I am Chair Grigoraitis, and joining me tonight are Vice Chair Migliorelli, and Councilors McMaster, Garipay, Stewart, Karamcheti, Williams, and President Cinella, ex officio. this gives notice of a quorum for the record pursuant to an act extending certain covet 19 measures signed by governor baker on june 16 2021 that extended the remote meeting provisions of his march 12 2020 executive order suspending certain provisions of the open meeting law this meeting of the appropriations and oversight committee will be conducted via remote participation we will post a comprehensive record of these proceedings as soon as possible after the meeting on the city of melrose website and on mmtv3.org the public can find online online access instructions to view this meeting at the city of melrose.org backslash remote hyphen meeting and just for the record it looks like we're now joined by counselor jamala dean as well so at this time i will motion by unanimous consent to open public comment seeing no objection public comment is now open this is the portion of our meeting where any member of the public can comment on any item on our agenda i'm just checking we do have several attendees in the virtual room if there is anyone wishing to speak in public comment if you could

The first item before us is Order 2022-74, Appointment of Jennifer Champagne, 11 Faxon Street, to the Human Rights Commission for a three-year term, said term to expire the last day of February 2025. And at this time, I would entertain a motion to suspend rule 37b so that we can hear from members of the administration
