▶ 1:15:36 Robb Stewart: thank you mr president uh at this point um i have submitted uh an amendment to this order to help clarify some of the process in which this is done. When I took a close look at this, and as I had stated in appropriations, it wasn't clear to me how this was going to be executed, and I think in terms of fairness to any of the prospective candidates now or in the future for this position, I think it makes sense. And I encourage the Council to consider that we have a clear path towards this. I'm not suggesting that this shouldn't be done. What I am suggesting, however, is that when we talk about what the Human Resources Department is going to do that it's pretty clear and specific what their role is and is not and what the council's role is and is not. I did speak with Ms. Lata about this and to get an understanding from her perspective and what has been written is consistent with what she would expect as a process. And so at this point, I would like to make a motion to amend this.

▶ 1:17:18 Jeff McNaught: mr president i do not um i read uh counselor stewart's recommended amendment um i don't and i think it was a great effort to help clarify i i think whoever you appoint to a committee will work with human resources and create uh the process with uh input from this entire council as we move forward um but i did spot i think some things that weren't clear to me in the amendment um and i see i don't see um any point in us um trying to create the process in this meeting or or in in really any meeting um but i do think to agree with council stewart that you know come the end of this process there should be a process and i believe it should be in the city charter but not as an amendment in this order so that is why i choose not to
