The savings from that on a yearly basis is somewhere between 500,000 and $600,000. Um, which pans out to probably somewhere between 65 and maybe 85 bucks a household on a, on a year by year basis. Um, there are other, certainly other possibilities, but that is the one, again, I respectfully suggest, um, has the most value. We can go into that in more detail. Um, but I am gonna turn it over to Jim and Elena to take you through, uh, you know, a little bit more about that charge, uh, the process they went through, uh, the incredible amount of detail that is, uh, available to us in making decisions like should it be, uh, automated collection, how frequent, what is the frequency of various collections, should we continue on with, um, yard waste? And we move this contract, we've tended to go into longer contracts. This is a five year contract. I think that's wise because of the nature of the changing marketplace. Um, so a couple of things have happened. DEP is now, um, they will find at, as I understand it, at, at the tipping center, wherever you dump your stuff, if it isn't, what I'll say is pure isn't the right mix or runs a foul of some of our laws that are very hard to enforce, then the city is gonna get, potentially get penalized at the tipping station. Uh, the other thing that's happened is recyclables are much, well, there's the, there's no place to put real trash anymore. That's a, that's kind of an evergreen that we've known that for a long time. But the nature of the recycling market has changed. And y'all probably went as, as there's a significant economic downturn. The main buyers of these recycled materials are China and India. Uh, the need went down and they insisted on a much pure product, if you will, more usable things because the cost, the cost, the value proposition didn't work anymore. There is the mayor, which about 40, 45 in Massachusetts, and then there is the town administrator at town manager. Um, I gave you some information on, on that because I think those jobs are roughly comparable. Uh, the difference between a town manager or administrator is not elected. They're hired by the select board, which is in fact, uh, elected. But in terms of day-to-day running, making, uh, policy decisions, making budget decisions leading that process, um, they're roughly, they're roughly the same. And the student body is significantly different. The different sets of challenges that he has spent a career confronting, it's different here. It's not better or worse, but it's different. And I think it's a challenge to move from a, you know, a dis from district to district, um, where there isn't that com necessarily that commonality, uh, of experience. He's also as Mr. O he's never been a superintendent. And there is something to, you know, being in the big chair, it is very different to be the, um, assistant superintendent of teaching and learning. It's a super important job. But the point person who leads, who takes the hits and, um, can, can bear the brunt or lead through that is a super important skill. I'm not saying that he doesn't have it, it's just never been tested. Um, Mr. Bucky, um, again, a little bit less, a little bit less obviously passionate, a little bit less hot on his sleeves, um, to Mr. O'Connell's point about his prior situation in Marblehead, uh, I would be, I wouldn't be so naive as to say that doesn't concern me at all, but I think Mr. O'Connell has framed that situation rather well. Um, it can be hard to be a leader, particularly in challenging times. And, um, as he said, elections do matter. And that is part of the story of being a superintendent and being a leader, an educational leader in the 21st century. The days of while we all hope to get a long commitment from someone, um, the days of, you know, you'll go through the district, start out as maybe a para or a teacher, principal, admin, and then lead the district. What about those kids? When we're thinking about all the kids in our district and all the kids in Melrose that might not be in the district, that might, uh, go to the vote, but we still have can concern about that, that might choose the charter school, whatever the case may be, and quite frankly, might come back at, at some point we have to be mindful, um, of all those kids and recognize that maybe you don't figure out what your path is or what you want to do after high school until 10th grade, 11th grade, uh, or 12th grade. It is an annual meeting of the 200 or so countries, I believe the time the Paris Climate Accords to get together and try to make progress on this and that, um, the preliminary information out of there and previous information isn't too optimistic. So I just wanna, uh, I wanna frame it in that sense. Um, and so y'all, I think I know you get it 'cause I know you've, um, our energy, excuse me, our sustainability manager, Martha Grover, has made herself available to all of you, and some several of you have taken advantage of that. But here is what in part that the, um, what the Net zero plan says on page 11. I should have mailed this to y'all, but I didn't think of it till today. Um, how do we get there? The kind of the $64,000 question of, of Net 0 20 50? Well, to directly quote, we know that we need to make our buildings and vehicles the two major sources, sources of emissions in our community, much cleaner and more efficient. To reach our net zero zero goal, our community will need to work towards five, five core transitions. One of them being, making existing buildings super efficient and constructing new buildings to high efficiency standards, which will reduce emissions and make energy bills more affordable for everyone. Because the cheapest energy is the energy that you don't use. Um, further on in the report on pages 45 and 46, it notes adopt policies to mandate energy efficiency and renewable energy in new construction and main major renovations that, um, my colleagues is exactly what this is all about. And, um, what is the commitment that elected officials, um, we're asked to make in that plan? Um, consider how your decision, the decisions your board, committee, or legislative body will impact knowledge's net zero goal, advocate and vote to support policy or regulations that advance actions identified in the net zero plan.
