscal year and um and that's the thing that is always missing from these documents that i would like to believe that every one of the department heads would have a good sense already of what what monies are already encumbered what monies they typically pay out in the last month and a half of the of the fiscal year as they've done in prior years and that they could give us a good fairly accurate amount for a projected line item I haven't had a chance to completely study this document yet but in other years we found a lot of anomalies where you know that one column shows you know I won't even go there but anyway I will be coming back to speak about other specific items besides the ones you have tonight on the budget I would hope that in this process we somehow could get the the administration to put out a document that would show us what people project will be with all the things we even know now given the extra expenses of the this this crisis time where we will be in June 30th and why and if we're off of the budget it would be nice to know why we're off of the budget if this budget in 2020 had some anomalies it'd be nice to know whether those anomalies exist will exist or people think they may exist for 2021 or the 2020 was really an anomaly why we were off some way but thank you for your time I appreciate it
