▶ 0:05 Ryan Williams: Today is February 23rd, 2026, and this is a meeting of the Boards and Commissions Committee of the City Council of Melrose. I'm the chair of the committee, Ryan Williams, and I'm joined by voting members, Councilors Cal Finocchiaro, Elizabeth Kowal, Kim Vandiver, and President Brad Freeman, ex officio. I think... Do I see-- I don't see Councilor Park, but he may join us, uh, in a minute. This is a notice of a quorum for the record and serves as roll call, so the meeting will proceed in accordance with Massachusetts Open Meeting Law. Tonight's meeting is being held remotely, it is also being recorded, and it is also being broadcast by our partners at MMTV, as well as live-streamed on their website at mmtv3.org. The reason that we're remote tonight is because, um, all of the city buildings are closed, and we had a fairly straightforward meeting, and the attendees were willing to meet remotely, so we decided to keep the meeting on the agenda and move forward, uh, move forward remotely. Um, as a reminder for councilors, and I'm sure we all know this, but just to get it out there, um, tonight's, uh, motions will all be held by roll call. Uh, and if anybody has audio or video problems, then we can take some time to try and resolve them, and if we can't resolve them, then we have to do a simple majority vote to decide whether or not to move forward.
